The definition of the horror genre must need a change. These days, developers seem to think the action genre is the same as the horror genre.

I agree- yet to a degree. (Crap that rhymed) theres still some good horror games out there, and a few are popping up more oriented to scare than to excite. (The Evil Within comes to mind when I say this.) but likewise, there are lots of good scary horror games out there to play, better yet many that are made moreso to be unsettling and eerily disturbing than to simply jumpscare you to pee your pants.
