If they are a criminal: They need to know they are promoting RP. If they have magic: They need to know they are also promoting rp and that magic is not a power up. If it is a fight where people are literally trying to win: Learn to outsmart.
Issue with RP fights is that a side never wins unless someone allows themselves too. If both people wanna win, then there'll always be arguments, along with powergaming claims being thrown at eachother. Roll fights can be handy in some situations when both parties are considered equal.
