I've thought a bit about this after reading it over, and I don't think this middle ground of conflict is going to work / be sustainable. By allowing war raids to be allowed, but not wars themselves, we're creating an environment in which we're kind of stuck in the sort of pre-war state where there's PVP but no kind of roleplay or resolution to the situation at hand. If you allow war raids to continue for the rest of the map, but no warclaims, tensions between communities is just going to increase and boil higher and higher without the possibility for any resolution to it, which I think highly disfavours roleplay in general, and also won't be good for the server environment as a whole.
I really think it should be a case of all or nothing, not a middle ground. It's either warclaims and war raids, or no warclaims and war raids. Based on your reply, it's blatantly obvious that warclaims will not be allowed, for which reason I also believe these raids should be disabled.
We want a conflict, but we don't want one continues to drag on for months without any possibility of resolution. We'd rather be able to focus our efforts on new map and our next city, and not having to fight an infinite amount of raids without any resolution.

First, he carved Heinricchio’s eyes. The eyes opened and stared at him! Next, he carved the nose and mouth. The mouth began to laugh at Adrian. Finally, he carved the arms and the legs. Then Heinricchio stood up and said “I don’t want to be a puppet! I want to be a real Duke. But I don’t want to rule, I want to go to war and reform the Empire!” - “You must rule and be good,” said Adrian, “Then you will be a real Duke.”
Then Heinricchio said, “I will need some lands to rule.” Adrian took a piece of paper and some scissors. He made a little Duchy for Heinricchio to rule. Then Heinricchio said, “I need dignity to rule. Will you give me dignity?” So poor Adrian gave some dignity to Heinricchio. It was his last dignity.
Heinricchio walked into the world. There were lots of children in the town square, and he could hear music! “What’s happening?” Heinricchio asked a boy. “It’s the world theatre,” replied the boy, “And it’s starting now! Do you want a ticket? You must pay with one piece of gold.” - “I haven’t got a piece of gold,” said Heinricchio, “But I can give you my dignity for a ticket!”
Then Heinricchio went into the globe theatre. On the stage, two Dukes were fighting. Lots of children were watching them and laughing. Then one of the Dukes saw Heinricchio and cried, “Look! It’s Heinricchio!” - “Come up onto the stage, Heinricchio!” cried the other Duke. Heinricchio jumped onto the stage. Heinricchio pushed all the Dukes off the stage. He even rebelled against one other Duke.
But then one boy shouted, “I don’t like this show. There’s too much war and destruction!” Soon, all the other boys began to shout too.
The owner of the globe theatre came onto the stage. “This is your fault,” he said to Heinricchio. “I know what I will do. I have no wood for my fire…”

Therefore, it is the wish of Our Crown to establish new Royal Orders of Merit, which shall contain within itself three chapters:
The Robertine Order of Merit (KOM)
For those of great excellence and merit in their service of the Kingdom through the government, administration, charity, progression and the like.
The Wailer Order of Arts (KOA)
For those of great excellence and merit in their service of the Kingdom through the arts, authorship, idealism, histories, and the like.
The Walton Order of the Unyielding (KOU)
For those of great excellence and merit in their service of the Kingdom through the military, valour, persistence, and the like.
Furthermore, it is Our purview as the Crown to establish the following:
On the Order of Queen Maya and the Lily
I. The Order of Queen Maya and the Lily shall still exist, and those knighted into the Order shall remain entitled to the rights and honours.
II. Lord Borris Iver Kortrevich shall be promoted to Valtakossar within the Order of Queen Maya and the Lily, for his service to the Kingdom as a great figure within the realm of Arts and Poetry.
III. From this day onward, no one shall be inducted into the Order of Queen Maya and the Lily, nor shall anyone within these Orders be promoted in rank.
On the Royal Orders of Merit
I. The Royal Orders of Merit shall be established, consisting of the following chapters:

Their prowess in combat had, even before this, made them a House of great prestige and respect within our nation, and were granted by Our father the Margraviate of Eichenwalde for their service, which continued thereafter.
However, after a lengthy discussion with the Margrave, We have come with them to a mutual agreement that it is time their family and Our Kingdom continue their march down separate paths. The titles belonging to House von Draco, that being the Margraviate of Eichenwalde, shall be returned to the Crown, and in turn they shall be released of their fealty to the Crown.
We wish the House von Draco luck in its next endeavors, and thank them for their service in upholding their promise to protect the border.

In recent years it has become apparent to Us that our Judicial System is ailing. Since the dismissal of the former Jovenaar Atilan Bishop at the Recommendation of the Royal Duma and the High Justiciar, it has become evident to Us that a system in which the Aulic Court sits as part of the Aulic Council, and therefore finds itself subject to the whims of the Royal Duma, is one that is flawed, and lacks justice. A system where the Judge is also Prosecutor and Investigator is one that We cannot believe to be just and fair.
It had always been Our intent to revise the Aulic Court and the Judicial System during Our reign, but recent events has proven to Us a necessity to move forward with these revisions and reforms with the utmost haste.
We have long thought of how to muster this revision, as it stands, We see the Office of the Justiciar as an amalgamation of two offices: The Aulic Court, which encompasses the judges; and the High Justiciar’s Office of old, which encompasses the prosecutors and investigators. It is Our goal to return to a similar state of things, one in which the Aulic Court, the Judicial body, shall remain independent of all influence, not influenced by the Aulic Council nor the Royal Duma, but simply as servants to Our Crown and Kingdom.
We do therefore Proclaim the Following:
On the Office of the High Justiciar
I. The Office of the High Justiciar shall henceforth be defunct, and its duties divided as follows between the Aulic Court, the Office of the Lord Palatine, and the Brotherhood of St. Karl:
II. The duty to hold trial, cast judgement, and review the Laws of the Realm shall be maintained by the Aulic Court.
III. The duty to prosecute criminals shall fall to the Lord Palatine, who shall be responsible for the employment and training of Prosecutors.
a. The Lord Palatine may, at such a time where they view it necessary or prudent, delegate their duties to a Crown Prosecutor.
IV. The duty to investigate crimes and crime scenes shall fall to the Brotherhood of Saint Karl.
On the Aulic Court
I. The Aulic Court shall be responsible for the swift administration of justice and resolution of legal disputes put before it.
II. Upon the Aulic Court shall sit the Chief Jovenaar and their associate Jovenaars.
a. Jovenaars shall be appointed at the Will of the Crown, by nomination of the Chief Jovenaar of the Aulic Court.
b. A Jovenaar shall serve until their resignation, death, or removal by the Crown.
c. Those who sit upon the Aulic Council and the Royal Duma shall be ineligible to serve as Jovenaar.i. A Jovenaar who wishes to serve upon the Aulic Council or the Royal Duma may temporarily vacate their position as Jovenaar, whereby they shall be reinstated once their term is over.
II. The head of the Aulic Court shall be the Chief Jovenaar, who shall be the most senior of the Jovenaar, usually elected by seniority at the discretion of the Crown, and who shall be tasked with the training and nomination of prospective Jovenaars, as well as the organisational duties of the Aulic Court.
On Present Matters
I. The current Jovenaars, those being Lady Adele Ludovar and Mister Arthur Stafyr have been given the choice of continuing as a Jovenaar of the Aulic Court, or becoming a Prosecutor under the Palatial Office.
a. Lady Adele has chosen to continue her long career as a Jovenaar. Mister Arthur elected to continue as a Jovenaar. Additionally, Lord Haus Weiss also chose to continue pursuing the position of Jovenaar, and has thus been elevated to it by will of the King, having completed his training.
b. The same shall apply to all wards presently in the Judicial Office, who shall be offered the choice between being educated towards becoming a Jovenaar or a Prosecutor.
II. The current curriculum for the former Office of the High Justiciar shall be reviewed and revised by the King, Lord Palatine, and Chief Jovenaar, to further the apt education of future Jovenaar and Prosecutors.
III. Lady Adele Ludovar shall, as the previous High Justiciar and the most senior Jovenaar, sit as the Chief Jovenaar of the Aulic Court.

Additionally, We do hereby appoint Lord Felix Weiss @SethWolf to the position of Lord Marshal, in accordance with the wishes of his predecessor Lord Sviatoslav Godunov, as well as in recognition of his years of service within the Brotherhood of St. Karl, and his dedication and loyalty to Crown and Kingdom.
Furthermore, the appointment of Lord Felix Weiss to the position of Lord Marshal results in the position of Lord Speaker of the Royal Duma being vacated. Therefore, We do hereby appoint the current Lord Handler, Lord Wilheim Barclay @Fionn__TWG, to the position of Lord Speaker, and hold in him utmost faith to continue to the maintenance of the Royal Duma while We work on reforms.
All of the following, do in the merit of their positions, and they themselves, deserve to be seated upon the King’s Advisory Council.
Let these appointments be recorded in the annals of our history, and let all subjects acknowledge and respect the authority of these appointees and their respective offices.
