Guard forces that leverage their OOC numbers and call PvP default to circumvent valid RP situations are perpetuating the problem of PvP goons.

don't you love it when you're raiding a weak settlement and then they get a 5 day OOC force-field so they can ignore the consequences of their actions thru OOC means.
