    ARTICLE 1.   The Blessed Citizens of Haelun'or will not tolerate unsanctioned violence.

     

    This applies primarily to acts of physical aggression upon the Mali’thill. Such unauthorised violence will only be permitted when absolutely necessary - for example when one finds themselves in immediate danger and self-defence is required.

     

    ARTICLE 2.   The Blessed Citizens of Haelun'or will not tolerate theft.

     

    Theft is frowned upon greatly within our venerated land. As a society we are called to craft, develop and earn our own belongings. To steal from Haelunorians is to disrespect the work of one’s bloodline and to bring shame to your own.

     

    ARTICLE 3.   The Blessed Citizens of Haelun'or will not tolerate the meanderings of unscrupulous and alien wanderers.

     

    Those who are deemed unworthy will not be allowed entrance. Those who are allowed within will be on a very short leash. Should they irritate enough of the citizenry, foreign beings will be ejected--by force if necessary.

     

    ARTICLE 4.   The Blessed Citizens of Haelun'or will not tolerate the purposeful tarnishment of purity.

     

    Purity is not in the eyes of the beholder. It is in the venerated manners of our Mali’thill ancestors where we find guidance in purity. It is not enough that one’s heart is pure--for only when one’s mind and blood remains unmuddied can true purity be gained.

    Knowledge and written thought are completely imperative for the progression and preservation of our people; a custom rooted in maehr’sae hiylun’ehya. The unsanctioned destruction of tomes of any value within the great library is to be treated as a crime akin to both unsanctioned violence and theft.

     

    ARTICLE 6.   The Blessed Citizens of Haelun'or will not tolerate purposeful mutilation of oneself.

     

    To ensure the bodily purity of all citizens, the mutilation of one’s body for reasons aesthetic is forbidden. Medical licensing and governmental approval can be acquired by those with individual needs, but the harming of one’s own body through piercing and other means is, as is necessary for soundness of mind, to be rejected. This extends to the dyeing of one’s hair.

     

    ARTICLE 7.   The Blessed Citizens of Haelun'or will not tolerate attire which obscures one’s identity.

     

    To ensure the safety of the Mali’thill, and indeed of all Blessed Citizens, it has been determined that the wearing of overly large hoods, helmets, full masks, and other forms of obscuring perception of identity both through worn attire and magics is hereby banned among all non-citizens and non-mali’thill of Haelun’or.

The scattering and distribution of slander and anti-purity propaganda concerning the Silver Empire of Haelun'or puts the stability and health of the populace at risk.

    THE DICHOTOMY OF LEWDNESS

    ARTICLE 1.   The Blessed Citizens of Haelun'or shall not participate in physical fraternisation outside of marriage.

     

    This crime disrespects the very nature of the matrimonial union. Unmarried citizens who physically fraternise disregard the purpose of procreation and cause unruly distraction, emotional disruption and in the worst case scenario - consequences of bastardisation, a terrible crime, considering it taints the reputation of an otherwise innocent mali’aheral child.

     

    ARTICLE 2.   The Blessed Citizens of Haelun'or shall not participate in fraternisation with an oem’ii (an oem’ii being any mali less than fifty years of age).

     

    Oem’ii are indeed the most precious safeguard of our kin. Subjecting an emotionally immature mind to such matters is unacceptable.

    Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted mali’aheral blood is a crime no less potent than murder of another citizen.

    The Path to Purity is an ancient process. The Mali’thill are a people of mercy, offering that which will have true lasting impact; re-education. As the Mali’ata has wronged our venerated race, they must seek redemption in the eyes of all who would call themselves Mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands.

     

    THE FOUR STAGES FOR PURIFICATION

     

    STAGE 1.   The Drawing of the Curtain

     

    The Mali’ata must be sincere in their desire to become a part of our society once more, and be willing to perform all the tasks asked of them. They must be willing to acknowledge the wrongness of the crimes they have committed against their kin and Haelun’or as a whole.

     

    Should they not conform to this ideal, they shall not be allowed to return.

     

    STAGE 2.   Righteous Revulsion

     

    Should the Mali’ata be sincere and willing, they will be allowed to enter Haelun’or. Here, they must seek out every Laurir of The Council of Nobles, Elheial’lauriran, and tell them individually of the crimes they have committed towards Mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each. The Laurir may ask the Mali’ata of anything, and the Mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true Mali’aheral. The labours the Mali’ata provided are but a pittance in exchange for the attacks on purity they have performed.

     

    As a Laurir, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a Laurir request a task that clashes with the laws of Haelun’or, the individual shall be punished according to the crimes they requested to be committed.

     

    The Mali’ata may not advance to the next stage unless every Laurir gives their forgiveness.

     

    STAGE 3.   Learning the Way

     

    All Mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, or adequate interpretation, of the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously.

     

    The Mali’ata shall be assigned a teacher from the pure Blessed Citizenry, the duty of whom it will be to teach the Mali’ata maehr’sae hiylun’ehya. During this stage, the teacher may assign to the Mali’ata multiple tasks which they must complete in order to advance to the next stage.

     

    At the end of this process, they may be tested by members of The Silver Council of their knowledge regarding the blessed phrase.

     

    STAGE 4.   Acceptance

     

    The Mali’ata, after gaining forgiveness and understanding the apex of our culture, will be called to an assembly of all volunteering First Class Citizens. Here it will be decided by the majority whether the Mali’ata may become a part of the exalted society and resume their title of Mali’thill. Should the Citizenry decide that the actions of the mali’ata are satisfactory, they shall again be considered a Citizen. The mali’ata will regain their title of Mali’thill and they may see Haelun’or as their home once more.

     

    With the conclusion of this final step, a celebration should be held - as they have obtained citizenship.

     

     

    CHAPTER IV

    THE SILVER TRIBUNAL

    In the event that a citizen of Haelun’or is accused of violating any of the above laws and is summoned to stand trial by either the Asulir or the Okarir’sil, a group of three judges, pariran’tir, are appointed to operate as a panel of decision makers. These judges, once appointed, shall deliberate upon the accused’s guilt. When a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. Members of The Silver Council and the Imperial Family can only be summoned to stand trial by the Asulir.

     

    A judge, parir’tir, is chosen based on a hierarchy of respect and authority, namely:

    a)   Okariran

    b)   Lauriran

    c)   First Class Citizen

     

    Should the accused not appear at the time they were summoned, they shall be considered guilty and a sentence shall be issued by the pariran’tir in their absence.

     

     

    CHAPTER V

    THE TIERS OF PUNISHMENT

    For minor infractions and crimes against order, either by discretion of the Asulir, the Okarir’sil or the Pariran’tir after a concluded trial, the guilty may be punished with:

    THE SECOND TIER OF PUNISHMENTS

Figments require greater focus and concentration, as illusionists must create and sustain the illusions, including all their additional senses. Figments can range from simple objects or sensations to more intricate experiences.

    Single-target casting involves creating an illusion into the mind of a single target and no one else.

     

    Multi-target casting allows illusions to be transmitted to multiple specific individuals. The act of weaving a web across multiple people requires a greater level of concentration than single-target.

     

    Broadcast involves casting illusions into the minds of nearby targets through a mental web spread across a limited area around the illusionist. This type is non-combative.

The Okarir’maehr is also responsible for the recording of all state history that transpires during their service to the Silver State.     To govern the Silver Stronghold, The Sohaer oversees the selection of the Council of Mali’thill to administrate, organise and execute the many projects required to maintain and progress our venerable society. Spurred on by adherence to the Lariheiian philosophy and redemption for the countless shortcomings of the Councils in the past, the Silver Councilors work tirelessly on their tasks. The ‘Okariran’, elven translation: ‘Masters’, have designated duties, and are held to the highest of standards. 

     

    Haelun’or has experienced monumental turbulence, warranting a clarification of the administrative and guiding body of the people. In the coming years, positions may be changed and vacancies filled by the ambitious Mali’thill. However, with the construction of our new bastion it is important to declare the current Silver Council.

    Guidance of the ways of our forefathers and ensuring the purity of our people are the sacred duties of the Maheral, for he is the most pure among all Mali’thill.

      

    The Sohaer

    The Sohaer manages the Silver Council and is held responsible for all matters Haelun’or.

     

    The Okarir’mali

    Master of People, the Okarir’mali acts as a steward of elcihi. They are responsible for maintaining the social centres in our cihi such as the state inn.The Okarir’mali, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender.

     

    The Okarir’nor

    Master of Land, the Okarir’nor manages the flow and storage of resources in the Silver State, as well as maintaining the city and land in flawless condition. It is their right and obligation to house the newly arrived Mali’thill within the Silver State, to build more as necessary and to evict those that have left. The Okarir’nor, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender.

     

    The Okarir’tir

    Master of Law, the Okarir’tir manages all necessities in relation to law and order within the Silver State. This includes but is not limited to the drafting of Blessed Citizens into the Sillumiran, the arranging of Purity Tribunals as requested by the Maheral or majority vote of the Silver Council, arrests, and military supply planning. The Okarir’tir, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender.

     

    The Okarir’hiylun

    Master of Life, the Okarir’hiylun administrates and ensures that the excellent living standards of the Mali’thill is upheld and constantly improved. The Okarir’hiylun sees to the administration and organisational measures required for happenings of different natures, enabling all who wish to hold events of their own. The Okarir’hiylun, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender.

     

     

    The Okarir’maehr

    Master of Knowledge, the Okarir’maehr manages the Eternal Library and College of the Silver State. It is their right and obligation to ensure it is properly maintained, safeguarded, and monitored. They are responsible for the flow of all knowledge in and out of the Eternal Library, and have full control over the educational operations that transpire within. The Okarir’maehr is also responsible for the recording of all state history that transpires during their service to the Silver State. The Okarir’maehr, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender.

    Despite the best that had been done by the Children of Silver, the diligence and assiduity of our servants of the state, and the devoted service of our Blessed Citizenry - the war situation developed not necessarily to Haelun’or’s advantage, for it would seem the world moved against her interests. I have full confidence that if all do their duty, if nothing is neglected, and if the best arrangements are made, as they are being made, we shall prove ourselves once more able to stand strong, to forge ourselves a new Silver Bastion.
