ARTICLE 1. The peoples of Caelia agree to enter into a treaty of Dominion with the Silver Empire of Haelun’or, with the intent to form the Dominion of Caelia.
ARTICLE 2. The Silver Empire of Haelun’or agrees to grant domestic autonomy to the Dominion of Caelia. This will include the authority to legislate and administer matters pertaining to its local governance, culture and welfare.
ARTICLE 3. The Silver Empire of Haelun’or agrees to protect and defend the Dominion of Caelia.
ARTICLE 4. The Dominion of Caelia agrees to provide military support to the Silver Empire of Haelun’or in times of war or peril. This support may include, but is not limited to, troops, resources, intelligence and strategic cooperation.
ARTICLE 5. The Dominion of Caelia agrees to refrain from entering into political or military pacts with other groups or nations.
ARTICLE 6. The Dominion of Caelia agrees to swear an Oath of Allegiance to the Silver Empire of Haelun’or and the Asulir, to be renewed upon the ascension of a new Asulir.
ARTICLE 7. The Silver Empire of Haelun’or agrees to grant the citizens of the Dominion of Caelia honorary Second Class Citizenship.
ARTICLE 8. The Dominion of Caelia agrees to surrender all mixed blooded inhabitants to The Sillumir.

The Silver Sanctum is built on Laws and Principles well-rooted in maehr’sae hiylun’ehya and the teachings of our forefathers traced back many centuries. It is the view of the Asulir that the reintroduction of The Obvious Laws and The Dichotomy of Lewdness is imperative for the next step in our march onwards.
CHAPTER I
THE OBVIOUS LAWS
“The venerated society of the mali’aheral will not tolerate those who cannot abide by the simplest of civilised behaviours. For those who are incapable of deducing such things (or philosophers who tend to debate the existential qualities of “laws” and the purposelessness of attempting to order a world that is fundamentally chaotic, or perhaps something equally irritating) I shall write a guide of laws that should be, to most civilised beings, obvious.”

ARTICLE 1. The Blessed Citizens of Haelun'or will not tolerate unsanctioned violence.
This applies primarily to acts of physical aggression upon the Mali’thill. Such unauthorised violence will only be permitted when absolutely necessary - for example when one finds themselves in immediate danger and self-defence is required.
ARTICLE 2. The Blessed Citizens of Haelun'or will not tolerate theft.
Theft is frowned upon greatly within our venerated land. As a society we are called to craft, develop and earn our own belongings. To steal from Haelunorians is to disrespect the work of one’s bloodline and to bring shame to your own.
ARTICLE 3. The Blessed Citizens of Haelun'or will not tolerate the meanderings of unscrupulous and alien wanderers.
Those who are deemed unworthy will not be allowed entrance. Those who are allowed within will be on a very short leash. Should they irritate enough of the citizenry, foreign beings will be ejected--by force if necessary.
ARTICLE 4. The Blessed Citizens of Haelun'or will not tolerate the purposeful tarnishment of purity.
Purity is not in the eyes of the beholder. It is in the venerated manners of our Mali’thill ancestors where we find guidance in purity. It is not enough that one’s heart is pure--for only when one’s mind and blood remains unmuddied can true purity be gained.
ARTICLE 5. The Blessed Citizens of Haelun'or will not tolerate the disgraceful and irrational destruction of written thought.
Knowledge and written thought are completely imperative for the progression and preservation of our people; a custom rooted in maehr’sae hiylun’ehya. The unsanctioned destruction of tomes of any value within the great library is to be treated as a crime akin to both unsanctioned violence and theft.
ARTICLE 6. The Blessed Citizens of Haelun'or will not tolerate purposeful mutilation of oneself.
To ensure the bodily purity of all citizens, the mutilation of one’s body for reasons aesthetic is forbidden. Medical licensing and governmental approval can be acquired by those with individual needs, but the harming of one’s own body through piercing and other means is, as is necessary for soundness of mind, to be rejected. This extends to the dyeing of one’s hair.
ARTICLE 7. The Blessed Citizens of Haelun'or will not tolerate attire which obscures one’s identity.
To ensure the safety of the Mali’thill, and indeed of all Blessed Citizens, it has been determined that the wearing of overly large hoods, helmets, full masks, and other forms of obscuring perception of identity both through worn attire and magics is hereby banned among all non-citizens and non-mali’thill of Haelun’or.
ARTICLE 8. The Blessed Citizens of Haelun'or will not tolerate slanderous public speech by untempered tongues toward invited guests, allies or the Empire.
All in Haelun'or will remain courteous and hospitable to all invited guests and denounce any who publicly slander her allied nations or factions. The scattering and distribution of slander and anti-purity propaganda concerning the Silver Empire of Haelun'or puts the stability and health of the populace at risk.
CHAPTER II
THE DICHOTOMY OF LEWDNESS
“The filth accumulates, not in the sewers, but in our very streets. The waste that pollutes the once clean walkways of Haelun’or is carried in the hearts of her children. To purge the city, she must expel these waste-bearers, for they are disgraceful, lliran. Our city weeps, and her silver tears leak away the memory of a once great civilisation. Larihei lives in disrepute, and we are to blame. We have not lived up to her.. Examine your hands, and the hands of your lliran. It is time to wash away the filth of the streets."

ARTICLE 1. The Blessed Citizens of Haelun'or shall not participate in physical fraternisation outside of marriage.
This crime disrespects the very nature of the matrimonial union. Unmarried citizens who physically fraternise disregard the purpose of procreation and cause unruly distraction, emotional disruption and in the worst case scenario - consequences of bastardisation, a terrible crime, considering it taints the reputation of an otherwise innocent mali’aheral child.
ARTICLE 2. The Blessed Citizens of Haelun'or shall not participate in fraternisation with an oem’ii (an oem’ii being any mali less than fifty years of age).
Oem’ii are indeed the most precious safeguard of our kin. Subjecting an emotionally immature mind to such matters is unacceptable.
ARTICLE 3. The Blessed Citizens of Haelun'or shall not participate in public fraternisation of an overly intimate nature.
A disrespect of peers and the Empire’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls.
ARTICLE 4. The Blessed Citizens of Haelun'or shall not participate in fraternisation of any intimate sort with impures or other races.
Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted mali’aheral blood is a crime no less potent than murder of another citizen.
ARTICLE 5. The Blessed Citizens of Haelun'or shall not participate in fraternisation of a homosexual nature.
All who engage in intimacy in public or private with a member of the same gender should be treated as unclean, dirtying the sights of their fellows with such a display of uncivilised, unproductive lust.
ARTICLE 6. The Blessed Citizens of Haelun'or shall not participate in incestuous fraternisation of any kind.
No self-respecting mali will need explanation as to why this type of behaviour is both obscene and illegal.
CHAPTER III
THE RETURN TO PURITY
“You are more Mali’thill than you admit. Learn of your ancestors, of the past, it will guide your future. Restore honour and pride in your long wayward heart.”

The Path to Purity is an ancient process. The Mali’thill are a people of mercy, offering that which will have true lasting impact; re-education. As the Mali’ata has wronged our venerated race, they must seek redemption in the eyes of all who would call themselves Mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands.
THE FOUR STAGES FOR PURIFICATION
STAGE 1. The Drawing of the Curtain
The Mali’ata must be sincere in their desire to become a part of our society once more, and be willing to perform all the tasks asked of them. They must be willing to acknowledge the wrongness of the crimes they have committed against their kin and Haelun’or as a whole.
Should they not conform to this ideal, they shall not be allowed to return.
STAGE 2. Righteous Revulsion
Should the Mali’ata be sincere and willing, they will be allowed to enter Haelun’or. Here, they must seek out every Laurir of The Council of Nobles, Elheial’lauriran, and tell them individually of the crimes they have committed towards Mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each. The Laurir may ask the Mali’ata of anything, and the Mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true Mali’aheral. The labours the Mali’ata provided are but a pittance in exchange for the attacks on purity they have performed.
As a Laurir, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a Laurir request a task that clashes with the laws of Haelun’or, the individual shall be punished according to the crimes they requested to be committed.
The Mali’ata may not advance to the next stage unless every Laurir gives their forgiveness.
STAGE 3. Learning the Way
All Mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, or adequate interpretation, of the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously.
The Mali’ata shall be assigned a teacher from the pure Blessed Citizenry, the duty of whom it will be to teach the Mali’ata maehr’sae hiylun’ehya. During this stage, the teacher may assign to the Mali’ata multiple tasks which they must complete in order to advance to the next stage.
At the end of this process, they may be tested by members of The Silver Council of their knowledge regarding the blessed phrase.
STAGE 4. Acceptance
The Mali’ata, after gaining forgiveness and understanding the apex of our culture, will be called to an assembly of all volunteering First Class Citizens. Here it will be decided by the majority whether the Mali’ata may become a part of the exalted society and resume their title of Mali’thill. Should the Citizenry decide that the actions of the mali’ata are satisfactory, they shall again be considered a Citizen. The mali’ata will regain their title of Mali’thill and they may see Haelun’or as their home once more.
With the conclusion of this final step, a celebration should be held - as they have obtained citizenship.
CHAPTER IV
THE SILVER TRIBUNAL
“The Silver Tribunal is both shield and sword, the most important weapon in the Haelunorian armoury versus corruption and crime.”

In the event that a citizen of Haelun’or is accused of violating any of the above laws and is summoned to stand trial by either the Asulir or the Okarir’sil, a group of three judges, pariran’tir, are appointed to operate as a panel of decision makers. These judges, once appointed, shall deliberate upon the accused’s guilt. When a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. Members of The Silver Council and the Imperial Family can only be summoned to stand trial by the Asulir.
A judge, parir’tir, is chosen based on a hierarchy of respect and authority, namely:
a) Okariran
b) Lauriran
c) First Class Citizen
Should the accused not appear at the time they were summoned, they shall be considered guilty and a sentence shall be issued by the pariran’tir in their absence.
CHAPTER V
THE TIERS OF PUNISHMENT
“Haelun’or has proven herself to be efficient in cleansing society from the corrupt minds. Whether that may be through execution or banishment, we drive out plagues by grace of our rigorous loyalty to the maehr’sae hiylun’ehya.”

For minor infractions and crimes against order, either by discretion of the Asulir, the Okarir’sil or the Pariran’tir after a concluded trial, the guilty may be punished with:

THE SUCCESSION AND APPOINTMENT OF GOVERNMENT
ARTICLE 1. The appointment and removal of any government official in the Silver Empire of Haelun'or is recorded in the Archives of The Eternal Library for the Blessed Citizenry to access.
ARTICLE 2. The Asulir declares their heir either by missive, speech or a signed and sealed testament.
ARTICLE 3. The heir apparent to the Asulir succeeds to the Eternal Throne upon the passing or abdication of the Asulir.
ARTICLE 4. The Okarir is appointed and removed by the Asulir.
ARTICLE 5. The Okarir position can only be held by a First Class Citizen.
ARTICLE 6. The Maheral appoints their own successor either by missive, speech or a signed and sealed testament.
ARTICLE 7. The Maheral can be removed through a majority decision by a Council of Malaruiran.
ARTICLE 8. A Council of Malauriran convenes to select a new Maheral, should the Maheral be rendered unable or be without a signed and sealed testament.

ARTICLE 6. The Asulir reserves the authority to withdraw citizenship by edict.

THE PRIVILEGES OF CITIZENSHIP
ARTICLE 1. All Blessed Citizens are entitled to a prompt and lawful trial.
ARTICLE 2. All Blessed Citizens are entitled to medical service and protection.
ARTICLE 3. All Blessed Citizens are entitled to housing in accordance with their level of citizenship and income.
ARTICLE 4. All Blessed Citizens are eligible to operate a business within the market district.
ARTICLE 5. All Blessed Citizens are eligible to serve as a Tilruir.

SpoilerTHE AGE OF SILVER
Today marks the beginning of a new chapter in our centuries spanning history. The walls of the Nevaehlen territory have collapsed and all resistance has been quelled. The self-declared leadership of the occupied land thought they could stand against history, against our March of Civilisation. They were wrong.
The battle was short but decisive, similar to our previous fabled campaigns. The ever merciful and benevolent Silver State sought not to level the city under our overwhelming fire-power, but simply breach the walls so as to avoid the unnecessary loss of life of the poor destitute Mali’ame forcibly detained within by the arrogance of Nevaehlen leadership.
The Silver State honours the valiant heroes of this patriotic war. Without the efforts of our brave Sillumiran, the liberation effort would have been nigh impossible. The Warband of Mog proved themselves integral allies, their ferocity was unmatched by any throughout this symphony of war. The State also pays respects to the role played by Sorcaril Sythaerin, who has honoured his ancient Talonnii through valiant service to his Asulir. Many of the armaments used today were supplied by his kin, for that the Sythaerin’s deserve only the highest praise. May they, like the other Ahtalonnii, continue to lead by example.
With the liberation of Silver land from the clutches of tainted influence, both Mali’thill and Mali’ame may rejoice that they now share common cause once more. We stand on the verge of a new Age for our people, a Silver Age. Through our ever diligent efforts to guarantee the security of the Haelunorian realm, the Silver State will be reorganised into the first Silver Empire, to ensure peace and prosperity reigns in perpetuity throughout our Blessed lands.

SpoilerA DECISIVE STRIKE
Rejoice, for the first blow has been dealt by our valiant forces against the territory of Nevaehlen.
The day began in the camp of the high elves, those Sillumir too weary to sleep spoke of a great comet, flashing across the sky where the sun rose. A sign of providence perhaps. It was not long then until the warbands from the West came across the great host of silver, and the combined mustered forces set to march North into the forest realm territory.
As our forces approached the now fabled rope bridge, the first arrow flew from behind the mist which shrouded the riverbanks. The discipline drilled into the legions proved valuable as the bravest amongst them drew their shields and held off the volley which followed, and, in turn, we rained down arrows unto their force. Not before long would the arrows darken the sky, for it was in the heat of battle did an orcish warchief cry, deeming that the bridge be crossed. Such valour and glory did his charge inspire that the host shook the bridge with their advance, cutting down any who dared halt our attack. Grubnakh’s Charge, as it shall be known, will be fondly remembered for the decisive role it played in bringing about a swift end to the bulk of wood elven resistance.
In the blink of an eye, as the sun peeked its first rays from beyond the sea, those of Silver and their allies had seized the day, securing their advance towards the heart of Nevaehlen.
Now, as we look to our greatest challenge yet, the Blessed Citizenry take comfort in the knowledge that we have already taken a bold first step in our March of Civilisation.

It was with great sorrow that tidings of wood elven stubbornness came to the Blessed Bastion, that it should be vain ambition that decides the fates of many.
The marching of Mali’thill shook the forest not a year past, and none of the rangers brought news of our approach to the wooden citadel. Sensory Illusion is a voidal magic that harnesses the power of the endless plane to cast illusions that manipulate the senses. This is achieved through utilising a binding web that links to the consciousness of the target or targets. However, it is important to note that these illusions do not exist physically in the world and are purely a trick of the mind. This is achieved by transmitting sensory falsehoods to their target, such as illusory sights and sounds, by tapping into their own experiences and using the void as a mediator. To successfully convey a sense to another individual, the illusionist must have experienced that sense themselves. The strength of an illusion lies in its believability. If the illusion does not make sense or the target's mind rejects it due to a lack of additional stimuli, the illusion will fall apart. Illusionists progress through different tiers of mastery, each enabling them to create more intricate and sustained illusions. However, the casting of illusions demands concentration and mental focus which takes time to master.

Glamours are sensory alterations which involves modifying the sensory information of an existing object. Due to glamours being the manipulation of existing properties of an object, the spell requires less mana and focus compared to other types.
Figments are illusory senses that are entirely artificial. They are more complex and challenging to cast than glamours due to being cultivated from nothing. Figments require greater focus and concentration, as illusionists must create and sustain the illusions, including all their additional senses. Figments can range from simple objects or sensations to more intricate experiences.
Single-target casting involves creating an illusion into the mind of a single target and no one else.Multi-target casting allows illusions to be transmitted to multiple specific individuals. The act of weaving a web across multiple people requires a greater level of concentration than single-target.
Broadcast involves casting illusions into the minds of nearby targets through a mental web spread across a limited area around the illusionist. This type is non-combative.

Kolvar Uradir found his attention drawn away from his usual quiet study by the noise of an elf rummaging through various tomes. He let out a soft sigh as he raised his right arm. A soft crimson and scarlet aura would begin to emanate from his palm.
Kolvar Uradir would focus his vision, sapphire eyes fixed on the cause of his disturbance. As the crimson and scarlet aura intertwined within his now twitching palm, he raised his hand in the direction of the elf.

Kolvar Uradir narrowed his eyes and looked down at the student with a condescending smirk "Very well, show me what you've learned thus far. Cast a glamour on me, I want this ordinary wooden staff to appear as if it's adorned with gold-leaf. Impress me, if you can."
The student took a deep breath, their expression showing a mixture of nervousness and determination. They held out their hands, focusing on their teacher. Soft whips of aqua would appear about their person.
“Good, feel the connection. Now manifest your deception onto me.” Kolvar beckoned
The student would notice their hands beginning to rapidly shake, before snapping their attention back towards Kolvar. The aura emanating from them would become more vibrant, channelling in the direction of their teacher.

Master of Coin, the Okarir’akaln manages the industry and markets of the state. The Okarir’tayna
Master of Life, the Okarir’tayna oversees all magical endeavours within the state. They are charged with keeping a record of any magic users existing among the Citizens and the spells they possess. This record will be kept in the private library for requested perusal. The Okarir’tayna will refer any unlawful magic users to the Okarir'tir as lawbreakers. It is with great reluctance that I announce that Luthien Maeyr’onn has resigned from the position of Sohaer. The Maeyr’onn Talonnii are of noble lineage, descended from fierce adherents of purity. It is therefore deeply regrettable that Luthien fell so suddenly to an illness that made the fulfilling of duty impossible. As her last act in office, the Sohaer named Kolvar Uradir as her successor. In response to this, the Silver Council convened and formally ratified this final act of our esteemed leader.
Upon assuming the mantle of this responsibility, I shall now endeavour to ensure all facets of our Government continue to function to the utmost of their ability and that the Haelunorian people are diligently served.
Expect a formal announcement of the incumbent Okariran and Tilruiran soon. This will aid in clarifying the current officials of State.

To govern the Silver Stronghold, The Sohaer oversees the selection of the Council of Mali’thill to administrate, organise and execute the many projects required to maintain and progress our venerable society. Spurred on by adherence to the Lariheiian philosophy and redemption for the countless shortcomings of the Councils in the past, the Silver Councilors work tirelessly on their tasks. The ‘Okariran’, elven translation: ‘Masters’, have designated duties, and are held to the highest of standards.
Haelun’or has experienced monumental turbulence, warranting a clarification of the administrative and guiding body of the people. In the coming years, positions may be changed and vacancies filled by the ambitious Mali’thill. However, with the construction of our new bastion it is important to declare the current Silver Council.

Despite the best that had been done by the Children of Silver, the diligence and assiduity of our servants of the state, and the devoted service of our Blessed Citizenry - the war situation developed not necessarily to Haelun’or’s advantage, for it would seem the world moved against her interests. I have full confidence that if all do their duty, if nothing is neglected, and if the best arrangements are made, as they are being made, we shall prove ourselves once more able to stand strong, to forge ourselves a new Silver Bastion. That is the resolve of The Silver Council.
