The purple wax seal - containing subtle traces of gold dust - bears the insignia of the Maheral. The letter is passed between the crowd a moment before being opened and read aloud by one of its members. The council of Haelun'or will convene to discuss certain issues regarding the security of the city (including expansions to it), citizenship, employment and other subjects such as revolve around diplomacy, as well as other internal affairs. In accordance with the Ellir Reform there are matters that shall be open to the public for voting upon the successful conclusion of the meeting, which shall be held in the coming fortday. A calligraphic 'D' is signed on the bottom of the parchment.
