  1. Union of the Falcon and the Dove This document hereby announces the union of The Sultanate of Korvassa and the Principality of Vitenna, consolidating the two peoples as one. The Principality of Vitenna shall be absorbed into the Sultanate, the people of Fonsi having already been relocated to Al-Faiz prior to this announcement due to unforeseen circumstances. The people of the ever-growing Sultanate and the Principality shall rejoice at this new step in their relationship. The Sultanate of Korvassa hereby grants to the people of Vitenna: Nobility to the Houses of Napoliza, Edwards, and Palaiologos. Homes for all of Fonsi’s remaining citizens. Shops for those who require them. A tax exemption for the duration of one Qali month. The regent of Vitenna, Sapphira Loretta, wishes it to be known that the Sultanate has offered this out of the kindness of their hearts, for no possible gain to themselves, and therefore has ordered that the remaining gold belonging to the treasury of the Principality be given to the Sultanate and that the arms and horses of La Coeranza di Vitenna be given to the Sultanate’s Armed Forces posthaste. The titles of "Duke of Fonsi" and "Prince of Vitenna" will be given to the Sultan, and the title of ”Count of Pestilles” will revert back to the de Alence family. In order to cement this union, a marriage between the Sayyid, Sultan Al-Mujaddid and Lady Sapphira Loretta, Regent of Vitenna will take place in the near future.   2. A Memorandum to Arcas I, Princess-Dowager Sapphira Loretta Napoliza, Regent of Vitenna and head of the Napoliza family, hereby disown Johanna, wife of the High Prince of Vira’ker. I issue an apology to the land of Arcas, as well as every nation, family, and person that has been affected by their aggressions. It was our own ignorance that led to our misguided actions, as well as the marriage between Vira’ker and our family. Due to these startling revelations, we are distancing ourselves from Vira’ker. It was far from our intention to anger our brothers and sisters across our great land, and for that we can only offer our heartfelt apologies. The Lady Johanna is hereby forfeit to all titles and privileges given to the Napoliza family. She is now lost to our family for all eternity, and we pray for her salvation out of filial duty. The House of Napoliza apologizes wholeheartedly for our own ignorance in the matter of the marriage, as well as Vira’ker’s actions. We do not condone them, nor do we ally ourselves with Vira’ker. High Prince of Vira'ker A non aggresion pact between the Principality of Vitenna and Vira’ker sealed with a marriage between her ladyship, Johanna Maria Napoliza of Vitenna and his royal highness, Johnathus I, High prince of Vira’ker The pact sets the way for a bright future between the coastal settlements. Both parties shall agree to adhere to a strict non aggresion pact, under all circumstances. This pact shall remain for ten years, and may be extended afterwards. The People’s Party elections of 1768 Issued on the 6th of The First Seed, 1768 I.Introduction The free party serves as the voice of the people of Vitenna, and since the 22nd of Malin’s Welcome, 1768 the first Vitennian election shall be held in the de Alence hall, Fonsi. Entitling the party leader to the title of His excellency, ….. Party Leader of Vitenna for as long as his occupation durates ( 4 years ). All that hold Vitennian citizenship may put himself forth and run in the elections. Furthermore, all Vitennian citizens are entitled to vote on the Party Leader with an exception of the members of the Romani State, and house Napoliza. II.Elections All citizens may put themselves forth to become the Party Leader of Vitenna by writing a response to the Princess of Vitenna ( OOC= Comment on this Forum post.). The entry to run for office shall close within a saint day of the first publication of this letter. Once all the people running for office are known, they shall be put forth to the de Alence hall, where the citizens may ask questions to the eligible party leaders. After the session is over, the voting polls shall open for a saint day. Each position is unique, and comes with different tasks. All from age twelve are welcome to join ranks within Vileux and are to contact the Grand Lady of Vileux. II.Hierachy III.Positions GRAND LADY: The Grand Lady is responsible for all that goes on in the palace of Vileux, from events to the servantry to the courtiers. She is in charge of the events in Vitenna, but may also organise events for the courtiers. Furthermore she is in charge of the education of the courtiers alongside the governess. MAJORDOMO: The majordomo is tasked with the hiring of servants and maids, and is the head servant of the palace. Often helping the grand lady with her tasks and supervising the servants and maids. GOVERNESS: The Governess is tasked with the education of the courtiers and children of the palace, learning them proper etiquette, history, writing and illatian. They are seen giving classes in the gardens and accompanying young royal children during their day to teach them whatever they wish to be learned. They too, enjoy all the luxuries of the palace and are often a high-ranking woman in the court. LADY IN WAITING: The lady in waiting is often one of noble blood attending on a royal woman or a high-ranking woman. She is tasked with helping them get dressed and acts as a companion and secretary of sorts. Most start their duty as a lady in waiting as part of their education around age 12. Learning under the woman she is attending and to extend their social circle. All reside in the palace, often enjoying all the luxuries it has to offer and are a part of the sovereign's extended household. WARD: The ward is often one of noble blood attending to a royal man or high-ranking man. He is tasked with helping them get dressed and acts as a companion and secretary of sorts. Most start their duty as wards as part of their education around age 12. Learning under the man he is attending and to extend their social circle. All reside in the palace, often enjoying the luxuries it has to offer and are a part of the sovereign's extended household. MAID OF HONOUR: A maid of honour is often someone from the commonwealth, attending to a lower ranking woman in the court of Vileux. They often start out as a maid, and after the Grand lady sees fit one may be assigned to a certain someone, as a promotion. They reside within the palace and also they enjoy luxuries, being a part of the extended household. PAGE: A page is often someone from the commonwealth, attending to a lower ranking man in the court of Vileux. They often start out as a servant, and after the Grand Lady sees fit one may be assigned to a certain someone, as a promotion. They reside within the palace and also they enjoy the luxuries, being apart of the extended household. SERVANTRY: The servantry exists out of maids, servants and chefs and is tasked with serving the other courtiers in the palace, most come from the commonwealth and may fill various positions within the palace, often hoping to provide their families with an income or rising themselves on the social ladder. Common positions are that of cup-bearer, maid , servant and chef. HIGH CHAMBERLAIN: The chamberlain is responsible for all events in Vitenna and Vileux, and is given tasks by the grand lady. She is expected to entertain the courtiers, and organise festivals and such in the city, working closely with the captain to maintain the safety of the citizens. The high chamberlain may hire others to perform some of her tasks, in agreement with the Grand lady. CHAMBERLAIN: Chamberlains are courtiers tasked with the holding of events within the city of Vitenna, and are supervised by the High chamberlain. BARD: A bard is often seen in the palace entertaining the other courtiers with music, he also performs as musician for events. JESTER: The jester is someone tasked with entertaining the court, holding much comedial skill as well as storytelling. TRUSTEE OF VILEUX: The Trustee of Vileux is the second highest ranking courtier in the palace, and is the head of the personal entourage of the sovereign. He/She often holds great knowledge about culture and etiquette in other courts, and supervises the royal entourage aswell as select them alongside the sovereign. Furthermore they are in control of the sovereigns schedule, and makes sure all members of the entourage are on their best behaviour at all times and guides them / selects someone to guide them with all their tasks. CAMARILLA: The camarilla is a group that the sovereign chooses to surround themselves with, often advising he/she on matters and acting as a companion and friend to the sovereign. Most do not hold any position within the court and they often travel with the sovereign, and attend social gatherings in other cities alongside the sovereign. When they do not travel, most enjoy a life filled with luxury in the court of Vileux, often assigned their own lady in waitings, wards, pages or maid of honours. RETINUE: The Retinue of the sovereign is a part of the sovereign's entourage, and often attends he/she with various things. Most hold various positions in the court, such as governess and lady in waitings but may also exist out of servants and maids mistresses etcetera. IV.The Royal Entourage The royal entourage consists of the trustee of vileux alongside the camarilla and retinue, often trusted members of the sovereign that travel with he/she and accompany them. All the members of the royal entourage are granted permission to use royal in front of their position in court. It is seen as one of the greatest honours in a courtiers life to be considered for this. The palace of Vileux is the principal royal residence of house Napoliza and is located in the capital of Vitenna: Fonsi. It is known for the marvelous architecture, gardens, Literature collection, art works and luxurious court life. Most parts of the palace are open to the public, with exceptions for the more intimate parts such as the family chambers. Most Vitennian's send their children to Vileux to recieve an education there and build a future for themselves and their family, as it is known the palace can make or break your succes. The court holds many positions that can be filled, one greater then the other. Any questions of the Court Customs may be refered to the Grand Lady II.Behaviour All courtiers and visitors, may it be a servant or the sovereign herself, must act with decorum, presenting their best possible selves to everyone. Animosity and abhorrence will be left at the gate of Vileux, replaced by altruism and veneration. Unnecessary public contempt for courtiers is seen as treason, as they are part of the extended household of the sovereign. III.Ladies etiquette. The etiquette of ladies begins as a diverting and labyrinthine section in the court customs of Vileux. These customs have been designed to keep the females of the sovereigns court entertained whilst remaining with the propriety. This guideline are set so the female courtiers may obtain favours from the sovereign if executed correctly, aswell as obtaining them gifts, promotions and a honourable marriage. III.I Upon entering the palace of Vileux -Women must dust themselves of the korvassan sands that have been trapped in their attire before entering the palace by dipping their hands in the cauldron present at the entrance, and petting the attire with their hands. Failure to following this may even result into a fine of 200 Mina. -Women must remove all animal furs before entering the palace of Vileux, to prevent heat-related health risks to both the sovereign and to themselves. III.II When in the palace of Vileux -Women should speak in hushed tones whilst not in the gardens,ballrooms or salons, so as not to disturb the royal family or the government officials who hold offices in the palace. -A woman should never curse,mutter or grumble -When using the languange of the fan, only direct it at woman who understand such languange. -When the sovereign is on state visits, a small statue shall be put in the hall where ladies perform a small curtsy when passing it. -Hats may be worn inside, but may never outshine the sovereigns headwear. If it does, it shall be requested of you to take it off. Various positions carry various priveliges regarding their attire to show off their status and wealth. V.I Collective matters: -The colour purple is strictly prohibited as it is a colour that signifies bad luck in Vitenna. If one chooses to wear purple they may be fined up to 200 mina and the attire shall be burned. -Animal furs must be taken off before entering the palace or its gardens, to prevent heath relating risks for the sovereign, and for themselves. Failure to doing such, may result into a fine up to 200 mina. -Shoulders, ankles and all of that matter may be shown, with an exception for ceremonial festivities and when in the chapel of Vileux. -Accesories such as parasols, fans, gloves and canes are allowed to be worn and used inside and outside of the palace, altough some colours may be reserved for a selected few. -Crowns, circlets and tiaras may only be used by the house of Napoliza or royal visitors from other nations. Exceptions can be made only by the sovereign as an act of favour. V.II Positions and their attire: -The servantry is assigned clothing by the Majordomo so they may always be recognizable by the other courtiers but may not wear hats, panniers or gloves. -Jesters and bards may wear whatever they please, but must refrain from the use of orange in their attire, as it might be insulting to the sovereign. -The wards, lady-in waitings, pages and maids of honour are given the freedom to wear whatever they please but may not wear panniers under their attires nor gloves. -Governesses or governors are given the freedom to wear whatever they please, but may not wear gloves as it gives the impression they are scared of the hygiene of the children they may be teaching. -The members of the Romani State are given the freedom to wear whatever they please, but must wear wigs in the palace and an orange sash to signify their position.* -The royal entourage are given the freedom to wear everything, but are given a ring bearing the coat of arms of house Napoliza, alongside an orange sash. -The Majordomo, high Chamberlain and trustee of Vileux are given the freedom to wear everything aslong as it follows the collective matters. *=The grand lady is an exception to this and may dress as she pleases. VI.Table Etiquette When an event planned includes dining in the home of the sovereign, as it so often does, a strict code of demeanor must be adhered to, for this is what separates the civil from the barbarous. When an invitation is granted to you to dine in the home of the sovereign, one is expected to bring a gift. Quality over Quantity. The colour purple is seen as bad luck, and should be avoided when buying a gift for the sovereign or other courtiers. Punctuality is not of importance and one may come fifteen saint minutes before, or after the time that is announced. When arriving, wait with sitting yourself down until the host sits down as you may be shown to a seat. The host shall toast before the meal that is served may be eaten, and it is advised that if there is a honoured guest, he toasts later in the meal. Furthermore the court advises you take small amounts may the dinner be a concept of shared diner, so you can be cajoled into accepting a second helping. It is therefore also acceptable to leave small amounts of food on your plate. VI.I General conduct at the table: -Your right arm may rest on the table next to the cutting cutlery, and may be only be moved when drinking or cutting. -Your left hand may not be in your lap, however do not rest your elbow on the table either. -Courtiers may not be given food that has already been eaten from by anyone else, to ensure the safety of the courtiers. -Females may enter the room first, and be seated first. shortly after followed by the men. -All must place their napkins on their lap, or wait for a servant to do such for them. -When the sovereign has finished eating, so should the rest unless explicity told otherwise by themselves. -When the sovereign rises, everyone else must rise aswell. -Leaving the table for whatever reason, is highly frowned upon and should be avoided at all times. VI.II Table seatings: If something is held that includes seating, there are a few set of rules to ensure that it runs smoothly -The royal family and a selected few of the royal entourage sit at the main table, followed by two other tables that host the government officials on the left table and the royal entourage on the right table. All the other tables may seat all the other courtiers and the visitors.* -Everyone except for the sovereign and the four highest ranking courtiers based on titles is seated on stools. The sovereign and the four highest ranking courtiers are given chairs.** *=If a visitor is of royalty they may be seated at the main table, government table or royal entourage table at the request of the sovereign or themselves. **=If a visitor is of royalty, they may be seated in a chair. VII.Court Court is a daily occurance where courtiers may ask for favours to the sovereign. They may try to speak to the sovereign whenever they deem fit, and ask their favour which the sovereign shall either answer "Who is this, I don't know them." or "Your wish shall be fulfilled, kneel for the sovereign in gratitude." To make sure the sovereign says the second, courtiers are always busy with trying to follow the court customs and making themselves stand out in court through fashion and acts. Let it be known, that her Serene Highness, formerly invites all races, social classes and genders that come in goodwill within the Realm to reside within the Principality of Vitenna and let this edict be a guide for all travelers that may wish to visit the Principality of it's traditions and customs. May all see this edict as an attempt, by her Serene Highness, to inform the public - poor and rich - of her ideals for all residents and visitors of Vitenna. II.Behaviour,ideals and religion It is advised to retain a sense of formality when dealing with each other, which is displayed in the form of extreme politeness. Examples of such are never turning your back to someone when in conversation, saying "Grazie" and "Prego" ( Thank you and You're welcome ) , admitting your faults and being responsible, making eye contact and when disagreeing with someone you just met, format your opinion in a polite and kind way. The freed people of Vitenna, live by the ideals of freedom, cohesion and responsibility. Everyone is free to follow there own religion aslong as it does not stop other citizens from following their religion. The main church is located next to the palace and is a canonist church, the main religion of Vitenna. III.Language The freed people of Vitenna mostly speak common, but it is not unheard of for them to use small words of illatian such as "Ciao" or "Si". Most citizens that were born and raised in Vitenna, understand illatian and speak it- However, often choose to use common as the main language. Most hold a small accent when speaking in common: "I-ah am-a looking for the mercato-ah!" ( I am looking for the market. ) IV.Respects IV.I Introducting yourself Upon introducing yourself to someone, one should state his/her full name and titles, and give two kisses on the cheek, starting with the right cheek, ending with the left cheek. The kiss is deposited high on the cheek, never near or on the mouth. This shall also be done when you introduce yourself to a group. However, If a woman that holds a higher social class introduces herself to a man it is highly advised for the man to kiss her hand after her introduction. A woman may even go as far as offering her hand to someone that has not made any clear intention of kissing her hand prior to that. Furthermore If the said person you are meeting is of the clergy, it is advised to kiss his/her right hand. (Preferably a ring, if said person is wearing such) An exception to these introductions is when you are introducing yourself to royalty, one is advised to perform a small curtsy or bow, unless the person of royalty offers his/her hand to be kissed- this to prevent the royal family from any sudden assassination attempts. IV.II Greetings & Goodbyes Upon greeting or saying goodbye to someone one may simply say “Buongiorno” ( Good day) or “Ciao” (Hello/bye) if the said person and you hold close relations. And give two kisses on the cheek, starting with the right cheek, ending with the left cheek. The kiss is deposited high on the cheek, never near or on the mouth. If the said person you are greeting is of royalty, a curtsy or small bow is advised- This to prevent the royal family for any sudden assassination attempts. Furthermore if you find yourself in a formal setting, one should always use the last name and titles of the said person when talking. ( See Nobility of Vitenna for further explanation.) V.Attire It is highly advised to wear something made of light fabric, due to the heat of the Korvassan desert. When choosing a color, it is advised to refrain from the use of purple. As it is a symbol of bad luck. -When entering the canonist church, one must cover his/her shoulders out of respect. Not doing such may result in removal from the church -When entering the palace, one must dust his/her attire of the Korvassan sands -Wearing animal furs is acceptable, but not advised due to the heath. - when mourning, one wears black for an entire year. It is advised to not question said person’s attire as it is very disrespectful. ( More on this in VII. Traditions) VI.Invitations and table manners VI.I Invitations If one may be invited for a social event may it be dining, tea or simply to converse, it is expected that the person who is invited brings a gift. It is advised to bring flowers, wines, pastries, and chocolates as a gift, preferably from within the lands of Vitenna. Refrain from using the colour purple when gifting something, as it is seen as a colour of bad luck, furthermore most citizens of Vitenna prefer quality over quantity. Punctuality is not of importance and one may come fifteen saint minutes before, or after the time that is announced. When arriving, wait with sitting yourself down until the host sits down as you might be shown a seat. VI.II Dining etiquette -Your right arm may lay on the table next to your knife cutlery and is only to be moved when drinking wine or cutting food. -Your left hand may not be in your lap, however; do not rest your elbow on the table either. -Men must show ladies to their place first, before going to their own seat. -Men and Ladies alike must place their napkins in their laps before beginning to eat or wait for a servant to do such for them. -When the host has finished eating, everyone is advised to finish unless explicitly told otherwise by the host themself. -It is highly frowned upon to leave the table while dining, may it be for whatever reason. If one must leave, do not announce where you are going but rather say “Mi scusi” ( I beg you my pardon) and leave. VII.Traditions The first harvest: The first harvest is a seasonal event where the sovereign ruler of the principality of Vitenna plucks the first orange from the trees, and a celebration is held throughout the city. Everyone is encouraged to wear orange and come feast in the palace of Vileux afterward. Mourning traditions: When a family member or close friend dies, it is common for the close relatives to wear black for an entire year out of respect for the person who passed away. This tradition was introduced by the house of Vilac, after the passing of their patriarch his highness, Janos Vilac of Vilachia. All members of house Vilac were seen wearing black for an entire year. -When said person is from the house of Napoliza, all shops shall be closed down for an entire year, and no taxes have to be paid that year. However, all citizens and foreigners are to wear black within the walls of Fonsi for an entire year. Anziano libero: Where most celebrate krugmas, Vitenna celebrates Anziano Libero. A custom where the elderly leave gifts for the children to find around the principality of Vitenna. It signifies the people of Vitenna searching for their freedom, and finding it in Vitenna. VIII.Cuisine The cuisine of Vitenna is rather large and full of spices and herbs. They are known for their pasta’s and flatbread topped with a tomato sauce. Commonly known dishes include: -Pasta Julietta Named after her highness, the Dowager Princess of Vilachia who created and made the first pasta of its kind. -Vitennian Flatbread A round piece of dough, topped with a sauce made from tomatoes and basil. It is named after the baronet of Napoliza, that ran in the family of Varoche and was a honour title of Princess-Dowager Julietta Maria Varoche, the mother of her serene highness. The house prides itself in their modern and unique ways and customs, accepting all races, genders, social classes and religions into their principality. The house exists out of two former houses of the holy orenian empire: Varoche and Vilac. The members of house Napoliza reside in the palace of Vileux in the capital of the principality Vitenna: Fonsi. II.History and Formation: The house of Napoliza was formed after the imperial court session in the palace of Novellen in 1761 on the 14th of the Sun’s Harvest. The previous self-claimed matriarch of house Vilac her highness, Luciana Maria Vilac, princess of Vilachia alongside with her son Solomon Napoliza, Count of Pestilles, Baron of de Alence, her siblings Lord Lucas Martius Vilac and Lady Johanna Maria Vilac, and their mother princess-dowager Julietta Maria Vilac of Vilachia petitioned for their recently acquired land in the desert of Korvassa to become a vassal of the Holy Orenian Empire. Immediately after the request, the Emperor demanded of them to kneel and to put their foreheads on the ground. The courtroom fell quiet, as everyone sat on the tips of their seat waiting for the edict of the emperor. A minute of complete silence in court passed as the people on the dias started conversing, and then the emperor spoke, falsely accusing house Vilac and house Varoche of kidnapping an Imperial citizen and claiming that house Vilac and Varoche took her to the recently aquired land in the desert, now known as Vitenna to abuse her. He issued for the house of Vilac and the house of Varoche to be stripped of their nobility along with their titles and surname alongside a fine of fifty thousand mina that had to be paid immediatly. If they failed to comply with these demands, their head would be ripped off their bodies. Princess-Dowager Julietta Maria Vilac of Vilachia, immediately went to the bank to pay the fine and after its approval, the former house of Vilac and Varoche where no more. The houses that once held great status and power, where by the words of the emperor disbanded and stripped of all they worked for. They swiftly started to sell their estates and properties, and prepared to leave the empire with dignity and elegance, and moving to their new lands in the korvassan desert, the principality of Vitenna. Upon their arrival, her serene highness, Luciana Maria Vilac, former Princess of Vilachia ordered for their surname to become Napoliza, named after an old baronet that the former house of Varoche held, and claimed herself as Matriarch of the newly formed house that from that moment on, shall rule over the land with pride and freedom, granting herself the titles of Princess of Vitenna alongside with Duchess of Fonsi and Baroness of Vileux. Notable members HER SERENE HIGHNESS, Luciana Maria Napoliza, Princess of Vitenna, Duchess of Fonsi, Baroness of Vileux Born as Luciana Maria Vilac in the year 1724 as child of Julietta Maria Varoche and Janos Vilac, Luciana enjoyed a luxurious upbringing in the palace of Novellen alongside her siblings. From a young age she learned etiquette, architecture and illatian due to her mothers illatian background. Luciana quickly grew spoiled and petty, acting out in any way she could to oppose her parents, or anyone who stood in her way. This behaviour did not stop untill after she was kidnapped by some Azdrazi, and given a sigil of a horen dragon holding a crown on the back of her head for speaking out of line against the god Azdromoth. She quickly matured due to this horrifying expierence, and her status as a spoiled maniac changed to her being known for her kindness and capability to rule over Vitenna. She is the founder of house Napoliza, and paved the way for many others to come. HIS HIGHNESS, Solomon Napoliza, Duke of Fonsi, Count of Pestilles, Baron of de Alence Born as Solomon de Alence in the year 1743 as child of Luciana Maria Vilac and Daniel de Alence, Solomon grew up in the times of the Ruberni war and was raised by the citizens of the county of Pestilles as his father was often away to fight in the wars against the Holy Orenian Empire, and his mother fled to Helena to support her family there. He spend most of his days practicing his faith and learning how to fight, so one day he aswell could fight in the Ruberni war and lead his citizens to victory. After the defeat of the alliance of independed states, Solomon went on a quest to find his mother in Helena. His mother struggled with accepting Solomon, as she feared that her reputation in the Holy Orenian Empire would be damaged by the arrival of her son, who for years fought against the imperial forces. After his marriage to Sapphira Loretta he officialy took on the name of Napoliza, becoming the first heir-apparent of Vitenna and captain of the La Coeranza di Vitenna. HER HIGHNESS, Julienna Maria Napoliza, Baroness of de Alence Born as Julienna Maria Napoliza in the year 1763 as the firstborn child of the Count of Pestilles, Prince Solomon, and his consort Sapphira, Julienna resided within the palace of Vileux, tended to by maid servants and midwives. Plagued with the ire of her maternal lineage, the Baroness de Alence requires much attention, and must be kept out of the sun at all times. Thus, she lives in near obscurity. Julienna is the current second-in-line to the throne of Vitenna. HER HIGHNESS, Sapphira Napoliza, duchess-consort of Fonsi, Countess-consort of Pestilles, Baroness of de Alence, Grand lady of Vileux Born as Sapphira Loretta Dunham in the year 1745 as child of Daniel Durham and Loretta Durham, Sapphira was sold as slave by her father at the age of 8 so he could pay off his gambling debts. Sapphira managed to escape by the age of 13 and was sheltered for two years in the church of Haense where she learned about Canonism. She moved to Helena, becoming the lady-in-waiting of her grace, Annatrina de Savin. Not longer after being taken in by the family of the d'Arkents as a ward and becoming friends with her serene highness Luciana Maria Napoliza, who arranged a marriage between Sapphira and her son Solomon. Sapphira is known for leading the court of Vileux under Luciana with pride and honour, as she managed to scribe an entire new set of court customs and is seen as one of Luciana's most trusted entourage. Most are quite tall and commonly stand between 5.6 Feet to 6.1 Feet. Most of them carry a thin build and stern facial expressions. Most of their names hail from their ancestors, and are forced to start their first names with the letter J or L. The parents are expected to make the second name of their female children Luciana or Maria, and the second name of their male offspring Martius. It is highly frowned upon by house Napoliza to name your children differently if they come from Napoliza blood. Due to the inbreeding of their Horen ancestors to keep their so called dragonblood pure, a lot of mutations and diseases run throughout the family of Napoliza. Most females carry Hemophilia, which is a blood disease that prevents the cluttering of blood, causing small wounds to be fatal if not treated correctly. Another know mutation in the family is albinism, which causes the skin to not hold any pigment therefore making it dangerous to be exposed to direct sunlight. V. Residence Her serene highness resides in the palace of Vileux, located within the walls of Fonsi alongside her direct family members. They hold chambers in the Maria Wing, which is only open to the actual courtiers of the palace. They hold a family balcony over the feasting hall and their rooms are filled with luxurious and man-made furniture following the latest trends. Other halls are filled with gifts of other nations, grand portraits and jewerly displaying their wealth. The palace has its own garden aswell as a bath house and ball room. As he rode into the city on his white stallion, In a horrendous act of attempted assassination, he was stabbed with a knife, leaving him bleeding and dying out. During this spiteful event, the city was also under attack by an assassins guild tasked to murder one of the lady in waitings of her serene highness, Princess Luciana Maria Napoliza. The Principality did not yet have an established military, but due to the help of all citizens in catching the assassins, and giving medical aid to the prince and all of those that were wounded, there were no casualties, and the main culprits where caught and punished accordingly. It was the quick thinking, team work and feeling of responsibility that these citizens had, that ensured the safety and security of Vitenna. This resulted into the formation of: “La Coeranza di Vitenna” The name means the cohesion of Vitenna, named after the the cohesion of the citizens that occured on the 23th of Sun's smile, 1762 II.Information The la coeranza di Vitenna is the official army of the free principality of Vitenna and is led by the Colonel whom is elected by the free citizens of Vitenna to control over their military from a pool of captains. The colonel is elected for life, and must adhere to the wishes of the crown and the dual state of Vitenna. La coeranza di Vitenna is in charge of the protection of Vitenna and its citizens aswell as their borders. Furthermore la coeranza di Vitenna also is responsible for maintaining the stability and peace within its cities, and to enforce the laws. III.Ideals Freedom: To share and accept the freedom of all life in Vitenna. Teamwork: To aid one another in the best of your capability, may it be a peasant or king. Responsibility: To feel responsible for your surroundings and your words and actions. IV.Hierachy All members of the la coeranza start out as a Soldato or Allievo and after proving themselves worthy they are either promoted to sergeant, running a small group of Soldato's on their own, or to a Sentinella. After that they might become a captain, taking on a branch of their own. Once the Colonel passes, one of these captains is elected by the citizens to become the Colonel. V.Ranks V.I Allievo ( Pupil ) The Allievo are those that are of younger age and that wish to learn in the coeranza. Anyone of the age of twelve may become a Allievo, and they are learned how to fight, write and how to prepare themselves for there future. They shall patrol the streets alongside Soldato's aswell as have special learning sessions in the academy. When children of noble blood are tested to select a heir, this is also the rank they shall be gifted and tested under, to see their future capabilities. V.II Soldato ( Soldier ) The Soldato serves as the general guard of the city and has taken the oath where in he solemnly swears to serve and aid all citizens, regardless of their race, religion and gender. Furthermore he holds a responsibility to maintain the safety of all citizens and visitors within the borders of the Principality, but also outside of our borders. They are also tasked with enforcing the laws on a daily basis, and patrolling the city of Fonsi and who enters and leaves. V.III Sergente ( Sergeant ) The Sergente serves as a supervisor for a small group of Soldato’s, whom he trains and leads. He has proven to be true to his oath and has shown his range of skills on the battlefield, but also within the walls of Fonsi and their respected vassals. V.IV Sentinella ( Sentinel ) The Sentinella are those that have proven to be true to their oath, and have shown a range of skills on the battlefield, but also within the walls of Fonsi and their respected vassals. They are tasked with the protection of high target profiles such as the princely family, but also clergy and high government officials. The sentinels are lead by a captain,. and some are assigned to special branches. Some of the Sentinella's are even part of the royal entourage making them a Sentinella Reale ( Royal Sentinel ) these are the guards that are assigned to protect and travel with the the sovereign aswell as to perform special tasks for the sovereign, and therefore also falling under the lead of the sovereign. V.V Capitano ( Captain ) The Capitano serves as a leader of the sergeants and Soldatos, and is tasked with the protection of the city and its citizens, as well as recruiting and training new soldiers. He has proven to be a most helpful and responsible member of the Coerenza, and leads a specific branch of la Coerenza, such as the royal guard, cavalry or other branches. V.VI Colonello ( Colonel ) The Colonel is appointed by the free citizens of the Principality of Vitenna and is tasked with the leading of the La Coerenza di Vitenna, as well as maintaining the ideals of Vitenna within its borders. Responsibility, teamwork and freedom. He is an elected leader chosen by the citizens over all other captains, and rules the coeranza to the best of his capabilities. He also is apart of the Romani state, meaning he executes and suggests his opinion on state matters. VI.Oath of la Coeranza di Vitenna: “I, as a free citizen of the Principality Vitenna, solemnly swear to protect all who set foot into our land with goodwill, may it be a king or peasant, an orc, human, or any other race. I.III Protection from discrimination: Citizens and foreigners of Vitenna are protected by the law from discrimination, be it for culture, race, language, colour or political opinion. Those whom are found breaking such an act within the borders of Vitenna shall be tried before the court of Justice. I.IV. Freedom of religion: Those whom reside and/or are visiting the lands have the right to worship and practice their own religion, as long as their beliefs do not obstruct others from practising their own. I.V Right to trial: Any person has the right to demand a trial against those they deem to have committed a crime or those accused to breaking the laws, thus to be judged under the eyes of the laws. I.VI No punishment without a just trial: Those whom are accused of breaking the laws of the Vitenna state shall not be held guilty of any criminal offence under the princely law at the time it has been committed. Nor shall a heavier penalty be imposed than the one that was applicable at the time the offence was committed. I.VII Right to own weapons* Every citizen of Vitenna holds the right to hold weapons to protect themselves from others and monsters* *=The right to hold weapons may be taken away temporarily or permanently by order of the sovereign of Vitenna or lord of Justice. II.Degree of crimes and punishments II.I Crimes of the first degree: Crimes of the first degree are of the least severity, they are considered minor transgressions that are punishable only by pecuniary fines, temporarily lasting removement from the Principality of Vitenna, removal of the right to hold weapons temporarily or permanently or a sentence of jail up to three saint hours. II.II Crimes of the second degree: Crimes of the second degree are of medium severity, these are punishable by pecuniary fines, temporarily or permanently removement from the Principality of Vitenna, removal of the right to hold weapons temporarily or permanently or a sentence of jail up to three saint hours. In some cases torment may be used as a form of punishment, altough it is uncommon. II.III Crimes of the third degree: Crimes of the third degree are of the highest severity, these are punishable by the punishments of the first and second degree, but may also result into the removal of the right to life, or total reposssession of assets, titles, peerages and honourable titles. II.IV Crimes of the fourth degree: Crimes of the fourth degrees are scholar crimes or fraud crimes, these include the evasion of tax, evasion of fines and the evasion of official documents with warning or eviction notices. These crimes may be punished by the permanently removement from the Principality of Vitenna, or the removal of property, assets and titles. III.Crimes against the state These are acts in which destabilize the order and justice of the state itself. These crimes are generally aimed at inflicting damage, or undermining the function and role of government or the commonwealth, whether it be from domestic or foreign offences. III.I Bribery II.I If a person attempts / succeeds to involve themselves in the act of dishonestly persuading another person to act in one’s favour, using a gift of money or other inducement. II.II If the person attempts / succeeds to involve themselves in the act of dishonestly persuading several persons ( 1-3), a soldier, or foreign officials to act in one's favour, using a gift of money or other inducement. II.III If the persona attempts/ succeeds to involve themselves in the act of dishonestly persuading government officials, several persons ( 3+), several soldiers ( 2+) or the crown to act in one's favour, using a gift of money or other inducement. III.II Exortion II.I When an individual purposely threatens another individual to obtain something, through force or threats. II.IIWhen an individual purposely threatens several invidivuals ( 1-3 ), foreign officials, or a soldier to obtain something, through force or threats. II.III When the assumed identity is that of a government official, the crown or a person of any form of military standing with or without devious intent, or the act of assuming the idenity of someone from the commonwealth with devious intent. This can also be elevated to treason. V.Crimes against Property Offences relating to the damaging of assets belonging to others or the crown. The Dual State of Vitenna enforces responsibility upon those that commit such a crime and ensures the protection of assets by considering them an extension of a person. V.III Trespassing II.I The act of violating private property, when a person enters the property of another without prior permission from the owner. II.II When trepassing happend on property owned by the Dual State of Vitenna, houses of guards, houses of government officials. This includes walls and other such features that are inherently valuable in securing the defence of the principality such as, but not limited to rooftops. II.III If the trespassed grounds are that of the crown. VI.Crimes against the crown or dual state governance of Vitenna Criminal acts which directly violate the authority or trust of the sovereign. These laws enforce the responsibilities held by all individuals in society, regardless of class, to ensure their loyalty to the Crown and therefore the subjects of the Principality. The orders of severity for crimes against the crown are relatively much higher than any other form of crime. This is matched accordingly with far tougher punishments, which will be decided only by the Sovereign. VI.I Treason II.I Under the circumstances that a person breaks the trust of the crown or the dual state governance of Vitenna, through the breaking of an oath, or other such grievous misdeeds that betrays their allegiance to the state and crown such as, but not limited to signed documents. II.II When a person extends as far as to threaten the crown or dual state governance of Vitenna in any manner. Acts of aggression and rebellion, including improper claimancy for the crown are deemed as threats. This includes plots to remove the head of state, or the act of aggressively pursuing to tarnish the crown and its bearer, in lieu of destabilising the integrity of the state. Table of Contents Article I - The Creation of the Dual State Article II - The Purpose of the Dual State Article III - The System of the Dual State Article IV - The Romani State and People’s Party Article I - The Creation of the Dual State Upon the date of the 7th of Harren’s Folly, 1764, it shall be issued from the Ministry of the State, that the noble Principality of Vitenna shall be run upon a principle of a dual state. Article II - The Purpose of the Dual State Let it be known, to all people of the land, that this dual state shall be issued from the State upon the basis of wishing to further the political influence of her citizens. It shall be issued to ensure less corruption within the Principality of Vitenna and allows a more smoother ran State. Let it be seen as an attempt from the State to involved her citizens and permit for their wishes to be enacted. Article III - The System of the Dual State The Dual State, as stated within the name of it, is ran upon a basis of two states running alongside each other. One shall be ran by the state itself, permitting for regular functions of the State to occur on a daily basis within the Principality. Other side of the state shall be ran by her people, it shall be an assembly of people within Vitenna who may vote upon various issues of the Principality. This shall permit any citizen of the Principality to actively participate within the political stance of the Principality. Article IV - The Romani State and People’s Party As mentioned within above article (article III) it shall be parted into two seperate sections. The following shall be named the Romani State and the People’s Party of Vitenna - both of which take an active part within the political aspect of the State. Article II - The Purpose of the People’s Party Let it be known, to all people of the land, that the People’s Party shall act as a link between the State and the Free People of Vitenna. It shall be the political influence of the people in order to provide a sense of fairness to the State and the Principality. It shall be utilized by the Romani State to gain the opinions and voices of the people, in order to fulfill the wishes of theirs. Article III - The System of the People’s Party The main bulk of the People’s Party shall consist of the people themselves. It shall always be the wishes of the people that shall rule the verdict of the State in order to provide this fairness to the Principality. The Romani State may never pass a law or major change without the consulting of the People’s Party - this means that everyone known as a citizen within Vitenna are apart of the People’s Party and contains a right to vote through the Party. The Party shall elect a leader of the Party, whom shall stand close with the Archchancellor in order to utilize the Romani State to the best of their ability; this leader shall be elected every twelfth year by the people of Vitenna. The vote will be issued by the Romani State. Article IV - The Positions of the People’s Party There are two positions within the People’s Party of note. The Archchancellor shall be within the People’s Party in order to ensure that laws are enforced within it and acts as the direct link between the Romani State and and the People’s Party. The Party Leader shall act as the leader of the Party as a whole - it is within the Party Leader’s duty to host political gatherings among the people and issue votes of opinion in regards to citizen wishes. These positions are created and kept by the Archchancellor of Vitenna, in order to give a structure to the State. Housing is a necessity for anyone in Arcas, whether you’re an Orc, Elf, or Human, all races can buy and own property in Vitenna. This document will explain how to get a house, how to pick out a house suitable for you (and your family), taxes, and more. II.Obtaining property in Vitenna To obtain property in Vitenna, you should speak to the honourable High Steward or a regular Steward. The property may be used to house you and your family, or in some cases house a shop. A Steward will ask for three things, Budget, Name, and if you are a Citizen, this way, they know who you are, know your budget, and know you’re a citizen of Vitenna. The houses of Vitenna all carry an adress on their building, alongside with information about the class of house/shop. Regular houses may not be utilized as a shop, unless permission is granted by the High Steward. III.Purchasing prices & Taxes There are several types of classes available, each with their corresponding prices and taxes. The prices and taxes are based on the size, exterior and purpose of the property. To find out what class the property you possess, or wish to possess has, check the adress on the property. Taxes are collected by the Honourable High Steward at the end of each saint’s year. (OOC: Sunday at 6PM EST) Failure to pay will result in a warning from the honourable Lady Treasurer or High Steward through a letter and a poster on your front door. If the warning is ignored, and the second taxation is also not paid, the property and possesions shall be transfered to the crown. Tax slips can be bought at the local bank, across of the palace of Vileux and are to be put in the corresponding box of your adress. IV. Interior and exterior The interior design of property may be changed at all times. You may decorate it as you wish and change it at all times. The exterior however, may not be changed unless permission was granted by the honourable, High Steward. This also includes basements, windows and doors. Failure to following these laws issues a fine of 200 Mina, and a order to immediatly change it.
