Before, not only could you declare someone undead, you could just call KOS on them - bandit repeatedly coming to a city, disliked politician recently assassinated, it's a valid way to expulse them or spread doubt.
You could say whatever you like, sure, but for something like this to be a widely accepted truth in RP, you need to satisfy certain conditions. Those being: eliminate public knowledge of the Monks on a meta level, or have a state/government disavow the existence of Monk magic by punishing characters who acknowledge it. Historically speaking, I'm sure the server will lean toward the latter.
The funny, but unusual silver lining to this clarification is that it now creates a super easy path toward creating an Undead faction that could threaten to swallow all nations. Sure, you won't actually have any new powers, BUT so long as an influential group declares a person Undead, all they need to do is group up with anyone who's ever died. No land or capital required.That'd be pretty entertaining actually.

What I don't understand is how the general public has known about the Monks, who bring people back to life, for like a thousand years and still manage to act surprised when someone doesn't stay dead. Those dudes work hard, too. They bring everyone back basically all the time. I could see kids spinning rumors about so-and-so being undead, but the function of the Monks should essentially be in the collective unconscious. It really shouldn't be surprising at this point, since the Monks essentially eliminate the consequence of death. It might be scary, sure, but the Monks probably have your back, right?
Because of this, I imagine when seeing a killed friend the only natural response would be, "oh cool, you're not dead-dead." Or, if seeing a foe, you might say, "ugh, I was really hoping you'd stay dead."
Going beyond that, to portray someone as actually undead, must then be considered a misinformation campaign fueled by willing ignorance. What else could it be?

You know, I would honestly be curious to see how racial politics and conflict woudl go down if we were forced to RP VERY VERY close to one another. Such as, the world is made of one mega-city kinda deal.

Follow up response from yesterday: Human players are the ones I see alting the most, specificly the Flay playerbase being among them, thus chose to pick them. :P And in hope of getting some responses from those who have and are. Still, anyone care to enlighten me?

If anything just reform PvP conduct so varieties of RP can be more prevalent. Raids and such might be where a lot of frustration is.
