    HALF TIME REPORT: THE NEW AFRICA REFERENDUM

    d61a41675efec2aebe109f906ed6b48b.jpg

    Nigeria, and the ECOWAS Council offers this to the governments fearing the loss of their jobs: The new Union will be a Federalized one. Whilst they will be subservient to the Federal ECOWAS council, they can maintain their position as leaders of their respective state governments, maintaining their current powers and privileges. Mostly. Any nation where the referendum fails, will be allowed to not enter, anywhere it succeeds, is expected to enter. [[MODS PLEASE]]

    After months of anxious campaign and stirring up of a new, unified West African identity, the New Africa referendum is on the ballot for millions of citizens on the continent. Voting goes largely as expected, with Cape Verde, Gabon, Mauritania, and Equatorial Guinea all striking down the idea of a federalized Union. One small shock to the system though is the failure of the legislation to pass in Gambia, a country that polled in the opposite direction ended up turning back and voting itself out of the federalized form of the Union.

    Though these nations may have declined the Union, they are still expected to cooperate in any other Pan-African movement coordinated by the new Union.

    Demonstrate Understanding of Nation (Bio/Facts/Info): Vatican City is a tiny landlocked nation located inside the city of Rome in Italy. It is the smallest nation in the world by both area and population, and its only purpose is to house the Pope. The tiny and unique economy of the Vatican City is sustained only by the sale of postage stamps and tourist mementos, fees for admission to museums, and the sale of publications. As the nation is surrounded by Italy, it is primarily defended by the Italian Armed Forces. However, the city hosts a small police force known as the Corps of Gendarmerie of Vatican City, consisting of roughly 130 members, and the Swiss Guard, a task force of Swiss mercenaries charged with defending the pope.

    Country Selected:Syrian Arab Republic

    Nation Leader: Ali Al Assad - a young man in his mid-twenties, educated in the West and with Western ideals.

    Demonstrate Understanding of Nation (Bio/Facts/Info):Syria was an authoritarian dictatorship under the Arab Socialist Ba'ath Party under the Assad dynasty, most recently Bashar al Assad. With many loyal or more pragmatic supporters among the minorities such as the Alawites, Assyrians and Arab Christians, as well as Syrian Nationalists, the regime was able to bring peace to the country after the destruction of ISIS through sheer military force (with Russian backing). With the death of the president in 2017, a power vacuum threatened to bring the country into yet another war, but the popular Rifaat Al Assad returned from exile, along with the other Assads in foreign nations to retake control. Rifaat also died of natural causes, and, after the country once again nearly fell into war, the previously obscure Ali Al Assad, a son of Rifaat, was proclaimed president by the army, who placed him in power. Thinking him a puppet to control, he soon proved them wrong, consolidating power within a matter of months . He is willing to compromise with the Kurds and give them independence, and has made torture illegal. He intends to build a nation based on the rule of law, similar to the traditional English Magna Carta and Bill of Rights, and slowly devolve power to the people as stability and wealth rebuilds. However, as it stands, he leads a war-torn and bitterly divided nation, and his attempts at reform are being met with sharp criticism - which could easily escalate to violence, rekindling the long and bloody war. However, most are willing to accept his rule out of a grudging desire for peace at any cost, even if it means accepting the legitimacy of Ali Al Assad. He will face many challenges and threats from Islamists, foreign powers and those who insist on the destruction of the Ba'ath Party and its decades-long oppression and poor treatment of the citizens, and it will be hard - rightfully so - for the government to regain the people's trust, yet this new Assad is more idealistic than they would initially think, far from the corrupt Arab dictator many expect.

    Syria is a secular Arab Republic bordering Turkey, Iraq, the defacto Kurdish territories, Lebanon, Jordan, Israel, and the Mediterranean Sea. Her capital is Damascus - a city mostly intact from the ravages of war, unlike its sister-city Aleppo, - and the western side remains for the most part in a tenable long-term situation. However, in centre of the country and the east, where government, ISIL, Jihadist and other rebel atrocities as well as unintentional collateral damage from these forces has caused untold damage, the situation is far from bright.For instance, Palmyra, a once prosperous town set near its ancient ruins, is now a ghost town, her famed sites smashed by terrorists. The Assyrian population has faced near-extermination from Islamists. Shias, Sunnis, Christians and others are bitterly divided. Religious tensions and sectarianism is high. Yet, so is Syrian Nationalism. As the nation has overcome her political and military crisis, many are keen to rebuild regardless of any religious conflict - we are all Syrian, they say, and now is the time for a new Syria. Whether it will come, or fall into yet more decades of war, is anyone's guess, but at least they have the right leader to make the former happen, despite his young age and inexperience.

    The Republic of Korea had done what it had sought to do for more than 60 years, unify the peninsula under one, democratic state. Many feared it would end in nuclear annihilation, a peninsula wiped from the map in nuclear fire, but instead it was done with a relatively low loss of life. Integration is slow, and the change in many of these citizens daily lives will shock their system for months, if not years. The money required would also be unimaginable, but unification was certainly worth it.

    A new government-funded television network has been set up to promote government events and world news.

    A referendum is taking place to illegalize all non-prescribed drugs. Dietrich and various other officials argue that drugs weaken the mind of the youth, and funding is distributed among numerous rehabilitation centers.

    Austria naturally accepts such an offer, honored to be considered a part of the mission.

    The referendum passes with a result of 55% to 45% with the majority being in favor of the ban. This is largely thanks to the effort made by the government to demonize these drugs.

    The police forces within Letterkenny take hold of the bribe and turn a blind eye to some of the activities undertaken by the force. In Londonderry Derry, recruitment moves at a snails pace though non-violent support does appear to be on the rise. Many attempts to recruit are met with words of support, but reluctance to take up arms for what they believe in. This mentality would have to change if they wished to get anything done.

    -Sweden's government makes a majority vote. The topic is addressed to their commitment to the Nordic Council. A large majority voted to add more, to expand the ideas. Championed by the CRP, it was a appealing idea. They wished for other members of the Nordic Council to have 174 seats intead of 87. This would double the Council. It was hoped that more power would be allowed by all members to the Council. Sweden agreed to loose some of it's autonomy, alongside others if they agree, to allow a more centered group. Nothing drastic is proposed, just the beginnings of expanding a Council that could benefit them all. No huge designs like military, government, or economies is sent. Instead they focus on smaller things. Smuggling laws, water territory, resource rights, open borders. Sweden wanted it and her fellow Scandinavian sisters to take it a step at a time. (Mod Please)

    -The CRP begins to push for Sweden to return to a partial conscription. They argue in times like these it would be better to have a higher percentage of troops/reserves. Nothing severe is hoped for, just a gradual climb in men taken into the armed forces. (Mod please) besides that Sweden depends on a highly motivated and equipped but under strength army.

    In regards to the Nordic Council, the nations of Norway and Denmark openly embrace the increased integration and even suggested more cooperation in the future. Though the other two full members of the council, Iceland and Finland, approved these measures with some hesitance, citing some fears of losing their national identities. While they support these ideas, they may not be so enthusiastic in the future.

    The military recruitment drive goes relatively poorly in Sweden as the population has grown rather in complacent in a society that has limited its participation in armed conflicts since the end of the 19th century. Though recruitment does increase, it does not do so at the desired pace and a more immediate threat would have to strike the Swedish people in order to incentivize them to enlist.

    Operation Little Brother

    The world stood silent as the news rolled in of China's fully discontinued support of North Korea. In the darkness of night Japanese Navy and Airforce alongside the American navy and some portions of its air force flooded into South Korean airfields and naval bases. All troops along the DMZ were put on high alert alongside all airmen being put on minute's notice to launch, the Navy's of the coalition forces of South Korea, Japan, China, and the United States sat poised alongside the legal maritime borders of North Korea. War was on the horizons, and once the moon settled amongst the stars the North Korean Capital of Pyongyang erupted into gunfire.

    EAMdSPG.jpg

    In all directions surrounding North Korea anti-missile defenses were poised and ready towards the skies to strike down any last attempts for the Kim Regime to scar the Earth.

    The Coalition’s navy rushed across the maritime border as planes left flight decks, helicopters began their flight to North Korean soil, and the navy’s pounding of North Korean craft and ports began.

    Armored and mechanized columns supporting amassed Japanese troops to the north flooded over the ill prepared border of the once two close nations of North Korea and China.

    Japanese paratroopers aboard helicopters launched from helicopter carriers began to land on North Korean artillery positions and missile launch sites.

    Along the DMZ was the bloodiest of all the initial fighting, artillery erupted alongside masses of gunfire, structures and vehicles collapsing in flaming heaps, men’s internals strewn about the landscape as they set off land mines in their charges to the other side, and Coalition anti-tank helicopters peppering North Korean armor.

    In the skies Chinese and American strategic bombers flooded and began dropping mass payloads upon North Korean Strategic facilities, and Coalition interceptors and fighters began to engage the outdated North Korean airforce.

    The Kim dynasty was on its last leg. No North Korean contingency planned had accounted for the betrayal of China and the invasion of Japanese soldiers from the North. The Northern forces quickly sweep through the bitter cold of the Northern Korean frontier, driving through such legendary regions like Chosin where U.S. Marines once fought Chinese forces in the first Korean War. Now they fought together.

    It was said that the United States was capable of completely capitulating the North Korean side of the peninsula in 23 hours without any allied involvement. With the Chinese, Japanese, and South Korean forces though the city of Pyongang was all but surrounded in the first 13. Kim Jung-Un stepped out to meet a congregation of his people assembled throughout the capital, and ceremoniously committed suicide, promising that he would lead them all in glorious heavenly afterlife. Hundreds of thousands of Koreans, especially those within the armed forces, commit mass suicide almost as soon as they hear the news, and soon the North has all but collapsed. Now they greatest task would begin, the reintegration of a people whose cultural identity and way of life was nearly the exact opposite of their neighbor and whose reality had been warped for above 60 years by an oppressive regime.

    Though Operation Little Brother was a resounding success, the human toll on the side of the North was unprecedented. It would now be up to the allies to solve how they would settle this issue.

    On Mars, the astronauts find varying amounts of precious metals, though the fruits of such a mission can be accurately evaluated. The most abundant type of precious metal appears to be copper, followed closely by Chromium. Traces of Titanium and Aluminum have been detected in some parts of the region, though no large deposits of any single material have been found as of yet. The testing site would probably appear to be too small to really find any deposit in large quantities.

    As Secretary Jinping goes out into New York, he is met with relatively mixed reactions. Most Americans don't even recognize the man, those that do either are too fearful to approach the man and his security detail, or otherwise hope to mind their own business for fear of being called some type of Chinese sympathizer. Some New Yorkers meet the Chinese president with boos and chants of varying insults. Others simply hope for a selfie or some other sort of recognition just so they can say they were in the presence of an influential world leader, regardless of their political views. Though nothing really came out of it, it was certainly an interesting social experiment conducted by one of the most powerful men in the world.

Today two will be proposed, though do not hesitate to present your OWN solutions for which we may vote upon."

    [ ] In order to preserve peace, require the Argentinian government to cede a small strip of land along the border for starting the conflict with war games and hope the Brazilian government will accept such a concession as enough to stop any further military escalation. This is at the cost of a potential humanitarian crisis in the region.

    "Prior to voting on this issue, we will invite the

    ----- OOC -----

    Welcome to our new United Nations system. Essentially, it's a way of adding more political maneuvering into the game as well as a means of "attacking" another player without necessarily going to war. It should be interesting to see how you guys conduct yourselves in this new arena. Here are some rules.

    A total of 5<---- issues can be voted on by the United Nations General Assembly at a time, per session. The General Assembly lasts for roughly 5 pages, though this is a lose restriction as there are sure to be some hot issues.

    When addressing the United Nations, please utilize the following header:
    [!] U.N. - [COUNTRY NAME] [!]

    So that it is clear that you addressing the U.N and it's hard to miss. You will also vote underneath this header.

    You guys can propose a vote for something, if its reasonable I'll put it forth to the rest of the assembly by simply stating "voting is open" on said issue.

    Go head now, get to diplomacy.

    United States of America

    President Trump, makes a long speech on the White House lawn asking the American people to set aside their differences with the Chinese and work together for a better future. He assures the American public that he only wants the best for this great country and that China has the same interests as them. After concluding his speech, he allows the Director of NASA to make the major announcement of the day; NASA was being disbanded, as was the CNSA, and both were being reformed into the Chino-American Joint Space Program (CAJSP). This was taking effect immediately and the Mars mission would not merely have American astronauts on it- it would be an American program, as well as a Chinese one. This should hopefully soothe the right wing as they are reassured that they are not being used by China. [[MOD PLEASE]]

    The American public is aflame with the decision to disband such a historic organization as NASA and replace with, what many on the right perceive, to be a globalist move and a step away from American self-determination. Instead, a full on inner-party coup is underway as the Republican National Convention approaches. Delegates from across the nation pledge their support to young Senator Marco Rubio as the next Republican Candidate, vowing that President Trump will never see a second term as he continues on this path of globalization, the very opposite of his campaign platform from 2016. The Democrats announce their candidate as well at their Democratic convention, California governor Gavin Newsom. A young, energetic man from the state of California, he promises change on a large scale and also appeals to the anti-Chinese sentiment, refusing wide-spread cooperation with them and the reinstatement of NASA. The coming American election would be one of great interest, especially for the Chinese who now may face all their diplomatic work in the United States coming apart. [This election is important, I'll let you RP it out but keep in mind Trump is now essentially a candidate that's lost his base and has very little support because of such policies].

    The agricultural programs are put at the bottom of the agenda as Switzerland is facing more cropland then needed. They also fear for the safety of their neighbor, France, and Poland. Now the government has decided to start their own space project, and has decided to send a manned rocket to mars, independent from the Chinese mission. Since the country has no means for war and little need for agriculture, a lot of money is invested in the program and several rockets are constructed and deconstructed to maximize the safety of the astronauts and prevent human error. [[MOD PLEASE]] [[5 PAGES]]

    The term limit adjustment is met with modest approval, though there are certainly skeptics and worry that this may just be a power play by Dietrich, those these voices are primarily among the minority. Instead, most of the public's focus shifts to the new space program and the excitement which that holds. However, there are many voices of dissent, or at least disapproval, in the execution of the project. A chief argument is the non-inclusion of other European Union member states. Why not conduct such operations through the European space program and cut the cost as well as human effort of such an undertaking? The European Space Agency has a proven track record of success and many Swiss, both in the general public and in parliament, argue that it may be the best route to take in regards to the space program. It also gives Switzerland an issue to take leadership on within the European Union, something it has struggled to do since joining the Union.

    The Commonwealth of Australia

    To New Zealand, Australian diplomats are sent to discuss the formation of closer ties between the two nations. Australia would express an interest in forming the foundations of a Federal Union with New Zealand, due to their close cultural, historical, and economic ties, in the interest of defense and economic ease. Talks could be held between the nations' two Prime Ministers, if they were interested. Missives are also sent out to Tuvalu, Nauru, and Kiribati, all independent Pacific island nations that use the Australian dollar, in hopes of forming a closer economic partnership, as well as a political one, with these nations. ((@_POK_))

    As Prime Minister Abbott looked over Australia's military statistics, he sighed. Australia needed to buff up. After consulting with senior Australian generals, an ambitious armament program is decided upon, and a bill affirming it is passed through the Australian Parliament. Australia aims to bolster it's infantry forces up to 120,000, an increase to almost twice as many troops, by 2020. A massive recruitment campaign begins, using television commercials, youtube adds, and social media to drive the campaign forward, using the excuse of possible foreign threats and the South American War to attempt to rally young Australian men and women to the cause. ((@_POK_))

    The other states of Oceania largely meet the Australian proposal with open minds, though they do not immediately surrender their sovereignty, especially New Zealand. However for the islands, it is a different story. These islands have had to deal with serious ecosystem failure and as a result, are about to face a large immigration crisis. Their people need to leave the islands, which are sinking slowly back into the Pacific. They request open borders with Australia and propose a 10 year resettlement plan that will allow the islanders to slowly fund and settle into Australia's northern outback. Though they will not outright ask for aid from the Australian people, it would be greatly appreciated.

    The recruitment drive also sees varying amounts of success, though it is believed that many of these recruits are not in the greatest physical condition and a large amount of money, more than anticipated, will have to be invested in order to sufficiently train these new armed forces.

    President Trump instigates the re-illegalization of Marijuana after the disastrous attempt to remove the ban, allowing it only for medicinal purposes with a prescription from a doctor. Any money made from the legalization attempt is immediately poured into schools and education, which, along with the 120 billion USD already invested, should hopefully result in the youth of the country becoming more involved and intelligent, and will hopefully put the economy on the rise. [[MOD PLEASE]]

    The USA jumpstarts an ongoing propaganda campaign aimed at US investors in an attempt to encourage them to invest in Chinese real estate in an attempt to aid China's economy. [[MOD PLEASE]]

    With non-medicinal Marijuana once again illegal, youth productivity sees a slow, but steady recovery (though many still claim medical dependency to the drug). The money invested into the school system is a huge boon for teachers everywhere who praise the sitting Republican president and Congress for effectively passing legislation to help fund schools. More inner city schools are able to open up, relieving stress from packed schools across the country. Though Marijuana may not have had the greatest affect, the accumulated wealth did prove beneficial to the American people and many opinions about the drug began to soften.

    The U.S. struggles to find willing U.S. realtors to invest in China as many argue that the United States ought to worry about fixing its own housing market before going out and aiding its greatest economic rival, China. Instead, public protests begin to occur on capital hill, especially from the Right, about giving money to China. These conservatives, including vocal members of both houses of Congress, demand that President Trump stop working with China or face being outed at the next Republican National Convention and replaced with a more suitable candidate for the 2020 election cycle.

    Switzerland is facing a good year in the agricultural industry, raking in a decent amount more then needed, thus meaning more exportation. [[Mod Please]]

    Indeed, the Swiss saw a favorable net gain in the amount of crops farmed in the past year and such a surplus only further inflated the market with more Swiss agricultural product. While this was an incredibly positive outcome for the Swiss whose grain and other agricultural exports were priced relatively cheap and sold well, other nations such as Poland and France saw their profits sharply decline and farmers, especially in France, began to go into debt while some even faced bankruptcy and the loss of their farms. It would have to be considered whether or not Swiss profits should be prioritized over the stability of the rest of the European market, or otherwise return to a more equal share with large agriculture exporters like France and Poland.

    Austria politely declines such an offer, stating that it rather not sell off a valued part of the nation. They instead offer more cooperation in the form of trade, as well as increased cooperation between the two nations border guards to ensure a halt to illegal immigration from migrants from the Balkans and Middle East.

    THE UNITED KINGDOM

    Things were not going well for May. With an economy so weak, and so fragile, that the country was once again teetering on the edge, things could only last for so long. In order to break the status quo and constraints of such a small majority and moderate economic policy a snap election is held.

    pjlmTSf7C3vXLNyIpKQ-Rh54GyP2LRq3u3ZD0kFT

    With an empowered Labour Party led by Dan Jarvis MP advocating investment into northern communities, a sensible economic solution and an alternative to the now failed austerity measures against a ‘banker’s party’ led by May that advocated continued cutting of tax avoidance and an increasingly Eurosceptic stance, the solution was never in doubt -- the only question was too the margins.

    By the end of the night the results were clear, out of 680 seats:

    LABOUR - 401

    CONSERVATIVE - 190

    SNP - 34

    LIB DEM - 27

    UKIP - 17

    OTHER - 12

    The SNP saw a large slump in rural areas and urban Glasgow, primarily to the Liberal Democrats and Labour Party respectively, while the Conservatives saw a huge chunk of ‘Middle England’ disappear to the Labour Party. The only upset was the lack of UKIP seats - predicted higher in the region of 50 - though over a hundred former Labour safe seats in the north could now be considered marginals with majorities of less than 3,000 votes.

    trY-g2iV5GWs-tfGSS92cp6A4c2WHdaZfv9vGkda

    By morning Her Majesty had confirmed a new majority Labour government, in coalition with the SDLP party, dedicated to balancing the United Kingdom’s economy. The government’s first act is to address the tax issues with a number of reform:

    1. All British dependencies are taken under direct British control, to be administered by Parliament, and all tax rates are levelled out with national rates. The destruction of areas like BVI (British Virgin Islands) and other enormously popular tax havens is likely to send a wave around the financial world.

    2. Tax rates are re-examined at a rate of 29% for corporations, more than double the previous but still relatively low, while a new band is introduced for top earners (above 300,000 GBP a year) of 50%.

    3. A motion is tabled to the UN of a wholly irregular nature; to share global information on companies between every country that agrees in order to eliminate large-scale tax avoidance and restore global revenue.

    These are tabled into a greater Finance Bill, passed after two days, that includes the following:

    I. THE TAX BILL [SEE ABOVE].

    II. THE INVESTMENT BILL:

    1. An investment fund of circa. £350,000,000,000 is taken out at borrowing rates, historically low, and to be invested in the following sectors:

      1. Manufacturing;

      2. Construction;

      3. Aerospace;

      4. Defence;

      5. Steelworks;

      6. Automobiles;

      7. Agriculture;

      8. Mining.

    2. Exporting is to be boosted by a further devaluation of the GBP to £1.10 to the USD, an act that is designed to build a competitive export market.

    3. The [STEEL, CONSTRUCTION, DEFENCE] industries are to be partially nationalised (15% of industry) and administered in a mutually beneficial manner.

    III. THE CONSUMER BILL:

    1. Tax cuts are made to the middle three bands of income of 2%, while VAT sees a return to 17.5% from 20%. The expected boost to consumer spending and working class income from breaks to a regressive tax are expected to be a boost in the economy.

    2. [FINANCIAL TRANSACTION TAX] -- A tax is to be levied upon the mass sale, transfer and purchase of shares to the rate of 2.5%. Although marginal, and taken off only enormous share transfers, the tax is likely to aid in balancing the books and help with income inequality.

    British troops are, under the watchful eyes of the new PM, deployed to Northern Ireland in the number of 5,000 soldiers, all positioned on the now far more dangerous border with the ROI, while an offer is made to Estonia and Ukraine, now on the border with a far more dangerous Russia, of martial support. Specifically, the production of tanks begins [[7 PAGES]].

    In a similar style is aid offered to the now free Iraq, a former British protectorate, of economic and military partnership. Canada is invited to further round-table talks, as is Germany ((Skype.))

    LONDON, 20:30 GMT+00, 10 DOWNING STREET.

    A bright and passionate Dan Jarvis steps out of the famous black door, hand raised in greeting to the nation as he pauses before the podium.

    “People of the United Kingdom,

    To those of you whom have seen reported, or heard, of the awful and dramatic events occurring between Brazil and Argentina, I have come to offer calm and security. Whatever our previous relation with the Argentine government, [a nervous laugh from reporters], we shall NOT allow Brazil to go exercising military influence over free nations. To the Argentine nation, we offer our support.”

    With a singular, slow nod, the Prime Minister turns and returns to the building.

    Following the speech a backdoor offer is made to Argentina of support, while a major naval detachment (the nation’s only aircraft carrier, 4 destroyers, and half-a-dozen submarines) begins moving towards the Falklands. [[MOD PLEASE]]

    Meanwhile, the Japanese invitation is accepted by the PM, though the invite to join sanctions is thoroughly ignored.

    The efforts of parliament, in the form of their new economic stability acts, does not go with effect. Indeed, the removal of many of the worlds most lucrative tax havens sees a fiscal panic unlike any other. Many wealthy individuals as well as corporations struggle to find new corporate tax havens for some time, though with the introduction of the city of Rotterdam as a corporate haven, many companies move their funds to banks there as well as Switzerland

    Meanwhile British exports begin to improve as they flood the European market with cheap but well made goods. This does much to harm the overall economic well being of many European nations as stock prices of many European corporations see devaluations. The Labour stimulus package does a great deal in regards to reinvigorating the economy, especially in the form of new construction jobs and even a few manufacturing jobs thought previously to never be able to compete with overseas markets. The popularity of the Labour party begins to skyrocket, especially in areas where the UKIP still possess some influence.

    Though appreciative of the offer by the British, Estonia and Ukraine both refuse to offer for martial support out of fear of sparking unnecesary tensions with the Russians. Instead they ask the British for economic aid.

    The Argentines respond well to the British support, and are appreciative that they would deploy the Royal Navy as a form of aid, but insist that the British support them in the coming assembly of the United Nations Security Council in New York City.

The North puts nearly a million troops, primarily consisting of infantry and aged armor, along the border with the South and threatens invasion should the South not present its unconditional surrender and dissolution of the South Korean government under that of the North. Would the South's democracy finally submit to the totalitarian state to its north?
