Yes. You have to apply with the alt account application in most cases. This is so that the administrators and gm's can make sure that noone has made a trolly character. If you do make a character without an application, it kind of defeats the purpose of the applications use.

Don't listen to him, the app is there to see if you are a capable RP'er for the server. If you want to re-roll a character, simply change your ingame name and your skin, then start RP'ing :D Pretty simple. Side note: Alt apps are for alternate minecraft acounts, not alternate characters.
