    Name of settlement: Okarn'thilln(Oasis of Silver).

     

    Peak time: Pockets of activity sprout throughout the day but mainly you will see people in the city during 9PM-2AM EST. Our population is spread out between various timezones so the activity times fluctuate depending on when different people are online.

     

    Populace density: The population of Haelun’or consists of primarily High Elves who pride themselves in the upkeep and safeguarding of the ancient High Elven values and traditions which have guided the Silver State since early Asulon. Other Elves who wish to live within Haelun’or are accepted, tolerated and welcome, if they are willing to learn, and respect these values.

     

    Brief description: Okarn'thilln is the capital city of the High Elven nation of Haelun'or, followers of the teachings of Larihei-- first Elf to bathe in the golden pools and become a High Elf. The populace is a magical one, most if not all citizens having mastery of one if not a proficient comprehension of a plethora of different spells. Under the protection of the Silver State you will find the Eternal College being the paramount institution in the land, teaching 'Aheral history, ancient Elven language, magic, and the study of alchemy among many other things. Other notable establishments being the Sillumiran(Weeping Blades), protectors of the lands within the state, the Celestial Order, masters of the arcane arts, and The Tailors Guild of Atlas who are said to weave cloth as strong as chain-mail.

    Directions: From cloud temple take the Southern road and walk past the path to the Dominion until you get to the next branch towards the Southern nations, which will have a sign pointing Haelun’or. Continue in that direction until you reach the Whispering Crossroads, at which you simply have to follow the sign that says “The Silver Sohaerate of Haelun’or” and continue going down that road. If you walk past ‘The Wizard’s Way,’ then you’re on the right track.

The missive would be arrived at the Silver City of Okarn'thilln with swiftness as it was soon read by its leader, Sohaer Cenwall Maeyr'onn-- Descendant of Nelecar Maeyr'onn who bore the same bloodline. His face would be a mused one as he glanced through its contents and threw it on the gleaming white table near him. Instantly, he would write one himself to the High Princess and Princely Council of the Dominion of Malin in response.

    "Dear Awaiti Aureon and the Princely Council of the Dominion of Malin,

     I write to you as Sohaer of Haelun'or in great admiration for this act of reprisal towards the events as of late. Many were misinformed including myself  of the message you wished to communicate during your coronation ceremony. To be unified, it must only be in baseline ideals that all mali can share between eachother-- no matter the nation or culture. Many fissures still exist within our people.
     

    Furthermore, I implore you to heed your words as a nation towards the entirety of the species of mali for your words affect us all in that regard. I realize many failed old leaders still yet dwell in your nation and influence your moves as your nation becomes more successful. Do not live solely in the past, nor listen to guidance from those who are  simply put, stuck in the past. You are a new nation, led by a new leader and it is your right to see your mission as you make it seen through. Be the shepherds, not the sheep.

     

    If you ever wish to talk of peace and unity as a people, a good step would be doing actions that show such. You must know that many nations have allyship and deals globally. As a tip, before murdering people in the name of protection-- arrest them and question their motives as any civilized nation would do before you create such havoc once more."

  3. I support this move very much. If someone can't defend against 4 raiders in a nation then you have more problems than being raided. Do it like the high elves and tell everyone that they are protecting some arbitrary idea at all times and that they must be prepared to defend themselves at all times so that all (even if they are garbo tier) will be able to defend the city if threatened.

  5. Sohaer Cenwall Maeyr'onn, ruler of the High Elves of Haelun'or reads the notice with a distasteful frown. His body would rock in a wicker chair basket as he sipped the finest teas any descendant had to offer-- pinky out of course. He'd think aloud to himself and to the patrons of the inn.

    "Once I wished for a unified elven front-- never under them but unified nonetheless. It however has become apparent that the 'Wood Elves' of the Dominion of Malin have only proved their poor judgement in the face of an ever changing trend for our lands... Elven Power. They have done what uncivilized, wildlings will always do when they gain more than a stick and string to hunt-- be savages. I was their at the ceremony, and their words of unity struck a cord in me I will not lie. However such discourse of proclaiming yourself as the leaders of all elves is foolish when there remains three other elven nations that do not agree with worshiping the same trees they lay in their beds-- only to make abominations of plant-being. Furthermore their acts of brutality show why they should stick to living in the jungles and mingle with the apes they so emulate by murdering orcs without warning. If they wish for unity, they need to realize up until now they were breastfeeding on the teet of humanity for generations and their adolescence can be seen by any nation that bears witness to their petty shows of 'Power'."

    The pure mali'thill would set his china tea-glass onto its Podstakannik shaking his head.

    I. Council Structure & Positions


    Elheial’thilln - The Silver Council

    The Silver Council, or elheial’thilln in the ancient tongue, acts as the governing body of Haelun’or. The council itself comprises six positions including the Sohaer, Maheral, Medi’iran, and the Okariran. The Okariran (guardians) are democratically elected by the pure citizenry to preside over certain areas of the state. The Sohaer (ruler) is determined via a vote by elheial’thilln. The Sohaer may choose up to two Medi’iran (helpers) to assist them with their governing. Finally, the Maheral (most blessed) is determined by the Heial’laurir of the Talonnii. These councillors collectively oversee the Silver Sohaerate and deliberate to make the most suitable decisions to ensure the continued prosperity of Haelun’or. The positions are further detailed below:


     

     

    Sohaer - Ruler of Haelun’or [@DustyDune]

     

    Description

    Head of the city, both as a representative of the people, and an outright physical symbol of mali'aheral authority.  Where our Maheral will stand for custom and tradition, the Sohaer shall be the embodiment of governance. With the outright advantage of power, the Sohaer bears great responsibility. He or she bears the weight of order, and the one elected to this position must possess the strength to protect the city above all else. For he or she will be the first pair of hands always, to uphold Her. Due to their great responsibility, citizens are encouraged to refer to the Sohaer as “Laurir.”

     

     

    Duties of the Sohaer

    1.) Governance. First and foremost, the Sohaer must swear to defend purity and maehr’sae hiylun’ehya. He or she shall fight to maintain peace of the realm, oversee to the administration of justice and to uphold any laws within the Silver Sohaerate with force if necessary. The Sohaers word is final on all matters, and any decision he or she makes has absolute authority over all others. Abuse of this power however is to be frowned upon, and one-hundred percent of a councils vote can veto such decisions. Alternatively, eighty-five of the citizenry vote can appeal for decisions to also be vetoed.

     

    2.) Diplomacy. In the Sohaer rests the ability to ultimately choose the Sohaerate’s official allies and enemies. No tie between our nation and another can be made without the approval of the Sohaer. Also, the Sohaer conducts visits from emissaries and representatives from outside nations alongside elheial’thilln. All enquiries on the national level by diplomatic meeting are to be approved by the Sohaer, with the Medi’iran requiring their explicit permission to engage in diplomatic talks if the Sohaer cannot be present.

     

    3.) Dismissal. The Sohaer may eject anyone off the Silver Council if he or she deems such is necessary to the progress and security of the nation.

     

    4.) Succession. The Sohaer may nominate a potential successor, so long as this individual is a pure mali’aheral of impeccable record. The nominee of the previous Sohaer will sit among the other named nominees cast forward by the Silver Council and voted upon by said councillors in accordance to the Ikur’onn Sohaer System.

     

    5.) Pardon. The Sohaer holds the power to pardon any individual who has broken the law, including past laws in Haelun’or -- allowing them to return and begin the path to purity.

     

    6.) Consultation. While the Sohaer presides as the head of state, he or she is obliged to seek the advice of the Heial’thilln and Maheral.

     

    7.) Status. The Sohaer claims the right to differentiate between times of war and times of peace. Without a stated declaration from the Sohaer, the city cannot engage in national conflict.

     

    8.) Diplomacy. The friendships of our nation are tied directly to Her fate. Thus, in the Sohaer rests the ability to choose our state’s official allies and enemies. No tie between our nation and another can be made without the approval of the Sohaer. Also, the Sohaer conducts visits from emissaries and representatives from alien nations. All inquiries on the national level by diplomatic meeting are to be attended by the Sohaer.

     

    9.) Guidance. Ratification of referendums into law is vested in the signatory of this position.

     

    10.) Teaching. The Sohaer must be knowledgeable about all matters of the city and mali’aheral culture.  More importantly, however, he or she must teach these things to all who inquire it, so as to enhance the Blessed City’s wealth and blessing in knowledge.

     

    11.) Service. The Sohaer must be at the service of the city, with no task for the betterment of all below himself/herself. The Sohaer shall perform any task for the advancement and health of the mali’aheral beneath his or her power.

     

    12.) Example. More than anything, the Sohaer shall represent the best aspects of all mali’aheral and serve as a role-model for all. With exceptional purity, and exceptional citizenship, the Sohaer must demonstrate for each citizen the pinnacle of mali’aheral expectation for behaviour.

     

     

    Maheral - Guide of Haelun’or [@DustyDune]

    The traditions of our people are a precious thing. The Maheral stands as the living embodiment of the creed of our blessed kin - the maehr’sae hiylun’ehya. It is within this figure that the history of our people endures. Primarily, the Maheral acts as the cultural head of the Silver Sohaerate of Haelun’or. They are a symbol, exemplifying with their every deed and word how one pure of both heart and mind should act. It is the wisdom of the Maheral that each mali’aheral should follow and trust in at all times.

    The Maheral also acts as a mediator. Should certain traditions come into question or certain conflicts stem from them, it is the Maheral who should be consulted so they may mediate the situation and ensure a swift solution is found. It also falls upon the Maheral to be a chronicler for the mali’aheral - recording our history and scribing public announcements when required so that we as a people do not stray from the path of purity or allow the maehr’sae hiylun’ehya to fade from the forefront of our minds.

     

     

    Duties of the Maheral

    1.) Guidance.  The Maheral acts as the cultural guide of the mali’aheral, preserving the culture, traditions and most importantly the guiding principle of the mali’aheral - the maehr’sae hiylun’ehya. Their most important duty is to ensure our sacred creed is correctly interpreted and spread to all citizens.


    2.) Counsel. It is the duty of the Maheral to provide counsel to the elhieal’thilln on all matters, both foreign and domestic.  

     

    3.) Mediation.  It is often the duty of the Maheral to mediate conflicts between mali’aheral so that a speedy resolution can be made.

     

    4.) Mercy.  The Maheral holds the power to pardon any individual previously viewed as impure in Haelun’or, allowing them to return and begin the path to purity.

     

    5.) Succession.  The Maheral will nominate a potential successor, so long as this individual is a pure mali’aheral of impeccable record. The nominee of the previous Maheral will then face a vote alongside other nominees casted by the Heial’laurir. This process is further outlined in the Talonni Act of 1645.

     

    6.) Tie-Breaking. The Maheral also holds a tie breaking vote on the Heial’thilln, in the event the vote is tied.

     

     

    Medi’iran - Helpers of the Sohaer [@Aviers, @VACANT]

     

    Description

    The duties of the Sohaer are extensive and may, at times, require a voice to speak and act in his or her absence. Thus was the birth of the two Medi’iran (singular: Medi’ir); two officials selected by the Sohaer who tend the city in the Sohaer’s absence. It is also expected of the Medi’iran to assist the various Okariran and even complete the duties they are tasked with should they too be absent.

    The Medi’iran are an authoritative governmental force; their presence even sometimes acting as a second and much smaller council to the Sohaer in times that elheial’thilln cannot be fully arranged.

     

    Duties of the Medi’iran

    1.) Counsel. It is the duty of the Medi’iran to be at service of the city, providing counsel to both elheial’thilln and the Sohaer on all matters, both foreign and domestic.

     

    2.) Vision. The Medi’iran are the eyes and ears of the Sohaer, relaying all pertinent information found directly to him or her. The Medi’iran shall also individually perform any task for the advancement and health of the mali’aheral beneath his or her power.

     

    3.) Workload. It is expected of the Medi’iran to help the Sohaer with tasks that ease the pressure off of the cities council and citizens life.

     

    4.) Announcement. The Medi’iran are tasked with informing the citizenry of any notable additions, alterations, or revokement of tir’thilln (Silver Law), ensuring general ignorance of such modifications is kept at a minimum.


    5.) Substitution. The Medi’iran, at the Sohaer’s consent, are permitted to serve as a temporary substitution for elheial’thilln should the need arise. The usurpation of the will of elheial’thilln is to be done with caution — lest the Talonnii deem the Sohaer to have stepped beyond their bounds.

     

    Okarir’sil - Guardian of Sword [@VACANT]

    Enforcer of Haelun’or Law and protector of the Silver City. It is the Okrarir’sil who acts as the embodiment of Silver Law and manages the Sillumiran. In addition to this, the Okarir’sil constantly works to prepare the city for the eventuality of any form of assault, internal or external, to ensure Haelun’or’s continued order and security.

     

    Duties of the Okarir’sil

    1.) Preservation.  Above all else it is the duty of the Okarir’sil to preserve and uphold the maehr’sae hiylun’ehya and Haelun’or Silver Law.

     

    2.) Preparedness. The Okarir’tir serves the military, assuring that the Sillumiran are both of adequate number and prepared to bleed for the city and suffer for the vision of Larihei.

     

    3.)  Duty. The Okarir’sil serves at the discretion of the Sohaer and Haelun’or. He or she shall be willing to put down his or her life like any soldier of Haelun’or to protect it and the will of the Sohaer. The Okarir’sil is expected to fight in all wars and recruit others to fight alongside themselves.

     

    4.) Order. The Okarir’sil, beyond all other duties, also is tasked with the upholding of order, assuring that our city maintains structure and does not descend into the behaviour of beasts and animals.

     

    Okarir’maehr - Guardian of Knowledge [@Aythyinae]

    Guardian of knowledge and pinnacle of learnedness, the Okarir’maehr assures that the city marches ever forth on its mission to progress. It is the Okarir’maehr which is perhaps the most revered of all Okarir, for carrying out this most blessed task.

     

    Duties of the Okarir’maehr

    1.) Eternal Guardianship.  The Okarir’maehr presides over the Eternal Library, assuring that the knowledge of generations past, present and future are tended to — for it is this library which is the most revered of all places within Haelun’or.

    2.) Eternal Instruction. The Okarir’maehr presides over the library ensuring that lessons and knowledge are not simply recorded but rather passed from generation to generation as knowledge to advance our blessed kin.

    3.) Eternal Supervision. The Okarir’maehr presides also over the laboratories of Haelun’or, ensuring the continued progress of our people that they might remain the forerunners of learning and technology - both arcane and mundane.

    4.) Chronicling. The Okarir’maehr takes upon the task, in addition to the Maheral, of chronicling the path of the mali’aheral— assuring that our ways, traditions and acts are passed onto future generations.

     

    Okarir’leyun - Guardian of Beauty [@Mordu]
     

    Description

    Guardian of the Land and keeper of all that which is material. The Okarir’leyun ensures that the city has sufficient resources in order to remain prosperous. It is also expected that they communicate often with other council members so that all have a sufficient supply of their relevant resources and report any significant shortages.

     

    As Guardian of Beauty, the Okrarir’leyun oversees all building development in the city - ensuring each addition to the silver city is a spectacle to behold. The Okarir’leyun is not just an architect but artist in their own right. They provide the citizenry with tasteful views of Haelun’or, and are in control of upkeep of the buildings.
     

     

    Duties of the Okarir’leyun

    1.) Acquisition. It is the duty of the Okarir’leyun to tend to the material needs of the city, assuring the mali’aheral are well supplied and that the city is well equipped for whatever it may require to do.

     

    2.) Economy.  The Okarir’leyun serves to tend the funds of Haelun’or, assuring that trade and other economic functions are balanced — so that when such funds are needed they are plentiful.

     

    3.) Construction. It is the duty of the Okarir’leyun to aid in the construction of Haelun’or materially and to oversee all architectural development by volunteer citizens.


    4.) Supplication.  The Okarir’leyun serves to aid each of the other Okarir, assuring that they are well equipped for the carrying-out of their tasks.

     

     

    5.) Architect. It is the imperative task of the Okrarir’leyun to design and construct the capital of the Silver State of Haelun’or in which the mali’aheral will dwell. All citizens wishing to make significant modifications to their houses and or changes to the city must directly talk to the Okrarir’leyun beforehand to gain approval.

     

    6.) Contractor. It is a duty of the Okrarir’leyun to coordinate and lead all projects aside from his own creations. It is their duty to pass suitable knowledge to the contracted builder, crafting any project aside from their own. The Okrarir’leyun has explicit right to tear down a work of art he deems subpar to the standards of Haelun’or.

     

    7.)  Maintenance. The Okrarir’leyun is in charge of repairing and upkeeping the Silver State's buildings and homes. All and any damages to the structure and or integrity of a building must be reported to the Okrarir’leyun to fix.

     

     

    Tilruiran - Servants of the Elhieal’thilln

     

    Description

    The Tilruiran, or servants, are appointed by elheial’thilln to carry out other governmental functions of Haelun’or. Each Okarir can name up to two Tilruiran to serve underneath them in order to assist them in their role. These positions may be created or destroyed upon a whim according to the needs of the mali’aheral. Those who hold these positions are not technically members of the Silver Council but rather they serve Haelun’or as a whole. The Silver Council may also permit Tilruir to attend their council meetings.

     

    Duties of the Tilruiran

    1. Assistance. It is the duty of a Tilruir to assist their respective Okarir with any task they have been assigned. It is also expected of the Tilruir to show initiative, going above and beyond what is asked of them so long as it benefits the city and its citizens.
       

    2.     Servitude. The Tilruiran are first and foremost servants. Even though they do not possess seats upon the Silver Council, they are still able to serve the city and her people for the greater good of all. The Tilruiran are generally admired for their passion and determination and often end up succeeding the Okarir under which they serve.

    Medi’iran

    The two Medi’iran are hand picked by the Sohaer, generally from the members of elheial’thilln, as they are to act as his or her direct assistants.

     

    Okariran

    The Okariran are the democratically elected members of elheial’thilln that oversee specific areas of  Haelun’or, whether it be the military, housing, or knowledge. When a position becomes vacant, a First Class Citizen can nominate themselves for candidacy with a speech. Should more than one individual desire a specific position, the First Class citizenry will vote for the candidate who they believe is best suited for the role.

     

    Tilruiran

    The Tilruiran are servants or volunteers who serve underneath the various Okariran. Each tilruir is hand picked by an Okarir (an Okarir can have a maximum of two) to assist with them with their various duties - unless given explicit permission from the Sohaer. Candidates are any member of the general public who are loyal to the state and have displayed a keen interest in helping the Sohaerate in some form.

     

    Challenging


    Of the seats upon the Silver Council, it is only the Okariran who can be publicly challenged by any First Class Citizen for their position (the Maheral, Sohaer, and Medi’ir are decided by the methods aforementioned). Challenging is generally done when a First Class Citizen is unsatisfied with the work or effort of an Okarir and believes they could better perform in the role than the one who currently holds it. The process for how a challenge is to be conducted is as follows:


    Process for Challenging a Councillor

    1. The challenger must publicly declare a motion to challenge a specific Okarir with the intent to replace him or her.

    2. The Okarir who has been challenged must either accept or reject this motion.

    3. If the motion is accepted by the Okarir, they are to immediately resign and are effectively removed from power. In this case, the challenger assumes the role.

    4. If it is rejected, the challenger must defend their objection by engaging in formal public debate with the Okarir in question. If the challenger can win this debate (by referendum judgement), he or she will replace the Okarir.

     

    All citizens are duty-bound to observe, and listen to the debates. During the debate, citizens are encouraged to pose questions towards the two contenders. After the affair is complete, and the citizenry have no other questions to pose, they are then obliged to vote between the two.

     


    Voting for a Challenger / Incumbent

     

    All citizens have the right to select one of three votes:

     

    1. Pro-challenger.

    2. Pro-incumbent.

    3. Abstain.


    Simply, the one with most support is considered to be the victor. However, if the majority of citizenry have chosen to abstain, then it can be concluded that the citizenry has no confidence in either candidate. Should this be so, then there is an open election for the specific Okarir position.


     

    Process for Ejecting the Sohaer

    If the Sohaer is seen as unfit to govern over Haelun’or they may be ejected via the same way they came into power. The whole council must agree to it, including the Maheral, to legally impeach the Sohaer from their position of office.

    IV. State Approved Guilds

     


    The Silver Sohaerate of Haelun’or is home to, and endorses, a number of guilds. These guilds are of varying variety, but ultimately work within Haelun’or Law and have a vision which coincides with the maehr’sae hiylun’ehya. These guilds often work closely with the Silver Council, assisting it in some manner, in order to further strengthen the state. Elheial’thilln may also choose to sponsor the endeavours of a particular guild should the outcome prove advantageous to Haelun’or and her people. The state-approved guilds are as follows:

  9. Cenwall reads the notice with a mused look as he'd write back, sending a letter to Louis De Castro penned in silver writing and stamped with the official seal of the High Elven state.

    "Dear, Louis De Castro

                                   It is of my dearest apologies that the Silver State had not upheld its contract and met to speak-- however I believe it was in fifteen years time... long in the future. We were dealing with the infestation of dark mage rats lingering in our caves who needed to be snuffed out. You see, your friend Varen'thal was a necromancer and even moreso as a representative of Haelun'or let them linger in our halls. He spit on the feet of our most revered, what we in our culture call our 'Maheral' and admitted to enjoy the killing an innocent high elven female woman-- a grave crime in any nation I would presume. Not only did he kill her, he and his wife bashed the back of her head in with a plank of solid wood, such of the kind you use for the bow of a ship. As for Evark Evocress, I can assure you the man doesn't wish to harm anyone who does not deserve such crimes upon themselves. Yes I admit, he is a soul puppeteer. However his guild heals and aids in innocent lives, people who have met trauma or are badly injured... a 'noble' user and teacher of such arts. Do not misconstrued it as anything but. I do apologize for not aiding you in battle as I was busy stabilizing my nation and had not had my attention aimed towards global politics-- a simple bird would have sufficed.   10. This guy plays the craziest characters in the world(usually most people powergame crazy characters) which this man has not in my 2 years of knowing him since he joined the server. He knows his lore and should be a member of loreteam.

  11. Far away in the shining white towers of Sohaerate of Haelun'or, Sohaer Cenwall Maeyr'onn hears of this and looks onto the man before him who had given him such news.

    "This just proves the savagery of my wood elven brethren-- so consumed by their daily lives of bedding trees and flowers that they forget the curse laid down before them... before us all. Children, the children of elves are the most precious commodity that one can acquire as an elf in our long lives and yet they have spat on all of us. They have shown their true colors as an elven nation and people. Get out of my face, and bring me better news." 

    Cenwall would flick his wrist to the common messenger, reclining into his wicker chair to hold deeper thoughts.

    "I pity the lessers--truly."

    He'd shake his snow-white covered head and glare out towards the stars in the direction of the Dominion-- the splinters of the lost High Elven empire of Kalenz and his high elven people.

     

  12. Sohaer Cenwall Maeyr'onn hears of this news from within the inn-- such a display of impurity had just befallen his ears as the elf ran out of the prosperous city with his tail in between his legs. He'd quickly pen a letter and send a hawk to follow the elf as he ran before he could face his judgment like a true man.

    "The age of rebellion and impure, craven power hungry madmen is beyond us. IF you wish for true change, drop the facade of a purity driven mission and pick up your sleeves and start working to improve the nation as a whole. You speak of impurities yet you cling to violence-- the gravest act of impurity in our lands. You claim to grasp at a lost legacy yet you have done nothing for our people as the council or I have done for this city. In fact we would have no such city if not for the brave elves who stand as your representatives. The era of prosperity is within grasp and your ramblings heard many times before will not solve anything. Know the sacrifices we have done to secure the homes and nation of all mali'thill alike. I am of pure High Elven blood-- descendant of Nelecar Maeyr'onn, one of the few founders of Haelun'or and its first Okrarir'sil. As he so valiantly defended our nation so will I to such shallow threats and words. Come speak to me once you've read a book and perhaps, maybe then can you speak of true progress.   13. Sohaer Cenwall glances over the missive with a mused look upon his smug face.

    "Ha.. ha ha..."

    He'd read over once more, wiping a tear of supremacy from his superior eyelid.

    "Fel plague? These humans not only lack the mental capability of a pure 'thill but also thereof that of a half-breed degenerate beggar. Why ever did we grant these mongrels land when they embarrass themselves with such a spew of idiocy, that I beg to reason the whole civilized world has never seen such lunacy!"

    He'd show his pinky, sipping his tea and reclining back into his birch wicker chair.

    "More research must be had on the effects of Aengul influence on the human brain."
