Otherwise the massive population requirement would stop pretty much anyone else claiming it, and if you became unable to meet the activity requirements you'd lose all of the plots. Instead, they should be claimed individually (remember while you can only be a citizen on one region, you can have build perms to as many as you need). That way if you become unable to support them all you'll only lose those regions you can't support, and it means other players will be able to claim the plots without an exorbidant population requirement.
