Type of Charter: since i've choosen a small frozen island, the main occupations will be hunter and fisherman.

Arrowden was built from a abandoned fishing maybe a whale hunter camp. A hunter known as Amadeus Glaciem also called Balorien, settled his camp there, started to repair the old shacks, he with some of his companions started to build out a raider and hunter camp there. The great frozen island near by are a good hunting ground for a experinced hunter, and nobady know where the furs and the raiders come from, and that's a good thing.

This has been up for a while, and for that I apologise. But there are a few issues with this charter. From my interactions with you I've gotten the impression what you want is a small independent area, not a full nation. Not to mention I don't believe you meet the requirements for a nation. From helping you with the region I know that your area is built on Urguan land that the leadership granted you. You can't form a new nation from within the borders of an existing one, even if they themselves don't mind. If you wish to discuss this, PM me via the forums.
