REFORM TO THE COMMITTEES OF THE IMPERIAL DIET, 1760

 

INTRODUCTION

This act seeks to amend Section II and Section III of the Senate Committees Act of 1737, by adding an additional Committee, the Committee of the Interior, as well as changing the structure of these Committees.

 

SECTION I:

Amendment to Section II of the Senate Committees Act of 1737

 

  1. The Committees shall now consist of the following four Committees:

  • The Imperial Senate Committee on Justice

    • To oversee the Ministry of Justice and the Judiciary, inquire on the enforcement of law, summon Imperial legal documents for review, and hold hearings and determine recommendations for articles of impeachment.

  • The Imperial Senate Committee on Civil Affairs

    • To oversee the Department of Civil Affairs, especially the conduct of the Imperial Census and national elections, reserving the ability to subpoena documents and records under the custody of the department and conduct hearings to oversee the operations of their staff.

  • The Imperial Senate Committee on the Treasury

    • To oversee the Imperial Treasury, inquire on the nature of the budget, summon documents and ledgers recorded by the department, and hold hearings and determine reviews for appropriations to be debated on the Senate floor.

  • The Imperial Senate Committee on the Interior

    • To oversee the operations of the Department of the Interior, inquire on the nature of the public works, hold hearings to oversee their operations, and to review all legislation of import such as Writs of Regulation as pertaining to their duties. 

 

 

SECTION II:

Amendment to Section III of the Senate Committees Act of 1737

 

  1. The structure of the Senate committees will now be as follows:

  • The committees shall consist of three Senators.

    • One Senior Senator, who shall serve as the Chair.

    • Two other Senators, Junior or Senior.

  • The Chairs will be decided upon agreement between the four Senior Senators.

    • If no agreement is reached, the President Pro Tempore has final say.

  • The delegation of Senators will be assigned upon agreement by the Chairs.

    • If no agreement is reached, the President Pro Tempore has final say.

  • The Chair will facilitate the duties and exercise the powers of the committees responsibilities.

  • The Chair shall hold the authority to call for meetings of the committee, issue subpoenas and summons, and set the business of the committee.

  • The Chair shall hold their position until they lose an election or retire from the Senate, after which they shall be replaced with an inheriting Senior Senator.

  • A majority of the committee must vote to approve recommendations and committee resolutions to the full floor of the Senate.
