A bill for the establishment of a national survey of land to be conducted by the Ministry of the Interior every ten years.

INTRODUCTION

In the winter of 1759 the rebellious territory of Northland, formerly known as Warwick, was subdued, and its land shortly thereafter requisitioned by the Crown for direct governance. The reintroduction of this massive swath of land into the Imperial fold has prompted the necessity of a national survey of property to be conducted by the Ministry of the Interior, in order to establish deeds and title in law.

SECTION I: THE CONTENTS OF THE SURVEY

The contents of the survey shall be as follows:

  1. Province (Curon, Haense, Helena, Kaedrin), or territory (Northland)

  2. Definition of property as under public, private, or ecclesiastical ownership

  3. Name and title of landowner

  4. Primary utility of the property

  5. Size of property in units of acres (see ORC 501.021)

  6. Demarcation of property on the map

SECTION II: HOW THE SURVEY SHALL BE CONDUCTED

The survey shall be conducted as follows:

  1. The Ministry of the Interior, aided by the government of a province or territory, shall conduct the survey.

  2. The survey shall be conducted at least every ten years in order to maintain validity of records.

  3. Surveyors hired by the Ministry of the Interior shall be entitled to a singular stipend of 200 minas for their work, payable by the Imperial Treasury.

SECTION III: ON DEEDS

On the purpose of deeds:

  1. Deeds of ownership shall be issued at the discretion of the Ministry of the Interior on the request of landowners.

  2. Deeds shall serve as legal documentation of ownership over a surveyed land, and may be used for purposes involving a court of law, e.g. inheritance.

  3. Deeds shall not be construed as Imperial letters patent, lands managed and governed by provincial governments, or otherwise public land grants as conferred and managed by the Imperial Crown or thus granted at the exclusive prerogative of the Crown.

A deed shall include the following:

  1. The name of the deed holder.

  2. The province or territory in which the property is located.

  3. The size of the property in units of acres (see ORC 501.021)

  4. The signature of the Secretary of State for the Interior.

SECTION IV: LAND REGISTRY

  1.  The Ministry of the Interior shall keep a registry of survey information and deeds.

Introduced by Secretary Joseph  C. Novellen

Cosponsored by Senator Urrigon Drumm

Issued and proclaimed,

HIS IMPERIAL MAJESTY, Peter III Anthony, Holy Orenian Emperor, King of Curon, Renatus, Salvus, and Seventis, King-Elect of Kaedrin, Prince of Malinor, Protector of the Heartlanders, Highlanders, and Farfolk, etcetera.
