Representative, If I may have a moment of your time? I would like to offer a proposal to the new integration, and patriotic education of all new citizens to the Empire. I say this program is necessary, as initial arrival to the Empire or departing one's household when finally of age to join the greater Empire can be a confusing and disorienting state of affairs. One arrives to find a bustling city of Providence, with no idea how to get about - and often limited by the home education provided by our parents and tutors. A new programme of this type shall serve to bridge the gap between new arrivals, and linking them immediately into a community where they may best use their talents - and more importantly - best serve the State. Under the Director of Civil of Affairs, and led by the Vice-Chair of Education I recommend we establish a 'New Citizen Processing' that would: 1. Integrate New Citizens into the Census 2. Affirm their Imperial Identity 3. Orient them to the Imperial State, its Culture, History, and Institutions 4. Seek to place them in Housing 5. Link them to State or Private Employment within the State. How does one make this occur, I offer this solution. Bi-Annual (Or As-needed in an Ad-hoc occasion for those who do not wake during the hours of others), a New Citizen Processing class is offered out of the Department of Civil Affairs building. The basic course instructor shall be a member of the Department of Civil Affairs, who shall be responsible for management of the new students and the course. Representatives from the cities are highly encouraged to attend to make this process more streamlined.^^Private Employers across the Empire may pay to attend this day to find new workers for their business.
