United Kingdom of Aaun 56 Share Posted December 1, 2022 THE CHARTER OF THE UNITED KINGDOM OF AAUN PREAMBLE During the course of the Tapestry of Man, as ordained by GOD himself, nations shall rise and fall. The tides of that great swelling sea are quick to swallow the vessels of state and are yet quicker to jettison debris from their depths for the construction of newer crafts. Only those vessels constructed from noble constitution shall be likewise worthy of sailing the troubled sea of history and surviving its tempests. Thus We, the Lords of Aaun, long wearied by the yoke of lame rulers, do by this Charter establish the framework to provide for the national defense, foster unity, promote freedom, institute strong yet just government, and affirm the rights of our nobility and people. Spoiler Statute I: Regarding the nature of the Sovereign The Sovereign shall be known as the King or Queen-Regnant of the United Kingdom of Aaun. The Consort to the Sovereign shall be known as King-Consort or Queen-Consort of the United Kingdom of Aaun. The position of Sovereign is irrevocably held by the head of the Royal House of Alstion, known as the Prince of Alstion. The Sovereign shall be considered Head of State and Head of Government for the Realm. Statute II: Regarding the authority of the Sovereign The Sovereign shall have authority over all foreign affairs, able to negotiate treaties through himself, or appointed ambassadors, to be approved by the Diet. The Sovereign may delegate any amount of power within his authority to appointed Royal Offices of his choosing in accordance with Section I, Statute IV. The Sovereign of Aaun shall have shared authority to grant citizenship to the Realm in accordance with the Royal Diet and Section IV. The Sovereign of Aaun shall have authority to grant petty nobility status to citizens of the Realm. The Sovereign of Aaun shall have authority to create and grant honors to citizens of the Realm. The Sovereign shall have the authority to grant and revoke Noble Estates within the Realm, with approval of the Royal Diet. The vote to create a new Noble Estate shall pass by simple majority. The Sovereign shall be Protector of the Realm, thus in times of national emergency, insurrection, or war, serve as master of all armed forces within the Realm. The Sovereign shall execute all national laws and regulations of the Realm passed by the Royal Diet. The Sovereign shall have shared authority over all national lands and infrastructure of the Realm and dictate its management with the assent of the Royal Diet. The Crownlands are recognized as the Noble Estate of the Sovereign and are to be governed as they see fit. Any authority not expressly given within or clarified shall be granted cooperatively to the Sovereign in accordance with the Royal Diet. The Sovereign may declare Realm Peace for as long as they see fit between any parties, ending conflicts or subjecting them to Royal mediation with the consent of the Royal Diet. Statute III: Regarding the succession, incapacitation or adolescence of the Sovereign The Sovereign shall reign until death unless by writ of abdication. The Sovereign shall be succeeded in accordance with the ancient tradition of Absolute Primogeniture Succession. The responsibilities and authority of Sovereign in event of incapacitation, insanity, or adolescence shall be fulfilled by a Regent, appointed by the Royal Officers with the consent of the Royal Diet. In the event of the Sovereign being underaged, the appointed Regent shall rule in their name until the Sovereign turns the age of eighteen. The Sovereign upon ascension shall pledge absolute loyalty to the Charter, uphold the Realm's unity, maintain law and order, and respect the authority of the Charter, under oath to GOD The Regent shall make the same pledge upon confirmation. Statute IV: Regarding the Royal Officers who shall serve at the pleasure of the Sovereign The Realm is served industriously by the Edict of the Five Offices (1896), and it is written that the Sovereign may exchange and reform his Counsel at His will that most befits the nation; they have the power to govern as the foremost apparatus of state in the Crownlands and with the authority delegated to them by the Sovereign, on the condition that; They be freely changeable by the Sovereign, who has ultimate authority over staffing; They swear to uphold this Charter of the Realm upon entering office; They must make every effort to appear before the Royal Diet upon being formally summoned. SECTION II: THE ROYAL DIET OF AAUN Regarding the nature, authority, and Grand Peer of the Royal Diet of Aaun. Spoiler Statute I: Regarding the nature of the Royal Diet The Royal Diet shall be considered the direct embodiment of Noble Estates at the national level. The Royal Diet shall be composed of all the Noble Estates of the Realm, a representative of the Crownlands, and a representative of the Church of Canon, with each representative having one vote. Members of the Royal Diet shall be titled Deputy of the Realm and be styled 'His or Her Excellency' as secondary to their own primary style. The Royal Diet may convene at its leisure, provided the Grand Peer or a representative thereof is present to chair the meeting, and fair notice has been given to all Noble Estates. Statute II: Regarding the authority of the Royal Diet All authority of the Royal Diet shall be exercised through the sole right of legislation, which shall not contradict other national laws and shall pass such with a simple majority vote. If the legislation contradicts national law, the national law or legislation shall be amended or voided through simple majority. All legislation shall be presented to the Sovereign and be approved by them through signature, or being disapproved, shall be repassed by two-thirds of the Royal Diet, upon which it shall become national law. The Royal Diet shall have sole authority to approve all diplomacy, treaties, and acts of aggression or war with a simple majority and Royal Approval. The Royal Diet shall have shared authority over all national lands & infrastructure of the United Kingdom of Aaun. The Royal Diet shall have authority to levy and collect taxes from the Noble Estates for the common defense of the Realm. The Royal Diet shall have shared authority to grant citizenship of the Realm in accordance with Section IV. The Royal Diet shall have sole authority to approve Estate Nobility within the Realm and thus entrance into the Royal Diet of Aaun. The Royal Diet shall have sole authority over revocation of Estate-level nobility or referred revocations from the estates. Once a proposal of revocation is submitted by the King, the Deputy who stands accused shall be temporarily suspended pending trial. In trial, the Royal Diet shall be given the charges upon which the individual is accused, thereupon the individual shall be called to act as the defendant, the Lord Justiciar as the prosecutor, the Royal Diet as the jury, and the Grand Peer as the Judge in accordance with Section IV, Section V. If the individual is found guilty of the charges, they shall be stripped of titles and holdings, or if found innocent, shall be acquitted and resume their duties as a Deputy of the Realm or elsewhere. The Royal Diet shall have sole ability to invest its authority over certain matters to the Sovereign or Royal Officers of the Sovereign. The Royal Diet may recall its invested authority with a two-thirds majority The Royal Diet may overturn decisions made with its invested authority with a two-thirds majority. Any authority not expressly given or clarified within shall be granted cooperatively to the Royal Diet in accordance with the Sovereign. Statute III: Regarding the Grand Peer of the Royal Diet The Royal Diet shall elect a Grand Peer who shall serve as Leader of the Royal Diet, Judge of all Estate-level or referred revocations, and primary representative of the Royal Diet. The Grand Peer shall serve for a term of Six Years and be elected or dismissed with a simple majority of the Royal Diet. The Grand Peer shall have one vote in their capacity as a Deputy of the Realm excluding cases of a tie where they shall break the tie by either voting in the affirmative or negative. SECTION III: NOBLE ESTATES OF AAUN Regarding the establishment, nature, and authority of the Noble Estates of Aaun. Spoiler Statute I: Regarding the nature of the Estates The Noble Estates shall be defined as the direct vassals of the Realm. The Noble Estates shall each have their own Coat of Arms or Banner to be flown alongside that of the Realm. Statute II: Regarding the establishment of the Estates Whereas new Noble Estates may be admitted by proposition of the Sovereign and approval by the Royal Diet in accordance with Section II, Statute I. Upon the admittance of new Noble Estates, the Realm represented by the Sovereign shall guarantee them the authority afforded to them by this Charter, those being protection from external invasion and invitation to the Royal Diet. The holder of the Noble Estate, upon admittance or inheritance of the Estate, shall pledge absolute loyalty to the Charter, uphold the Realm's unity, maintain law and order, upkeep their Noble Estate, and respect the authority of the Realm, under oath to GOD. Statute III: Regarding the authority of the Estates The Noble Estates shall be afforded the sole authority to raise militia in the service of their own Estate The Noble Estates shall be afforded the sole authority to determine the succession of their titles. The Noble Estates shall be afforded sole authority to grant Estate Knighthoods and gentry status to citizens within their Estate. The Noble Estates shall be afforded the authority to elevate citizens to petty nobility with the assent of the Sovereign. These petty nobles may not equal in rank to that of the overall Estate. If disapproved by the Sovereign, the proposed petty nobility may with the sponsorship of their Noble Estate appeal directly to the Royal Diet for assent. The Noble Estates shall be afforded sole authority to write and enforce their own Estate laws so long as they do not contradict those of the Realm. The Noble Estates shall be afforded the authority to levy and collect taxes, duties, and excises from within their Estate. The Noble Estates shall be afforded the authority of the expansion of settlements within their own Estate. The Noble Estates shall be afforded the sole authority to grant lands within their own Estate. The Noble Estates shall be afforded the sole authority to revoke lands within their own Estate. The Noble Estates may refer their revocation to the Royal Diet for verdict. SECTION IV: CITIZENRY OF AAUN Regarding the nature of the Citizenry of Aaun. Spoiler Statute I: Regarding the nature of citizenship All persons born or granted status within the Realm, and subject to the jurisdiction thereof are citizens of the Realm. Citizenship of the Realm is exclusive and shall not be held jointly with citizenship of another Realm. SECTION V: THE CHURCH OF THE CANON Regarding the nature and authority of the Church of the Canon within Aaun. Spoiler Statute I: Regarding the nature of the Church of the Canon The Church of Canon shall be recognized as the official religion of the Realm. The High Pontiff will be recognized as the sole head of the Church of The Canon within the Realm. The Church of the Canon shall be represented within the Royal Diet in accordance with Section II, Statute I. Statute II: Regarding the authority of the Church of the Canon The Church of the Canon shall have sole authority on the laws on faith within the Realm. The Church of the Canon shall have sole authority to preserve and protect against false teachings. The Church of the Canon shall have sole authority on punishment for atrocities or heresy within the Realm. The Church of the Canon shall have authority to raise churches or shrines for the faith so long as they are solely used for such. SECTION VI: RATIFICATION AND AMENDMENT PROCESS Regarding the ratification and amendment process of the Charter of the United Kingdom of Aaun. Spoiler Statute I: Regarding the ratification of the Charter of the United Kingdom of Aaun The ratification of the conventions of all current Noble Estates and Sovereign shall be sufficient through unanimous vote and signature for the establishment of this Charter. Statute II: Regarding the process to amend the Charter of the United Kingdom of Aaun All sections, statutes, and clauses of the Charter may be amended, excluding Section V, Section VI, Section VII and their declarations. To amend the Charter a Deputy of the Realm must propose the amendment to the Royal Diet. The proposed amendment must pass the Royal Diet with two-thirds approving of the Charter. The proposed amendment shall be presented to the Sovereign and be approved by them through signature, or being disapproved, shall be repassed by two-thirds of the Royal Diet, upon which the Charter shall be amended. SECTION VII: BINDING AND SUPREMACY Regarding the binding and supremacy of the Charter of the United Kingdom of Aaun. Spoiler Statute I: Regarding the binding of the Charter of the United Kingdom of Aaun Upon ratification of this Charter, all Noble Estates and the Sovereign within the Realm are irrevocably bound to the Charter and its declarations. Upon admittance to the Realm, a new Noble Estate shall be irrevocably bound to the Charter and its declarations. Upon ratification and admittance to the Realm, secession by any Noble Estate is impossible and shall not be instrumented by the Sovereign, Royal Diet, or any Noble Estate within the Realm. If secession is attempted or declared, it shall be considered an insurrection against the Realm. Statute II: Regarding the Supremacy of the Charter of the United Kingdom of Aaun Whereas upon ratification and admittance, this Charter shall be considered the supreme legal and governing document within the Realm, and thus have jurisdiction over all. So each is given a law unto their kind, and the world is perfected. This is the promise of GOD to the World, that it shall belong to the virtuous, who love Him.
