EtowTheSaltyCat 574 Share Posted August 14, 2023 THE EDICT OF GARMONT 10th of Tobias’ Bounty, 1937 By the UNITY OF MIND of the GOVERNMENT in PETRA, serving always CHIVALRY, LIBERTY and JUSTICE, the QUEEN does affirm this EDICT delivered beneath the ALDTREE Concerning LEGISLATIVE REFORM through the UNIFICATION OF THE ROUND TABLE and the OLD REGIME — the GARMONT ASSEMBLY — ARTICLE I. the ASSEMBLY The Garmont Assembly serves as the legislative body of the realm and as a forum of discussions and debates between its assembled members. The Assembly is to be held every year or latest every third year to ensure its continued functioning. Additional sessions may also be called in by the sovereign, Chanzlé and Vice-Chanzlé or by the request of several of its members, members of the river council also retain the right to attend sessions and give their input during debates, but may not cast votes. The assembly holds the right with the consent of the sovereign to reform itself. When assembled, the Garmont Assembly is empowered to: a.) Counsel the Sovereign, their Chanzlé, and the River Council on any such matter of governance as pertinent to the realm, with the exception of sensitive executive matters, and to move resolutions comprising their advice concerning these affairs;b.) Propose candidates to the sovereign for the office of the Chancellor, and to move resolutions on these proposals;c.) Summon the officers of the sovereign’s executive cabinet for report, so as to keep abreast of the realm’s affairs;d.) Impeach the officers of the sovereign’s executive cabinet in the context of investigations of misconduct by a 2/3rds vote of the entire chamber;e.) Ratifying constitutional amendments;f.) Propose, write, debate and vote on legislation for the realm. The Garmont Assembly shall be explicitly prohibited from altering the Constitution of the Commonwealth without the proposition of an amendment first being made by the Sovereign, nor shall they have the power to overturn royal edicts. ARTICLE II. the ORATORY & Notetakers The Garmont Assembly is overseen by the Orateur of the Garmont Assembly (also termed, the Privy Seal), who serves as the presiding delegate of the assembly's concerns. The Orateur serves as the presiding officer during sessions of the Garmont Assembly. Their duties are as follows: a.) Summons the Assembly for meetings.b.) Maintains order during debates.c.) Recognizes Assembly members that wish to speak.d.) Oversees the legislative process, sending passed bills to the Sovereign for assent.e.) Designates a notetaker to take minutes during each meeting of the Assembly. In the Absence of the Orateur, the Sovereign, Chanzlé or Vice-Chanzlé may take over the same duties to preside over the assembly. ARTICLE III. Composition of the Garmont Assembly The Garmont Assembly is composed of three entities. These include three bodies representative of the peerage, citizens, and gentry of the entire Commonwealth. a.) The Peers are composed of the landed nobility and vavasours of the realm and are entitled one seat each at the Garmont Assembly, to be held by their leader or a representative of their choice. Free Cities of the realm shall also be permitted to send a representative to the Assembly in the same vein as peers as they deem fit. b.) The Sitting Knights are to be composed of knights of the Order of the Petrine Laurel, who are to bear the title of Knight Lieutenant and shall be selected to represent the gentry by the Knight Paramount. There shall be four Knights Lieutenant by default. However, the Knight Paramount may request that this number be altered by the Sovereign, who may choose to consent to this request at their leisure. c.) The Electors are chosen in an open election by the citizens of the realm every 5 years. Each member receives a singular vote on legislative matters. For a quorum of a Garmont Assembly over half of the Peers or their representatives and the realm’s electors must be present, sitting Knights are not required for a quorum of the assembly.
