THE SILVERLIGHT ACCORD

The Terms, agreed upon by both signatories, are as followed:

[ I ]:  The Silver City of Taliyu'lin is hereby regarded as a self-governing Tributary State of the High Kingdom of Idunia, and in so being, acknowledges its place beneath the banner of the High Kingdom and therefore within the greater fold of the Empire of Man. The Silver City further recognises and affirms the sovereignty of His Imperial Majesty Marcus I as Emperor of Azuras, and of His Royal Majesty Tar-Pharazon as High King of Idunia. 

[ II ]:  The Silver City of Taliyu'lin retains full autonomy, subject to the governance of the Law of Harren and the Silver Law within its borders. Furthermore, the doctrine of the Church of the True Faith is agreed to be inviolable.

[ III ]:  A liaison will be assigned to the Silver City of Taliyu’lin, agreed on by both signatories, to oversee progress of the city and ensure compliance with this agreement. Regular meetings shall be convened between the signatories to assess the progress of the Silver City, with the understanding that demonstrated virtue shall, over time, open the path toward an elevated standing.

[ IV ]:  The cultural and religious practices of either state shall not be restricted or threatened within this agreement. Those who sign acknowledge the importance of historical customs and heritage, promising to act in their preservation when considered under threat.

[ V ]:  Both realms will coordinate against bandits and other mutual threats. The Silver City of Taliy’lin shall venture to rid the world of the corruption of the darkspawn and avail ongoing efforts in that regard.

[ VI ]:  The signatories agree to grant diplomatic immunity and protection for visiting envoys. 

[ VII ]:  This pact shall remain in effect so long as a tributary fund of 200 mina is paid yearly by the Silver City of Taliyu'lin to the High Kingdom of Idunia. Should said tributary fund fail to be rendered in due time, a grace period of one year shall be afforded to the Silver City of Taliyu'lin to satisfy the outstanding obligation. The dissolution of this pact shall occur when the Silver City of Taliyu’lin has returned to prosperous stability by mutual agreement of the signatories.
