I am a cultural anthropologist. Canada is a nation-state with dozens of unique cultures within its national polity territorial boundaries. For example, unique Indigenous cultures abound, such as Inuit. Francophone cultures such as Quebecois and Acadian are numerous in population. Also, Anglofrankish cultures, comparable in patois / creole formation similar to Jamaican Patois or Miami Spanglish, abound. Linguistic mutation, attire variation, interlanguage slang, and even theological admixture are plentiful in Canada. Every single human person has culture. Nation-states do not have culture, as they are essentially occupying forces claiming to own land (a thing which no human person can truly own). But yes, individual people, individual families, individual clusters of families, kinship groups, community groups, faith communities, and even territorial spaces such as villages, townships, cities, provinces, territories develop sincere clusters of traits such as dress, language, slang, food that become culturized.
