I think logically it is because alot of the human kingdoms are situated on grasslands or woodlands, and not in the deserts where having a darker skin is a evolutionary beneficial to survival, these desert lands often are dominated by the Orcs, who have dark green skin designed to be able to resist the suns heat, so my conclusion is that their absence is to do with Geographic factors and not 'Racism'.
