Will their be a spawn rate, no matter how ridiculously low it is, for them in the Wilds?

No. A small map with cities with just enough space for the players to live and later develop is a much better idea than another Asulon rerun. I still do prefer a generated map with the cities and whatnot built into it, but I guess Shift knows best if he's got the experience of three maps to finally lead us out of the dark ages.
