My persona has been doing these for years even prior to the existence of Voidal Eminence. My thoughts on the actual lore are: I do think it is good to have this written out, but I think the phrasing should be changed in that the tattoos can be placed anywhere and will have all the effects of being a magic tattoo. And the restrictions are just for using them as an arcane focus, and even then just restrict to the existing lore on casting.
