  4. The Heart of the Kingdom The Lost Library of Heliviiryn was starting to seem impossibly small. Every time he picked a book off the shelf to read, it was as if he had already read it twice before. The incomprehensible language of whoever or whatever it was that had built this library still fell on eyes blind to it. Surely, he thought to himself, anyone of a weaker mind would have been driven mad trying to read this ancient gibberish. He was unsure how long he had been there, telling time while stuck in a cave is, after all, incredibly difficult. However, he had taken the time to assume how much time had passed by making scratches into a wooden panel, based merely on whenever he felt that one had passed. Three score and nine dozen he had made it to. Most of the days had ended up blending together, they were all so similar anyhow: reading in the company of the shadows, occasionally being visited by the amalgamation. Indeed, the only one that differentiated from the rest was the first. At first, all of the Descentantkind had made their ways into the ruins together, explored and made small settlements for themselves. He had been busy turning every stone in the Lost Library, trying to uncover whatever secrets (or treasures) that may have been there. There were some visitors, occasionally, but after what he assumed must’ve been only a couple of days, they stopped showing up. Few times did he leave the Lost Library since then, but every time since the population in Heliviiryn had been scarce, and he started to fear the worst. There was only him left. Clearly, some wretched beast or monster roamed in these lands, and it had managed to make almost all of Descendantkind disappear within a week. The amalgamation had confirmed so to him, telling him of how the monster had ripped apart Alyona. He had been unable to read any of the books for a week or two after then, instead he had simply wept and mourned, not only for the deaths of all those he held dear, but for the end of humanity and descendantkind altogether. And so he had stayed in the Lost Library until now, but something had felt odd about today when he had awoken. The caverns felt strangely fresh. The amalgamation seeped through the floorboards, assembling itself into a pile of ever-shifting faces, Renate, the Cometborn, Sebastian, Anatoliy, Walton, Baldrum, father, Esfir. All people that had passed, and all people that he had mourned. How they had turned into this being, he did not know, nor did he dare question such. In warped phrases did the amalgamation speak. He took three steps back, and then he understood. Nodding his head, he acquired one of the books from the Lost Library, as a testament to the fascinating ruin that he would soon leave behind. He marched through all of Heliviiryn until he found it, the wide, gaping door into a world above. Somewhere new, somewhere to rebuild. At this moment, he imagined him by his side. Throughout the vast lands of Aevos (though, believing himself to be the first man there did choose to call it Georgia) did he travel by his lonesome, until he arrived into the very heartlands of the continent, whereupon he found a congregation of rivers, inside it were a collection of rivers. There, he knew, would be the perfect home for his people. A city which could become the beating heart of the continent itself. As he looked onto this landscape, the rivers coursing wildly through the woodlands, with large ebon trees striking into the skies, he glanced over to his side. “This was supposed to be ours to build,” he spoke gently to him, “Instead, it shall be built in your memory.” And so were the first stones laid for the new home of the Haeseni: Valdev, the Heart of the Kingdom.

These reforms are the result of thoughts brewed between Ourselves and Our companions for many years past. It goes without saying that the Royal Duma has been an ailing institution much throughout Our own Reign and that of Our Father, and even Our Grandfather before Us. It has suffered from low productivity and inaction, it is in making these reforms that We hope to bring new life and rejuvenation to the Royal Duma, with a new system rooted in dividing the Royal Duma up into the Peoples’ Duma and the Lords’ Duma. We do therefore Proclaim the Following: On the Powers of Establishment I. It falls solely upon the Crown to, through Royal Edict, determine the Structure, Composition, Rights, and Duties of the Royal Duma. II. The remainder of the Edict of Wilheburg shall therefore determine the Structure, Composition, Rights, and Duties of the Royal Duma, as per the Will of the Crown. On Structure I. The Royal Duma shall henceforth consist of two Dumas, the Peoples’ Duma and the Lords’ Duma. II. The number of Elected Royal Aldermen that sit upon the Peoples’ Duma shall be equal to the number of Barons of the Crownlands that sit upon the Peoples’ Duma.*** IV. Elections, which shall be the sole means of electing the Royal Alderman for the Peoples’ Duma, shall be organised by the Crown-appointed Electoral Commissioner. II. Rules and regulations for elections shall be established by Decree of the Electoral Commissioner. III. Elections shall be held by the Will of the Crown, at the end of every term of the Royal Duma. On Rights and Duties of the Royal Duma I. The Royal Duma may legislate on matters of law, pertaining to changes to the Haurul Caezk, with the following exceptions: a. It is the sole prerogative of the Crown to amend the Jura i Kongzem. b. Only the Lords’ Duma may pass legislation pertaining to the Jura i Szlata. II. The Royal Duma may legislate on matters of action, pertaining to urging the government to perform a certain action. III. It is furthermore presumed that the Royal Duma may legislate freely, unless otherwise established in this Edict, later Edicts, or by precedent established by the Crown or Aulic Court. IV. A bill of the Royal Duma shall pass when it achieves a majority vote in the respective body in which it was proposed. V. The Lords’ Duma shall suggest the promotion of commoner houses to nobility to the Crown. b. The Lords’ Duma shall attempt to resolve issues and tensions within the nobility. c. The Lords’ Duma shall upkeep the standard of the nobility of the Realm. On Limitations to the Rights of the Royal Duma I. The Royal Duma shall be prohibited from legislating upon the following matters: a. The Crown, its authority, the Royal Succession, and the Royal Household. b. The Brotherhood of St. Karl, the Order of the Crow, and the Marian Retinue. c. Diplomacy and foreign affairs, unless permitted by the Crown in special circumstances. On Assent and Right of Review I. All legislation passed by the Royal Duma must receive the assent of the Crown to be implemented into law. II. The Peoples’ Duma and the Lords’ Duma have the right to review and advise upon legislation passed by the other body. a. This does not apply to any of the matters which are exclusively the Right of the Lords’ Duma. b. The Right of Review does not concern an inherent veto of the concerned legislation, but rather the extension of advice upon the legislation to the Crown, such as concerns, potential amendments, or outright advice to veto. III. A Right of Review must take place within a year of when the legislation was first passed through its respective body. It had been their wish - no, it had been more; it had been their plan - to rule the Kingdom together, side by side as King and Palatine. Just him and Valdemar, leading together. A brother he could lean on; a sword always at his side, and a hand that would always lift him to his feet when he stumbled. Together. But it didn’t last. Valdemar left, full of talk about taking to the seas, charting undiscovered lands, and going on endless adventures. Valdemar was lucky, Georg thought bitterly as he stomped down the old, dust-swept flagstones, deeper and deeper into the crypt. He took the chance to escape when it came. I was too dumb to see it. And so there Georg stood, abandoned. Then, it was Esfir. He had seen a lot of Valdemar in her, with that same adventurous, free spirit, and so they had grown closer with age. They travelled together, crossing Almaris while his father reigned as King and took care of all the things Georg thought were just a distant prospect. They had experienced so many cultures, seen so many places, met so many people. Esfir had given up her birthright as a Kortrevich for him, and - though he would never have admitted it while his father lived - he would have done the same for her. He had never seen a happier couple than he and Esfir. If this was what being King felt like, he had told himself, then Georg would relish every moment with Esfir as his queen. He could always count on her hand to draw strength from, on her shoulder to cry on when he did not need to be a King. But it didn’t last. Esfir grew sick, and she travelled to doctors across the land soon after Georg took the throne with no queen’s hand to hold. Whenever Esfir was in Karosgrad, she isolated herself away, whether in her bed or some secluded part of the Palace, as if she couldn’t stand to be around people -- as if she couldn’t stand to be around him. As Georg stepped into the innermost chamber of the crips, he narrowed his eyes into a glare as he felt warm tears trickle down his cheek. Her hand had never felt the same, right up until the day she died. And so there Georg stood, abandoned. Then, it was Mariya. Earlier that very day, Georg had stood beneath a gentle summer rain outside the Morrivi Prikaz. He gripped his cane as he waited, and he tried his hardest to prop himself up, to stand tall and proper for his daughter. He had held her letters in his other hand, the ink dripping and running in the rain as the paper slowly sagged in his fist. As he waited, and waited, and waited, he welcomed the churning pain in his stomach like an old friend - it was the same pain that had haunted him when Valdemar left, and when Esfir had withered. He knew the feeling better than anything - better than anyone else. It was the feeling that came when he knew he had seen a loved one for the last time. His daughter never came. Georg found himself inhaling sharply through his nose as he stopped in the final lamplit chamber. The stony, stern visages carved into the tombs met his tear-blurred glare - King Karl the Lion, his father, and King Sigismund the Golden, his grandfather. “She never came,” he told their motionless faces. His voice quivered; his hand shook. With a resounding clatter, he let the cane fall to the floor, and he fell to his knees soon after. The memory of Ser Vanhart, returned from his confrontation with his daughter, and the simple shake of his head. That shake of his head had hurt Georg more than a thousand swords ever could. It hurt more than anything. He slammed his fist into flagstones, and that pain was nothing to the turmoil he felt inside. His daughter - his firstborn - had been the last memory he had of Esfir before she had grown sick, before she had become lost to him, and in turn that meant Mariya was the last vestige of Valdemar. His daughter, her smile, the gleam in her eyes, and her spirit … Seeing all that, Georg could have made peace with everything he had lost before, and everything he would lose since. But now she herself was lost. She had left him, left her home and her people, to give her blood to those who wished to see Georg dead and his Kingdom set aflame. His vision swam, and Georg raised his head to stare at the stoney faces of his father and grandfather once more. She had left - gone to the same people who had clashed in a mortal coil against his forefathers. “Is this what being King is?” he whispered to the stone. “To be abandoned and fight until we’re broken and spent? Is … is that all it is?” He loved his daughter - he loved Mariya. But it didn’t last. And so there Georg stood, abandoned.

  23. the main restriction on roads should be that you're not allowed to block them off. i think you should be allowed to build on them on the condition that settlement/building/whatever doesn't actively prevent people from travelling across the road (ie gates, walls, etc. that serve to block off the road).
