Hi! I've thought a bit about this after reading it over, and I don't think this middle ground of conflict is going to work / be sustainable. By allowing war raids to be allowed, but not wars themselves, we're creating an environment in which we're kind of stuck in the sort of pre-war state where there's PVP but no kind of roleplay or resolution to the situation at hand. If you allow war raids to continue for the rest of the map, but no warclaims, tensions between communities is just going to increase and boil higher and higher without the possibility for any resolution to it, which I think highly disfavours roleplay in general, and also won't be good for the server environment as a whole. I really think it should be a case of all or nothing, not a middle ground. It's either warclaims and war raids, or no warclaims and war raids. Based on your reply, it's blatantly obvious that warclaims will not be allowed, for which reason I also believe these raids should be disabled. We want a conflict, but we don't want one continues to drag on for months without any possibility of resolution. We'd rather be able to focus our efforts on new map and our next city, and not having to fight an infinite amount of raids without any resolution.
