Greetings Citizen,

 
 

It has been long since I have addressed you all in a formal manner such as this, due to the relative peace and well-being we have experienced these past years. However, I address you today in a state of personal and national turmoil that all must know, understand, and prepare for.

 

For years, from Vailor to our current home in Axios, Sutica has existed on the principles of freedom, peace, and acceptance. It has been a struggle and a labor, sometimes harder and more fruitless than other times, but for the most part a challenge that has rewarded us with a life we are happy with.

 

However, the challenge, the struggle, the labor, all of it and more has often fallen on the backs of the few while the masses have reaped the benefits of their sacrifice. And while such has continued with little protest from those that labor, the time for them to rest has arrived. With such rest earned for those hard laborers, a time of responsibility and duty has begun for the nation’s people.

 

Below you will find an outline of numerous changes that will be taking place within our lands in the coming months. Changes that will not only benefit the nation as a whole, but spur pride and respect in each and every individual that gives back to the nation that has provided them with a comfortable life for so many years.

 
 

Home Inspections:

 

Due to the discovery of illegal additions to homes within the city (Extending from secret passages, enormous basements, dungeons of varying degree and purpose, inhumane animal farms, etc), every home will be subject to random search and inspection to ensure residences are held up to code.

 

Individuals that are found to own a home with such an addition will be fined heavily and/or be subjected for immediate eviction. If you wish to ensure that such a fate does not befall you and you have a questionable addition, contact a steward in advance.

 
 

Shops/Stalls:

 

Within the coming months (October 29th at NOON EST), all businesses will be retaken by the city, cleaned out entirely, and put up for rent once more. This is due to numerous shops being abandoned, being owned by citizens that no longer live within our lands, etc.

 

Individuals that do not clear out their businesses by this date will lose all their items inside and will not receive them back. Be sure to clear out your shops/stalls before this date.

 

After the purge is complete, all shops and businesses will be up for rent once more, with their original owners receiving the first chance to reclaim their original spot.

 
 

Taxes:

 

City Taxes

 

Within the coming months (Starting October 30th), ownership of buildings within the city will require a yearly (weekly) payment to maintain rights to it.

 

Small Residences will require a payment of 25 Minas yearly.

Large Residences will require a payment of 50 Minas yearly.

Grand Residences will require a payment of 100 Minas yearly.

 

Businesses (Regardless if auto-shop or RP shop) will require a payment of 50 Minas yearly.

A Shop House will require a payment of 75 Minas yearly.

 

Failure to pay taxes on time (Due every Saturday by NOON EST) will result in the beginning of an eviction process (More on this below).

 

Settlement Taxes

 

Within the coming months (Starting October 30th), settlements within the lands of Sutica that are outside city limits will be required to pay a tax based on size, population, and purpose. These taxes will be unique and negotiated between the settlement’s current leader and the leader of the nation.

 

Failure to pay this tax on time will result in consequences that will be discussed during negotiations.

 
 

Eviction Process:

 

Failure to pay taxes in a timely fashion will result in eviction.

 

Residences

 

The first week of unpaid taxes will result in locks being changed, barring access to ALL individuals that live within the residence. Citizenship will be suspended during this time as well ((Region Membership will be removed.)) However, all items within the building will remain untouched.

 

The second week of unpaid taxes will result in full eviction. All belongings within the residence will be claimed by the city and the house will be put on the market once more by the city. Anyone evicted will not be eligible for another home within Sutica until their previous taxes are paid for.

 

Additionally, a warrant will be issued for the home's primary owner if taxes remain unpaid. Upon arrest, the individual will be forced to either pay the taxes or work off the debt in a debtors prison.

 

The city holds all rights to apply interest to the unpaid taxes and demand it from the individual upon capture.

 

Businesses

 

Business is the lifeblood of any economy and any entrepreneur is taking on a responsibility by opening one. Thus, any business that goes unpaid for will be evicted after the first week.

 

Any items that remain at the location will be seized by the city.

An individual with unpaid taxes will be unable to reopen shop until previous taxes have been paid.

 

Additionally, a warrant will be issued for the business' primary owner if taxes remain unpaid. Upon arrest, the individual will be forced to either pay the taxes or work off the debt in a debtors prison.

 

The city holds all rights to apply interest to the unpaid taxes and demand it from the individual upon capture.

 
 

Tax Office:

 

A tax office will be setup within the city within the coming months ((It will open on Sunday, October 30th)).

 

To pay one’s taxes, find out your address (it is labeled outside your door) and search for the chest with the corresponding address. The amount you owe will be labeled, and tax papers will be located nearby for purchase. Purchase the correct amount and place them inside your chest.

 

Should you wish to pay in advance for numerous years, simply put additional papers within your box. Only the exact amount of papers for each year will be removed.

 

Taxes will be due at the closing of each year ((Saturdays at NOON EST/5PM GMT)).

 

Resource Center:

 

A resource collection center will be established within the city.

 

Similar to the sky-gods shops of old, you will be able to offload raw resources for Minas.

 

While the amount per load will not be top dollar, it will be a constant source of income should you wish to utilize it.

 

Things that can be sold to the city include (and are not limited to):

 

Haybales

Wool

Leather

Logs

Iron

Gems

Gold

Stone

Coal

Hardened Clay

And More

 
 

The above measures are ones of drastic change to the normal ways of Sutican life, however, ones that must be made to ensure that the nation stands, not on the backs of few, but is lifted by the combined grip of many. Many hands makes for light work, and change will become quicker within our lands.

 

More changes are planned, some sooner than others, that will give new definition to our lands and ways of life, changes I wish for all to approach with an open-mind. We have come this far, holding onto straws of hope for a peaceful time and a new life. We have accomplished that. We must not become complacent and head towards new and greater goals, ones that will allow us to become more than we currently are.
