With intent to moderate, protect, and foster the many Orenian traditions of games and wagers.

 

 

INTRODUCTION

Styled after the Duke Ratibor of Adria, who proliferated the spirit of gaming in good conscience through the use of his red duma die. This act seeks to enable local administrators to provide dispensation to honest dice halls and gaming establishments, along with decriminalizing gambling and wagers between private individuals.  

 

 

SECTION I:

Amending the Oren Revised Code CH 206.02

 

  • Individuals are permitted to partake in friendly wagers, gambling, and card games as a decriminalized act, only punishable if such endeavors reach an institutional level without proper dispensation. An undispensed level of gambling that would violate CH 206.02, for the purpose of this bill, will be defined as an organized business promoting gambling in such a way that it inspires a spirit of immorality, indecency, and dissent among its patrons.

  • Institutionalized gambling halls are exempt from CH 206.02 if granted dispensation by the local provincial authority or imperial authority, namely the relevant Lord Lieutenant, Governor-General, Lord Palatinate, or by writ of the Ministry of the Interior, or by imperial decree, in that order of authority, with the understanding that their writ dictates the establishment is one honest and in line with Orenian tradition.
