Property Laws

  1. Citizens have a right to owning their own home/living space, alongside not having it seized by the government.

    1. This is only negated after having failed required activity checks.

    2. High officers in the Talon’s Grotto military have the right to search and seize property if it is in violation of one of the proceeding laws.

  2. Citizens have a right to own their own things without them being seized by the government.

    1. This is only negated should the goods be illegal or contraband.

    2. This is also negated if proper activity checks are failed.

  3. Guard must have a warrant to search your property or seize it.

    1. This is only negated when probable cause is shown.

  4. A person may not take up residence illegally without purchasing or renting a home

    1. This can lead to forced removal from the property, up to the city.

 

Business Laws

  1. It is illegal for businesses to ‘buy-out’ the stock of other stores for the sole purpose of monopolizing the market.

    1. Violation can result in having one’s license revoked.

  2. Merchants from other cities are required to pay a tax on any goods they sell within the city.

    1. This must be pre approved by the Ministry of Wealth.

    2. Should it not be approved you shall pay a fine of 200 minas

  3. Businesses are allowed to set their own rules, that you must follow

    1. Failure to follow a businesses rules could result in the forceful removal from the business, and a fine if refusing to leave the grounds.

 

Laws on Free Speech

  1. Free speech allows for a person to speak their mind regarding how they feel.

    1. This is disallowed should such speech is a call to action I.E: shouting fire in a crowded building

  2. Citizens are allowed to dress how they please so long as they are not terribly scandalous or completely nude.

  3. Citizens are not allowed to defame a person by spreading false rumors, or lying to guards.

    1. This shall be met with a hefty fine of 150 minas

  4. A citizen may not impersonate a noble, or guard of the city at any time.

    1. This could be met with time spent in jail as well as a fine of 1000 minas

  5. A citizen may not use words to spread anger, or incite rebellion against the city.

  6. Speaking of the inner working of the city to another nation's leader (or anyone of a differing nation) shall be considered treasonous.

 

Magic Laws

  1. All mages are required to have a permit and be registered with the government.

    1. This is so they are allowed to freely cast magics as they will be defined below

    2. Violent criminals are not allowed to have such a permit.

  2. Sensory changing magics, such as Sensory illusion, and Mental magic shall be allowed, however, they may not be used to alter a person’s mental state without the express consent of the person.

  3. Evocations and other arcane magics are allowed to be cast, however not to be used to harm individuals unless in self defense.

    1. Defending yourself with a permit does not lead to any fine so long as you can prove your side of the story.

    2. Defending yourself with magic without a permit will lead to a warning, and you will be requested to apply for a permit.

  4. Dark magics are not allowed to be cast, and dark mages are not allowed into the city.

  5. Magical creatures must speak privately with the current head of magic to be registered in secret that they are living in the city.

    1. Golems, and other constructs also fall under this law.

    2. A construct harming someone outside of self defense shall be decommissioned and the owner fined the corrosponding amount according to laws of murder and assault.

  6. All magical experiments must be approved by the court mage before being performed.

  7. Businesses are allowed to have their own rules on casting inside of their establishments.

 

Crime laws 

  1. Theft
    1.1    Petty theft (will be considered anything under 500 minas) Will be met with the returning of the object(s) or value, as set by owner, and a fine of 100 minas

1.2    Major Theft (Anything above 501 minas) will be met with the returning of the object(s) or value, as set by the owner, and a fine of 250 minas, as well as jail time.

1.3     Grand Theft (Anything above 2000 minas) Will be met with the returning of the object(s) or value, as set by the owner, and a fine of 500 minas, as well as jail time.

  1. Moving to harm a citizen with the intent to maim or physically alter their body is prohibited in the city.

  2. Threatening a citizen of Talon’s Grotto (with bodily harm or other means) is prohibited.

    1. Punishments differ for this offense. The party that was being threatened will be asked if they want the party who threatened them to be jailed, fined (amount of minas dependant on the level of threat), or in extreme circumstances, banished from the city temporarily or permanently.

      1. Circumstances where banishment would be applicable would be extreme threats on the life of a citizen of Talon’s Grotto, or if somebody punished for extreme threats in the past harassed the same or a different person.

  3. Attempting to end a person’s life is prohibited in Talon’s Grotto.

    1. Any attempt (and failure) to intentionally kill a person within the city of Talon’s Grotto is considered attempted murder. This is punishable by banishment, or, depending on the circumstances, execution of the accused party.

  4. The act of ending a person’s life is prohibited in Talon’s Grotto.

    1. First degree murder is considered premediated killing.

      1. First degree murder is punishable by banishment, or, depending on the circumstances, execution of the accused party.

    2. Second degree murder is considered unintentional killing.

      1. Second degree murder is punishable by imprisonment as well as a heavy fine of 500 minas.

  5. Any item of clothing that obscures the face must be removed before entering the city of Talon’s Grotto.

    1. Guards have the right to question those who do not abide by this law.

  6. Torture is outlawed in the city of Talons Grotto, this goes for both mental and physical torture as defined below.

    1. A person using physical means to harm a person with the intent to create suffering.

    2. A person using mental means to harm a person with the intent to create intense suffering.

    3. Torture of any kind will be met with temporary banishment, and a fine that must be paid before returning

  7. Kidnapping, or the abduction of a citizen is not allowed and a crime in Talon’s Grotto.

    1. Without physical harm is to be met with a large fine of 500 minas, and banishment

    2. With harm to be met with banishment as well as a large fine of 750 minas

  8. Treason defined as rebelling or sharing information about the inner-workings of the city

    1. Will be met with permanent banishment or execution

 

Medical and Alchemy Laws

  1. Physicians can work with certain poisons in medical application.

    1. Any attempt to halt somebody from practicing medicine in Talon’s Grotto will be met with a fine of 100 minas.

  2. The practice of alchemy is legal in Talon’s Grotto.

    1. Any attempt to halt somebody from practicing alchemy in Talon’s Grotto will be met with a fine of 100 minas.

 

Citizenship and Visitors Laws and Rights

  1. Citizens of Talon’s Grotto are defined as those who own living space within the city, or have been given explicit citizenship by a member of the council.

    1. Stalls or businesses do not count as living space within the city unless somebody is specifically stated to be living in one.

  2. Visitors of Talon’s Grotto are defined as those who do not own living space within the city.

    1. Stalls or businesses do not count as living space within the city unless somebody is specifically stated to be living in one.

  3. Citizens of Talon’s Grotto do not pay taxes on living space within the city.

  4. Citizens of Talon’s Grotto can purchase stalls and businesses with only a small yearly tax.

  5. Visitors of Talon’s Grotto may only rent property (living spaces, stalls, or businesses) on a yearly basis at a higher cost than the tax that citizens of Talon’s Grotto pay.

  6. If there are no guards present, citizens have the right to act as guards in defending the city from threats both outside and inside of Talon’s Grotto.

 

Weapons and Armor Laws

  1. Citizens and visitors of Talon’s Grotto are permitted to carry sheathed weapons.

  2. It is illegal for visitors to carry unsheathed weapons within Talon’s Grotto unless there is a specific, legal reason behind the carrying of the weapon. Visitors will at first be given a warning, and if the carrying of the weapon continues, the weapon may be confiscated from the visitor by the military.

    1. Citizens are allowed to carry unsheathed weapons within Talon’s Grotto, though it is recommended against.

  3. It is illegal for visitors to wear heavy armor ((iron armor)) within Talon’s Grotto unless there is a specific, legal reason behind the wearing of the armor. Visitors will at first be given a warning, and if the wearing of the heavy armor continues, the armor may be confiscated from the visitor by the military.

    1. Citizens are allowed to wear heavy armor within Talon’s Grotto, though it is recommended against.

 

Religious Laws and Rights

  1. Citizens and visitors of Talon’s Grotto have the right to religious freedom.

    1. This religious freedom excludes any entities that require any other Talon’s Grotto law to be broken in order to worship said religion. Breaking this law will result in the proper punishment as mandated in other clauses of the rulebook.

  2. Any attempt to force a citizen or visitor inside of Talon’s Grotto to change their religious views is illegal, and can be met with a fine of 200 minas.
