PREAMBLE

Although each of the liveries have specific power, it is the duty of the Ministry of the Interior and the City Government to ensure that each livery has equal power, preventing corruption and unequal power to each guild. Taking into account each of the companies involved, company title, and duties, this is a proposal of what each guild should have control over. All duties and rights in the livery legislation titled The Livery Companies of the City of Helena Corporation apply here and are listed at the end of this document. This Edict covers the very basics of the company, including the items and duties each company should fill but not limit too. 

 

PROVISION I: On the Exclusive Control of Goods of the Livery Companies of Helena

  • The duties of the Honorable Company of Mercers are:

    • Supervise all goods entering and leaving the city of Helena

    • Monitor all imports and exports, ensuring illegal contraband stay out of the city and legal items come into the city

    • Focus on trade, specifically through its Carrington & Co. branch company, and create state commerce spanning across the Crownlands

    • Bring significant revenue throughout the city

    • Provide essential necessities during times of war and famine (excluding items that belong to other companies)

    • Communicate with ALL the companies of Helena and its surroundings, through their respective Livery Masters, ensuring that their livery company and their branch companies always have the materials necessary through an accordance of distribution 

    • This company does not have exclusive control over specific items. They are to form deals and provide merchandise to other companies and the city itself. 

 

  •  The duties of the Honorable Company of Vintners, Brewers, and Innholders

    • Serve those in need of hospitable comfort within our walls, whether through drink or provisional housing

    • Mass produce teas, wines, beers, and liquors for the community and distribute them through taverns and stalls

    • Create enough rooms for the ever-growing population in Helena, providing opportunity for people seeking provisional housing

    • Uphold the reputation Helena holds for its renown beverages, drinks, and innkeeping for the purposes of fostering more traffic

    • Aid during war time to provide beverage and places to stay for soldiers in need, citizens in need, and those that have lost homes due to unforeseen circumstances

    • Ensure illegal substances stay out of the city’s walls

    • The following items are those that the Honorable Company of Vintners, Brewers, and Innholders have exclusive control over:

      • All alcoholic beverages included and not limited to

        • Beer, wine, vodka, and liquor

      • All beverages included and not limited to

        • Teas and coffees

        • Smoothies

      • Drugs (Only those approved by law)

      • Appropriate brewery materials and equipment, e.g. barrels and bottles

 

  •  The Honorable Company of Ironmongers, Blacksmiths, and Founders

    •  Restore the influx of iron the city once had, maintaining a steady flow of the ore

    •  Create the necessary tools the city needs from swords, hoes, and armor, so that citizens can continue business in those industries

    •  Communicate with the government and other nations about the iron shortage, creating beneficial ways to halt and distribute equal amounts of iron to those in need

    •  Monitor safety of weaponry being distributed throughout the city

    •  Ensure safety within the dangerous work of a blacksmith

    •  The following items are those that the Honorable Company of Ironmongers, Blacksmiths, and Founders have exclusive control over:

      •  All iron tools included and not limited to

        •  Hoes, pickaxes, swords, buckets, and shovels

      •  All iron materials including but not limited to

        •  Iron blocks, iron nuggets, and iron ingots

      •  All materials needed for smithing including but not limited to

        •  Flint and steel and lava

      •  All armor materials including but not limited to

        •  Helmets, leggings, chest plates, and boots

      •  Other ores included but not limited to

        •  Gold and diamond (tool use only)

 

  • The Honorable Company of Grocers and Cooks

    • Distribute food throughout the city

    • Monitor all food being made and distributed, making sure it meets expectations, quality, code, and expiration

    • Strategize methods to distribute food to poorhouses and orphanages so those that are financially vulnerable can eat

    • Provide quality service in the food industry, one of the most popular in the city of Helena

    • Be able to provide food in case of famine and create an emergency food pantry to be used in unforeseen disasters

    • The following items are those that the Honorable Company of Grocers and Cooks have exclusive control over:

      • All meats included and not limited to 

        • Poultry, red meat, and rabbit meat

      • Farmer’s foods such as

        • Potatoes, carrots, wheat, and beets

      • Pastries included and not limited to

        • Cakes, pies, and cookies

      • Cooking materials included and not limited to

        • Eggs and sugar

      • Cooking materials included and not limited to

        • Bowls, plates, and silverware

 

  • The Honorable Company of Tylers, Bricklayers, and Paviors

    • Devise a plan to build more homes and apartments for the influx in population Helena has been receiving

    •  Ensure houses, apartments, shops, and more are up to code, preventable of collapse, and safe for families and citizens to thrive

    • Communicate with government officials where to build and construct new homes

    • Allow houses or apartments to be readily available to those when needed

    • Create an expansion plan for the city

    • Make sure that evictions are followed through and that houses are ready when available

    • The following items are those that the Honorable Company of Tylers, Bricklayers, and Paviors have exclusive control over:

      • Building materials included and not limited to

        • Bricks, terracotta, walls, fences, posts, and stone

      • Building accessories included and not limited to

        • Windows, doors, trap doors, and signage

      • Helena uses a variety of materials when building, therefore the company has exclusive control over any building needs

 

  • The Honorable Company of Publicans

    • Communicate with citizens about tax information, whether it is increasing or decreasing

    • Collaborate with the Honorable Company of Mercers and base taxes off of the income the city is receiving

    • Maintain trust within the city bank, ensuring security of all bank accounts open in the city

    • Create a system in which taxes are collected properly, under the advice of the City Clerk

    • This company does not have exclusive control over specific items.

 

  •  The Honorable Company of Barbers and Surgeons

    •  Provide quality service to customers in barbershops looking for a change in style

    •  Ensure cleanliness and sterility in hospitals, doctor offices and barber shops so that sickness or spread of disease is prevented

    •  Work to code to provide life-saving care to those coming into the office

    •  Have the necessary tools and be able to provide medical service to an influx of patients in case of war or pandemic

    •  Provide exceptional education to future doctors so health is never a priority, under the advice of the Imperial Practitioner-General

    •  The following items are those that the Honorable Company of Barbers and Surgeons have exclusive control over:

      •  Medicines including but not limited to

        •  Herbal remedies, drugs, and potions of healing

      •  Medical tools including but not limited to

        •  Surgical gear and shears

 

  • The Honorable Company of Scriveners

    • Practice safe law without manipulation of clients and following city law to ensure justice to those in need, under the advice of the Ministry of Justice

    • Provide accurate information to citizens through writing and calligraphy

    • Provide an education to those who want, make it affordable, and ensure citizens are getting the appropriate education they need, under the advice of the Imperial Office of Civil Affairs

    • Continuously produce mail and enforce the mail system in Helena so citizens are constantly updated

    • Print books and literature to contribute to Helena’s educational aspect

    • Develop and maintain a newspaper service for residents within Helena to inform its citizens

    • Manage the Imperial Library in a responsible manner, under the advice of the Head of the Imperial Library

    • The following items are those that the Honorable Company of Scriveners have exclusive control over:

      • Writing materials including and not limited to

        • Books, paper, writing utensils, and maps

      • Furniture including and not limited to

        • Bookshelves and lecterns

 

  • The Honorable Company of Drapers and Haberdashers

    • Provide clothing to the poor or those in need

    • Serve those in need of a proper uniform for work

    • Provide quality service to those looking for clothes or ware

    • Supply jewelry to those who request

    • The following items are those that the Honorable Company of Drapers and Haberdashers have exclusive control over:

      • Materials including but not limited to

        • Wool, cotton, leather, and cloth

      • Jewels including but not limited to

        • Diamond, emerald, and lapis lazuli

      • Furniture including but not limited to

        • Armor stands and mannequins

 

  • The Honorable Company of Thespians and Revelers

    • Ensure safety in all boxing matches and enforce the rules in place for safety, including medical needs in case of injury

    • Organize theater plays, advertise them and give invitations of the plays to the citizens of Helena

    • Moderate and regulate all gambling, adhering to the law

    • Advertising matches as they produce significant cash flow to the city and businesses

    • Hunt monsters that haunt the citizens while providing safety to those that do so

    • Provide legal, healthy, and safe gambling habits and a safe environment to do so

    • The following items are those that the Honorable Company of Thespians and Revelers have exclusive control over

      • Supplies needed for plays, gambling, and hunting

        • Books, paper, bows, arrows, crossbows, paintings, and item frames

 

PROVISION II: Regarding the Honorable Company of Mercers 

 The Honorable Company of Mercers, through its Livery Master, shall remain in communication with all companies, just as all companies shall remain in contact with Mercers. The company will provide all materials  needed within each company, therefore, communication is imperative. The relationship between the Mercers and each company shall remain equal in all aspects with no company being favored by the Mercers. All  supplies are run through them, and will be distributed through them.

 

PROVISION III: Creation of the Office of the Vice Undersecretary of the Livery Board
The Ministry of the Interior does hereby create the Office of the Vice Undersecretary of the Helena Livery Board and appoints Grey Galbraith to that post. He shall be tasked with overseeing all the Livery Companies of Helena and ensuring they have everything they need to function properly.


PROVISION IV: Regarding the Monopolies of the Livery Companies
Each Livery Company shall have the power to fine individuals who don't pay the taxes, buy the licenses, or follow any of the policies required by each Livery Company. 
The maximum amount of the sanction shall be of 1,000 Marks. Alternatively, the sanction can be the double amount of all the money that the infractor has obtained selling the goods that the Livery Company has exclusive control over. 
The fine must be written in a book and handed to the infractor and must:
I.    State the infraction
II.    Give detail of the circumstances around the event
III.    State the amount of the sanction
IV.    State to whom the infraction must be paid to
V.    Inform the individual of their right to be civilly tried for the infraction
The fined individual is allowed to decline to pay the fine and instead request a civil court proceeding against them. The request to be tried must be given when the sanction is initially issued.
