SerFinnick 445 Share Posted June 8, 2020 IMPERIAL CITY OF HELENA, OFFICE OF THE LORD MAYOR MAYORAL DECREE OF 1771 PROCLAIMED ON THE EIGHTH OF HARREN’S FOLLY EFFECTIVE IMMEDIATELY INTRODUCTION: Throughout my service to the people of Helena, I have always sought the advice of all, and have always tried to be fair in my dealings of political and private affairs. Helena is a mighty city, incomparable by the rest of our world, yet still we have much work to do to ensure our city retains its place in the world. As such, I hereby declare: SECTION I: PROTECTIONS AND PROVISIONS FOR THE POOR: The so-called “Poorhouse” will henceforth be managed by the City of Helena, under the Guidance and Management of the City Clerk, and his Stewards. Apartment Complexes surrounding the “Poorhouse”, specifically D’Arkent Square No. 1 will remain unsold and also be converted into Public Housing, under the management of the City Clerk and his staff. The Helena Tavern has long been an essential public business, under the management of Mayor Alpha Carrington, and will remain Exempt of Taxation. The Bed and Breakfast, run by Director of Immigration Aela, will be subjected to a D Class Tax Bracket, due annually, unless the Director meets the following Criteria: Proper Ledgers of Residences and Documents pertaining to the exchange of funds will be submitted to the Office of the City Clerk and the Secretary of State for the Treasury. Housing of newcomers to our Great City will be provided food and board, while they find employment and are able to afford proper housing. If these conditions are not met, the Bed and Breakfast will be Ordered to pay their due in taxation, such as every other citizen and building of Helena. All Residents of Helena, be they temporary or permanent, will have unrestricted access to the farms, the livestock barns, and the mines.
