CHAPTER I

ON OUR SOVEREIGNTY

ARTICLE 1.   The Silver State of Haelun’or is the home of The High Elves and is a sovereign, independent nation. Its territory is unalienable. The frontiers of The Silver State are consecrated through organic law, common law, or customs.

 

ARTICLE 2.   The extension of this constitution to Provinces or Peoples now or in the future under the protection of the Silver State of Haelun’or is by default, unless otherwise regulated by a normative act.

 

ARTICLE 3.   The Silver State of Haelun’or consists of its capital and all territories under her regime now or in the future.

 

 

 

CHAPTER II

OUR SILVER SOCIETY AND ITS ORGANISATION

ARTICLE 4.   The Silver State of Haelun’or is the state of The High Elves, students of Larihei, and those who abide by her teachings.

 

ARTICLE 5.   The pure political foundation of the Silver State are the blessed descendants of Larihei, who exert their sovereignty through the political institutions which they empower.

 

ARTICLE 6.   The principles of Maehr’sae Hiylun’ehya and Larihei’s teachings, as firmly established, constitute the pure cultural, social, and economic foundation of The Silver State of Haelun’or.

 

 

CHAPTER III

ON OUR GOVERNMENT

ARTICLE 7.   The Sohaer is the embodiment of executive and legislative power and the safekeeper of national independence and unity.

 

ARTICLE 8.   The Maheral serves as the spiritual guide of Larihei’s people, not subjecting themselves to the political stage, as the politicisation of their office may stain their most blessed role.

 

ARTICLE 9.   Any form of regulation emanating from the political bodies of Haelun’or has the power of law as soon as it reaches the ears of the populace.

 

ARTICLE 10.  The Maheral:

         a)   Serves as the enlightening figurehead, guiding the High Elves along the ancient principle of maehr’sae hiylun’ehya.

         b)   Ensures that the integrity of our silver society is maintained through the preservation and propagation of Maehr’sae Hiylun’ehya and its teachings.

         c)   The Maheral does not manage administrative, legislative, or executive matters of the Silver State of Haelun’or and may intervene as a faculty only should it concern the sanctity of Maehr’sae Hiylun’ehya and the        tenants that comprise it.

         d)   Serves as the highest and final authority of all High Elves on matters of purity and culture, as their purity is determined by the Council of Malauriran.

         e)   Promotes and demotes High Elven bloodlines in pursuance of the standing Talonnii Act.

 

ARTICLE 11. Heial’lauriran

         a)  The Heial’lauriran is a secondary chamber of Haelun’or’s main political body.

         b) The Council of Lauriran will limit the range of their jurisdiction to matters of diurnal concern, daily, non-politicised affairs within the Silver City, and matters regarding the philosophy of purity.

         c) The overstepping of the Lauriran is regulated by the hierarchy of acts. This council’s normative power is last in the hierarchy, overruled by any other legislative body of Haelun’or.

         d)   Exercises guidance whenever necessary in regards to the public’s adherence to maehr’sae hiylun’ehya.

 

ARTICLE 12.   The Sohaer:

         a)   Serves as the administrative leader of Haelun’or, managing the Silver Council in pursuance of the constitution and law, along the ancient principle of maehr’sae hiylun’ehya.

         b)   Serves as Supreme Commander of the Sillumiran.

         c)   Coordinates and directs the efforts of The Silver Council; Elheial’thilln.

         d)   Serves as chair for the meetings and sittings of The Silver Council; Elheial’thilln.

         e)   Appoints and removes Okariran to maintain a full and functioning Silver Council.

         f)   Coordinates and directs the diplomatic and military undertakings of The Silver State of Haelun’or.

         g)   Forms Committees and Emergency Councils for matters concerning war and diplomacy or development of the State socially or economically.

         h)   Ratifies treaties.

         i)   Proclaims a state of war, should The Silver State of Haelun’or come under attack by foreign power, or necessary in pursuance of our international treaties concerning collective defence in response to aggression.

         j)   Proclaims a state of martial law, also called Diraar, for the purpose of ensuring public health.

 

ARTICLE 13.   The Silver Council, Elheial’thilln, is advisory to the main executive and legislative power of the Silver State of Haelun’or.

 

ARTICLE 14.   Any act emanating from the Silver Council has the power of law, its validity is considered default. In the legislative hierarchy, only the Sohaer can overrule such normative acts.

 

ARTICLE 15.   The Silver Council, Elheial’thilln, is organised by the Sohaer in accordance with the current needs of the Silver City. The Sohaer may institute new ministries or abolish existing ones as they see most fit.

 

ARTICLE 16.   elHeial’thilln - The Silver Council:

         a)   Serves the Blessed Citizenry and The Sohaer with general maintenance and management of The Silver State of Haelun’or, as well as of projects, laws and institutions subject to the area appointed to that particular      seat.

         b)   Adopts measures to carry out plans aligned with the ambitions and aspirations of The Sohaer and the Blessed Citizenry they represent.

         c)   Sets up new organisations, bodies, and institutions to strengthen The Silver State of Haelun’or socially and economically.

         d)   Issues new laws and advisories for public order and the protection of the interests of The Silver State of Haelun’or, founded on the principle of maehr’sae hiylun’ehya.

         e)   Appoints Tilruiran to their respective ministries to assist them with their tasks

 

 

CHAPTER IV

THE SUCCESSION AND APPOINTMENT OF GOVERNMENT

ARTICLE 17.   The appointment and removal of any government in The Silver State of Haelun’or are recorded in the Archives of The Eternal Library for the Blessed Citizenry to access.

 

ARTICLE 18.   The Okariran are granted First Class Citizenship upon taking office, if not already.

 

ARTICLE 19.   The Maheral can be removed through the majority vote of the council of Malaruiran, instigated at their discretion or at the petition of the blessed citizenry of the Silver State of Haelun’or.

 

ARTICLE 20.   The Maheral appoints their own successor either by missive, speech, or signed and sealed testament posthumously.

 

ARTICLE 21.   A Council of Malauriran convenes to elect a new Maheral, should the Maheral be rendered unable or without a signed and sealed testament posthumously.

 

ARTICLE 22.   The Sohaer can be removed if deemed unfit without a doubt on grounds provided unanimously by the Heial’thilln, confirmed through a prompt and fair trial.

 

ARTICLE 23.   The Sohaer appoints their own successor, either by missive, speech or signed and sealed testament posthumously.

 

ARTICLE 24.   The Okarir is appointed by, and can be removed by, the Sohaer when deemed necessary.

 

 

CHAPTER V

ON CITIZENS

ARTICLE 25.   All Citizens have the right to a prompt and lawful trial.

 

ARTICLE 26.   All Citizens have the right to medical service and protection.

 

ARTICLE 27.   All Citizens have the right to housing in accordance with their level of citizenship.

 

ARTICLE 28.   All Citizens have the right to operate a business within the assigned trade districts.

 

ARTICLE 29.  All Citizens abide by The Constitution and all laws adopted by the Government of The Silver State of Haelun’or.

 

ARTICLE 30.   To defend the Motherland is a matter of duty - all able-bodied citizens of the Silver State of Haelun’or serve in the organised and spontaneous resistance against armed attacks.

 

ARTICLE 31.   Citizenship in the Silver State is divided into three levels; First Class, Second Class, and Third Class.

 

ARTICLE 32.  Third Class Citizens are mali’aheral currently undergoing the Path to Purity or lesser residents.

 

ARTICLE 33.  Third Class Citizens enjoy rights and privileges in The Silver State of Haelun’or, namely:

          a) All Third Class citizens shall be granted trial by three Parir’tiran.

          b) All Third Class citizens shall be granted lodging, medical services and protection.

 

ARTICLE 34.  Second Class Citizens are mali’thill whose contributions have not earned them the rank of First Class, or, on rare occasions, honoured and privileged lessers.

 

ARTICLE 35.  Second Class Citizens enjoy additional rights and privileges in The Silver State of Haelun’or, namely:

          a) All Second Class citizens shall be granted a prompt and lawful trial by three Parir’tiran.

          b) All Second Class citizens shall be granted medical aid, housing and protection to further hiylun’ehya.

          c) All Second Class Citizens shall be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae.

          d) All Second Class citizens shall be permitted to bring grievances to ElelhHeial’thilln.

 

ARTICLE 36.  The approval of First Class Citizenship is nominated by the Sohaer and approved by the Maheral on the following premises:

         a)   Proven purity of blood.

         b)   Proven adherent of maehr’sae hiylun’ehya.

         c)   Not currently undergoing Path to Purity.

         d)   Elementary understanding of the Elven tongue.

         e)   Submission of a minimum of ten tomes to the Eternal Library.

 

ARTICLE 37.  First Class Citizens enjoy additional rights and privileges in The Silver State of Haelun’or, namely:

         a) In the event of a referendum or election instituted by the Sohaer or Silver Council, First Class Citizens are the only ones able to vote.

         b) All First Class Citizens shall be granted a prompt and lawful trial by three Parir’tiran.

         c) All First Class Citizens shall be granted medical services, housing and protection to further hiylun’ehya

         d) All First Class Citizens shall be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae

         e) All First Class Citizens shall be permitted to bring grievances to elHeial’thilln.

 

ARTICLE 38.  While within the boundaries of Haelun’or territory, all foreign nationals and residents without citizenship are expected to abide by her laws.

 

ARTICLE 39.  Citizenship of all citizens within the Silver State except the Maheral can be withdrawn at will and at any time by written declaration of the Sohaer.

 

 

CHAPTER VI

THE NORMATIVE ACTS OF HAELUN’OR

ARTICLE 40.  The Hierarchy of normative acts is as follows: Elheial’lauriran may issue directives which conform to the nature of their station, alongside the Maheral. The ministerial acts of individual Okariran offices stand on the same line of the pyramid, both of these subject to revocation by a simple majority vote of the council. Above them stand the laws and decrees of Elheial’thilln as a whole, which, in turn, can only be overridden by the Sohaer.

 

ARTICLE 41.  The judicial power in Haelun’or is entrusted entirely to the citizenry, who express it through their right to attend and lead Trials and Trials of Purity as Pariran’tir or as spectators. The manner in which trials are conducted is to be regulated by the Parir’tir Glossary as first source of law and customs in lackthereof.

 

ARTICLE 42.  The Sohaer may demand an advisory opinion from mali'thill who specialize in studying jurisprudence, or institute an ad-hoc Parir'tir Court to debate and emit an Appeal In The Interest of Silver, which will interpret and consecrate the meaning of articles.
