With the increase in the population of the City of Portoregne, the Citizen’s Commune sees fit to implement a wide-sweeping reform of the city’s infrastructure. There are many immigrants and citizens who cannot afford the price of housing, which this bill aims to remedy. 

1. A series of two apartment buildings shall be constructed on the dockside of Portoregne. 

   1. These shall serve as affordable housing units, as per the Portoregne Initiative SA 142.

   2. Each apartment shall have six individual living quarters, each designed for one resident.

   3. These apartments will be free of downpayment, and cost 10 mina per annum. They may occupy these apartments for this price for up to six annum, after which they return to full price.

2. Two apartment complex buildings will also be built, which shall be used to support new families moving to Portoregne. 

   1. These shall serve as affordable housing units, as per the Portoregne Initiative SA 142. 

   2. Each apartment suite will house two to three bedrooms, designed for up to two-three residents, depending. 

   3. These apartments will incur a 15 mina downpayment and 10 mina tax per annum. Upon six annum, it will return to the full price of 30 mina downpayment and 20 mina tax.
