Be it directed that:
 

1. ALL application of force or intervention in any foreign lands or nations by organizations or persons subject to the Pontifical States
   SHALL be regulated and authorized solely by the Pontifical Commission, the Holy Pontiff, or the Pontiff's appointed representatives.
    
2. NO organization or person that is subject to the government of the Pontifical States
   SHALL engage in any unauthorized application of force or intervention in or against any foreign nation.
    
3. ALL persons found in violation of this directive
   SHALL be subject to a penalty decided by the High Court of Justice of the Church of the Canon, which may include extradition to the jurisdiction under which the offense occurred.
    
4. ALL treaties, pacts, and accords, and other international agreements signed by the Pontifical Government,or the Holy Pontiff or the Pontiff's appointed representatives.
   SHALL constitute authorization of force or intervention in accordance to the terms of agreement.
