The Elder Council announces the creation of the Treasury of Aëlan Haelun'or;

Its Purpose is to safeguard and expand the commercial prosperity of the state of Aelwen and its citizenry.

The Council serves the people within our land.

✷ ON HOUSING

✦ DOMICILES are defined as property in which people live. Commodities and flats fall under similar conditions.

✦ DOMICILES, of which are classed as LOW-END, shall be priced at 10-20 Mina

✦ DOMICILES, of which are classed as HIGH-END or made for bigger families, shall start at 25 Mina

✦ DOMICILES, which are classed as LOW-END, may only have ONE basement if it is feasible to do so. Doing any further additions than so will add on to your taxes and become a clause for eviction. HIGH-END may have two basements and follow the similar rule set as LOW-END.

✦ DOMICILES may not be BARNS.

✷ ON SHOPS and BARNS 

✦ SHOPS are defined properties that are used to sell commerce and to engage in trade.

✦ SHOPS, which are classed as LOW-END, shall be priced at 10 Mina.

✦ SHOPS that are classed as HIGH-END shall be priced at 15 Mina.

✦ SHOPS that are given unto allies as a result of a trade treaty with Aelwen shall not be taxed, unless stated otherwise by the treaty.

✦ SHOPS can be used for housing; however, they will be considered high-end housing and will be taxed an additional 10 MINA, rounding up to 25 MINA.

✦ BARNS are defined as property made to breed and nurture cattle, steeds, and other animals of the same nature.

✦ BARNS will be priced at 35 MINA.

✦ BARNS may not count as HOUSING or be used as HOUSING. Doing such will add on to the original taxes

✦ BARNS may not have basements or further rooms below its original plot. Doing so will add on to your taxes, or become a clause for eviction.

✷ ON GUILDS and VASSALS

✦ GUILDS are defined as internal domestic groups that commune under one sole purpose, goal, or creed/tenant.

✦ PROPERTY in which a guild inhabits shall be redefined from HOUSING into GUILD HOUSING, thus adopting the tax pricing of HIGH-END housing; guilds shall be priced at 20 Mina.

✦ GUILDS must adhere to the law and word of the Elder Council of Aelwen and register themselves within the Treasury’s “Book of Guilds” to be able to properly acquire a property for their guild.

✦ GUILDS are capable of having rooms within their respective rooms and basements if feasible. Though, it is logical to maintain one's area and not intrude. Intrusions shall be noted and used for clauses of eviction.

 

✦ VASSALS are defined as cities of Aelwen, which are given out to by privy of the Elder Council and the Prince of Aelwen. 

✦ VASSALS must negotiate with El’Sirame to have a defined tax price.

✦ VASSALS may not be made without supervision of the Elder Council or El’Sirame.

✦ GUILDS must relinquish their GUILD property upon acquiring a VASSAL.

✦ HOUSE owners must give up their house within the city if they acquire a VASSAL.

✷ ON DEDUCTIONS

✦ ANY person who serves within Aelwens Defence Force, shall be awarded a deduction of 5 Mina

✦ ANY person that is married, and has made a family (ONE spouse and child) shall be awarded a deduction of 5 Mina

✦ DEDUCTIONS can be applied only to one select property, and only the owner of the PROPERTY will receive such deduction and can only apply such deduction to property that is under their name.

✷ ON STEWARDSHIP

el’Heial’elaetahn governs over Aelwen on behalf of and with the authority of the Autumn Prince. However, it is the duty of the Akalehir to manage and understand the logistical intrepidities of Aelwen's trade and economic inquiries. Under the Akalehir are the stewards of Aelwen, tasked with attending to the populace and dividing the tasks of housing people amongst each other.

 

✦ STEWARDS may take the first down payment given for the paid property as payment for their work.

✦ STEWARDS do not gain deductions due to the first section (ON STEWARDRY).

✦ STEWARDS may not be guild/vassal leaders.
