They shall remain steadfast to the provisions signed within the first treaty, no amendments to their rights (be it of faith or law), but with a few to their obligations. The western territory afforded to the Imperial State shall remain in its care. In reiterance: any attacks upon those of Iryalen shall be considered an attack upon the Imperial state. The Emperor places no requirement on the druids to fight in his wars, nevertheless, upon levy musters, they must answer the call. ✠ II: ON GOVERNANCE Imperial governors will be acquitted for the duration of Iryalen’s existence, the governance of their people shall be maintained by their own elective leader: who stands to be the incumbent Nalinor Caerme’onn. The Emperor shall not partake in the governance of the elven people, and will remain in effective communication with the leader of the province and the changes to its leadership. He shall still be considered their Emperor, and it will be the role of the Emperor to help manage any disputes that may cause internal conflict. The election and rule of the province shall remain by the hands of their citizens, and will not be interrupted by the imperial-fold. ✠ III: ON SECURITY AND DEFENCE The leader of Iryalen will be granted access to direct communications with the Imperial Grand Knight who will dispatch to their aid if it necessitates, and this means: defence and protection of their roads from banditry, to protect them from external warfare (interim: considered a war against the Empire) and the culling of kobold, darkspawn or cultists. Gate access will be provided to the Imperial Grand Knight, the Imperial Lord Marshal, the Imperial Archchancellor, and the Emperor to allow for this to be facilitated. The common imperial guardsmen and knights will not be provided this access. Any mobilization of Imperial guardsmen or knights within the territory of the Imperial Province of Iryalen shall be made noticed to the leader of the province at its earliest disposal, and if appropriate, before such movement is made except during express matters of national security concern by writ of His Majesty. ✠ IV: ON THE MATTER OF KURAI-KUNI The Imperial Province of Iryalen confirms the continuation, with full rigour, of the following stipulations: The Imperial Province of Iryalen will recognize the Kurai-Kuni Shugonate as the sole cultural hegemon of all Oyashi, and will refuse and relinquish any and all Oyashi vassals and tenants. The Imperial Province of Iryalen will recognize the Kurai-Kuni Shugonate as Protector and Defender of the Farfolk. The Imperial Province of Iryalen will turn over Seisho Ehiba should they once again appear, extraditing them to the Kurai-Kuni Shugonate as a traitor and fugitive of justice. And that the fate of these druids remain unchanged: Caius, known as the Bog Druid, will be banished from the Imperial Province of Iryalen, the Empire of Man and its vassals. The Spore Druid, a known associate of the Bog Druid, will be banished from the Imperial Province of Iryalen, the Empire of Man and its vassals. Arcelia, a known associate of the Bog Druid, will be banished from the Imperial Province of Iryalen, the Empire of Man and its vassals. ✠ V: ON THE MATTER OF WAR The Imperial Province of Iryalen shall, in this time of war, ensure the rejection and extradition of all enemies of the Imperium from its lands. That no welcome or hospitality may be given, so that its province would harbour sympathisers and known accomplices to the tribe of Krug and Urguan. Hence, that willing and deliberate aid given to them shall be acknowledged as an offence against the crown and the military, wherein the Lex Tiberii will apply in full effect. If any citizen of Iryalen is to be found harbouring and aiding the Kingdom of Urguan and the Horde, as well as its respective vassals, they shall be executed as applicable to the Lex Tiberii. That all information of dissenters and their accomplices are to be communicated to the Grand Knight without delay, who will dispatch men when necessary to ensure an extradition to the Crownlands of the Imperium for those captured. “If you wish for your people to smile joyfully, and survive through their long-spanning lives, heed the warning.
