Kal'Urguan Tax System

I kno' alot uv' us Dwarves want to 'ave taxes on homes and businesses, so I've decided finally create one. The system would work around a single High Tax Collector. This Dwarf would be in charge uv' making sure all taxes ar' paid to the kingdom(( all the minas would have to be sent to the king due to the fact that you cant have an actual banking account)). To do this i suggest that the High Tax Collector hire other collectors to collect from certain areas of the city, maybe even certain types of taxes (ex. shops, housing, or guilds). Uv' course all the tax collectors would be paid depending on if all the money was given to the Kingdom.

The rest of this is all out of character

I know that is is hard to always get the money in on time, so if we implement the tax system we will have some room for people to be late on taxes. punishment for missing taxes will all depend on how kind the tax collector's character is (although if the punishment is too outrageous we will stop it and replace the collector). If it is implemented we will make sure that homes and businesses will not be taken away the first times missing taxes, but after a while we will have no choice but to evict the owner.

Now i dont want to make taxes outragious but i want to be able to use the taxes as a way for the kingdom to profit. If the taxes are too cheap we will not be able to pay the tax collectors and gain income for the city. the prices will have to be discussed by the high council and the tax collector will also have to be decided.

if anybody has any questions about this or any comments please feel free to chare what you feel. im sure that this will be succesful and will add alot to the economy of Kal'Urguan

this 'as been attempted before, many people use their entire life savings tu pay fer a 'ouse, and can't allways afford tax. Depends on 'ow reasonable th' payment will be. tu make sure th' same mistakes dun 'appen as of th' last tax system... records need tu be kept by Tax collectors ((in books)) of who 'asnt paid so they can return th' next day, notices must be clear tu th' owner of when tu pay up and 'ow much. n' some trustworthy fella needs ta' calculate 'ow much of it goes tu each dwarven service, th' army n' such.

((its a good idea, as it provides people with jobs and reassures people the kingdom actually does something, but last time people just ignored the tax collector and the whole system was quickly forgotten.))

I was thinking that we could start taxin' people that want to come through the Kal'Urguan gate that are outsiders. It could be a small payment like 20 minas.

(( I LOVE THIS IDEA! It just add alittle more roleplay! And I also tink outsiders should be payin a gatte fee. And I would Like to Apply for High Tax Collector, just point me to the forum where i do apply and ill be there in a heart beat!))

((just saying, don't call it high tax collector as he won't be on the high council, find another significant term))

Also, th' 100 mina housings are cheap, so a tax is reasonable such as 20 minas every week or somethin

I'd be agreeing that non-dwarves who don't own land here ought to pay to get in our fine city. Mebbe if the guards get to take their pay out of this, it would keep the gates manned more often.

A tax on land also is pretty customary for a kingdom, perhaps just on the largest homes. No need to break the poor serfs backs even more. I'd think once a month should be good, some dwarves are off travellin' a lot.

Last, merchants make a pretty coin, all those shops sittin around could contribute to the king's coffers.

I agree that the 100 minas housing should be taxed. They get the houses cheap enough. Maybe the taxes increase the longer they are in the cheap housing and this will give them an incentive/ push to find different and better housing.

I like the idea of taxing the gate, but you should offer deals to people who pass through often otherwise they'll find other ways around or stop entering the city instead of paying 4 or 5 times a day. (If we are talking about the outer gate. Ignore this for the gate to the inner city)

Its near impossibl' to regulate people giving money to th' kingdom from shops, but we do make a pretty mina from my personal shop in kal'rog, and I want to create a merchant guild as well in the dwarven city as well.

I vote(if you'd count my vote anyway...) a system of entry tax depending on why someone's there. Example, if someone's a messenger from another land, let them in free. If someone's there to visit the local shops or otherwise bring commerce to the city, a very small fee.

If someone's there to go all diggydiggy in the free no permit required mine, then they pay the highest entry fee.

If someone (not to toot my own horn much) is just passing through and has brought a bunch of torches to replace the ones people invariably steal from the public wheat farm (because I hate it when people grief farms, dunno why that bothers me so much), then let him (me!) in free.

This could lead to other fun opportunities too. Say someone declares their business to be something of the free or low entry tax category, then sneaks off to the mine instead, they could be jailed, fined, banished for a couple days, all sorts of cool and interesting things could be thought up.

Just a HYOOMIN'S thoughts on the whole situation.
