There were no barons, if you think Pilcher was a baron, then he was a terrible baron becuase he never did anything for outer kalurguan, since there were no barons, Xavier was elected.

(( Pilcher was eleccted a Baron, stayed a Baron, was never removed and never quit. His actions did not show it but he had heart for the job. While Xavior has no experience what so ever. He was choosen by Belin, Skaenye, and Lukas not by his peers. Topic locked, facts have been laid out but again no one will listen. ))
