A Problem.

      Recently I decided to give LOTC another go. But the account I originally used is now being used by someone else. The problem with this is they changed the password. So I was wondering if there was a way I could switch the ability to be on LOTC to the current account, or would I have to re-apply?

Depends on whether or not you can get the person who's using your account to verify that he is indeed using your account. Or maybe that somebody remembers you. You could be lying. If not, then you probably would have to reapply.

Upon inspection of your supposed username, "lilbucky_24", I found that you haven't been whitelisted yet. However, your original username, "Cody_14", wasn't ever seen on the server either.

 

I don't know if you weren't whitelisted or you simply didn't log on, but contact Cappy if your problem is still apparent. He will happily discuss it with you, I'm sure.
