Vassals decentralize equally as much as independent realms. Vassals aren’t required to have a certain number of verified active players when created and staff can’t deny vassal creation for not being unique enough. 

As long as new nations are teaching and guiding players to become self-sufficient roleplayers able to craft stories and not become reliant on other people to feed them rp I see it as a good thing. If not then it can only be a detriment for the playerbase at large to have so many defunct nurseries only able to coddle a niche.
