If there is a class of 300 people and each person has an apple slice to give out per day there is a set value for how much that apple slice is worth. If you change it so certain students can give out 3 apple slices then more people can receive them, right? So the value of apple slices goes down because more students, potentially less deserving students, can be given the apple slice. This leaves the students who had been collecting apple slices all school year to have their apple slices lose value.
