Do I need an event proposal to host a tournament if I don't need any help from GMs?

Probably not. Events have been going on for ages without GMs. Even proposals are just to make it official and to get GMs help with it.

You do not. Most of the time, you don't need an event proposal. A simple modreq will usually do.
