But they're making a decision, even if it isn't set in stone we shouldn't be relying on GMs to voice for the whole playerbase

As the team designing and developing 4.0 they get the final say: however, I can assure you, the current vote standings do reflect the view that the vocal area of the playerbase seems to show.
