What are the rules on stealing horses? Can't seem to find them anywhere..

That's what I thought at first too, but I hear all these stories of people getting their horses stolen without consent?

You need a 4 man raiding party to steal protected horses from stables. If they are protected but roam free you can take em. If they are unprotected in a stable you can break in and steal em. No OOC consent was ever needed.
