      It's done to stop people from spamming away all their attempts in the space of two hours (I believe after five attempts you have to wait a month or two), really it's so people actually take the time to look at what they've written and see what is needed to be changed. Not get angry and say "IT'S ALREADY PERFECT" and just send it in again hardly changed.
