    CODEX LACOBIANUS

    The Adrian Code of Law

     

     

    I. Preamble

     

    1. The Criminal Code dictates what is, and what is not legal, to maintain social order and a civilised society within the Duchy of Adria.

     

    2. Anyone who is within, or is a citizen of the Duchy of Adria is subject to this Code and will be judged accordingly for any violations. Any offences defined as criminal by the Codex Lacobianus committed against citizens of Adria outside of its Ducal Lands, will also be judged according to the Codex Lacobianus.

     

    3. The Sovereign, being the Duke of Adria or any appointed regent, is not above this law. As well, the Sovereign may never command an order that goes against the Criminal Code, even if such should be deemed necessary for the betterment of The Duchy.

     

    4. Any amendments to the Codex Lacobianus may only be applied through the Duke’s decree with unanimous approval by the Council of Orel.

     

    5. The laws on Voidal magic within the Duchy of Adria are defined by Chapter III from the Lex Aaunica.

     

    6. The Greycloak Watch, being the standing army and guardforce of the Duchy, reserved the right to arrest individuals suspected of being in violation of the Codex Lacobianus, so that they may face a fair trial.

     

    7. The Greycloak watch is exempt from punishment for offences that do not fall under Table II of the Lex Aaunica. Sufficient proof must be given to the Adrian Court that the offences were committed in the line of duty, and were not of ill intent.


     

     


     

     

    II. Mitigating Circumstances

     

    1. A person is not guilty of an offence if they have only used a sufficient amount of force to prevent or stop an unlawful attack on themselves or any other person.

     

    2. A person is not guilty of an offence if he has only used a sufficient amount of force to prevent or stop an unlawful attack on their, or any other person's property.

     

    3. A person is not guilty of an offence if said offence is committed to aid the Greycloak Watch in their enforcement of the law, so long as a representative of the Greycloak Watch is able to confirm such.

     

     


     

    III. Criminal Offences

     

    Crimes against persons

    1. Anyone who is intentionally bringing physical harm upon another individual, resulting in no or minor physical injury, shall be charged with third degree assault, an infraction.

     

    2. Anyone who is intentionally bringing physical harm upon another individual, resulting in minor to moderate physical injury, shall be charged with second degree assault, a misdemeanour.

     

    3. Anyone who is intentionally bringing physical harm upon another individual, resulting in moderate to severe injury, shall be charged with first degree assault, a felony.

     

    4. Anyone who is intentionally bringing physician harm upon another individual without the intent to end their life, resulting in their death, shall be charged with manslaughter, a felony.

     

    5. Anyone who is intentionally bringing physician harm upon another individual with the intent to end their life, resulting in their death, shall be charged with murder, a felony.

     

    6. Anyone who is spreading falsehoods with the intent to cause harm to one’s social status or cause harm in any other way, shall be charged with second degree slander, an infraction.

     

    7. Anyone who is spreading falsehoods resulting in the individual’s social status being impacted negatively as a result, or having caused harm upon said individual in any other way shall be charged with first degree slander, a misdemeanour.

     

    8. Anyone who, through forceful and harmful means forces an individual to hand over, or forcefully removes items of an estimated value less than or around 50 minae from another individual shall be charged with second degree robbery, a misdemeanour.

     

    9. Anyone who, through forceful and harmful means forces an individual to hand over, or forcefully removes items of an estimated value less than, or around 50 minae from another individual shall be charged with second degree robbery, a misdemeanour.

     

    10. Anyone who unlawfully captures or attempts to capture another person with intent to rob them of their freedom is charged with abduction, a felony .

     

    11. Anyone who uses deception for the purpose of financial or personal gain, at the expense of another individual is charged with fraud, a misdemeanour.

     

    12. Anyone who knowingly obtains or possesses another person's identity information is guilty of committing  Identity Theft  Anyone who claims to be another person, whether by lying or by manufacturing identity information, is charged with  Identity Fraud, a felony.

     

    Crimes against property

    1. Anyone who steals another person’s belongings of an estimated value less than or around 50 minae within their property shall be charged with second degree theft, a misdemeanour.

     

    2. Anyone who steals another person’s belongings of an estimated value of 50 minae or above within their property shall be charged with first degree theft, a felony.

     

    3. Anyone who enters another person’s property without their explicit consent or knowledge, without causing damage to said property is charged with second degree trespassing, a misdemeanour.

     

    4. Anyone who enters another person’s property without their explicit consent or knowledge, causing damage to said property is charged with first degree trespassing, a felony.

     

    5. Anyone who accidentally causes minor damage to another person’s property, is charged with third degree vandalism, an infraction.

     

    6. Anyone who accidentally causes major damage to another person’s property

     

    7. Anyone who intentionally causes minor damage to another person’s property, is charged with second degree vandalism, a misdemeanour.

     

    8. Anyone who intentionally causes major damage to another person’s property, is charged with first degree vandalism, a felony.

    A certain Dark Elf who notoriously had not been very fond of the Orcs had also managed to acquire one of these missives. He sat in a desolate corner of Celia'nor yet again, pondering over the paper for some time.

Is it their fear of total isolation, or is it the lunacy of their council bringing them ever closer into their sphere of influence?     He sighed. The 'ker had become more than disgruntled with the actions of the pretender state. He looked up from the bench he was seated upon, looking at the various Mali'ker walking around through the streets of Celia'nor. Perhaps it was time for the 'ker to reconnect with his oldest allies, perhaps it was time change would be brought to the Mali'ker people at last.

    OBSERVATIONS

    Writings on the current state of the Mali’ker



     

    Long has it been since the Ashen Folk saw a hegemonic power last for more than a few decades. In many regards, Nor’Asath has succeeded at withstanding the test of time. The past two groups to do so were the Renelians and the Stygian-Hollow. In some regards, the latter could be considered the direct precursor to the city-state of Nor’Asath. Hegemony over a group of Mali is something claimed easily, but rarely sustained throughout the years. Even Renelia, by many seen as the golden age of Mali’ker since the Warhawkes came to a grinding halt and eventually, a dreadful collapse. The Renelian Hegemony was less a hegemony and more a collection of Mali’ker beliefs and cultures united under a single banner. For a while, such a structure functions perfectly until the interests of those in power begin to clash.

     

    The Temple of Malin & Nor’Asath

    When cultural differences intertwine between fellow ‘Ker groups the possibilities of things being brought to ruin through internal struggles are minimal. The involvement of outside forces and religious societies not bound to the clergy of the Mali’ker state, however, should always be avoided. The recent publishing by the city-state of Nor’Asath poetically titled the Revelation of the 110th Year of the Second Era Amber Cold proved that the direction taken by the Primarch is anything but one of progress. What benefit does a pan-Elven movement bring to a state based on racial and religious hegemony? Judging by the various publications of the Temple of Malin, they have little in common with a church that sees fit to worship the Uruk spirits rather than respect their legacy. The Temple of Malin seems to be more set on expanding their religious and cultural sphere of influence at the behest of Nor’Asath, rather than seeking to protect what little integrity they may have left. By accepting this accord the Nor’Asath leadership has proven themselves not only to be absent but also gullible.

     

    If something is to be said about the Mali’ker side of this edict, it is that the Nor’Asath religious society has based itself on branding rather than veneration. In most civilized cultures and nations a cult is considered to be foul and heretical. Here, we see that for every Ancestor worshipped by the Nor’Asathi people a cult has been established. I pray for my own sanity’s sake that this was a decision made by the Malinists and not the ‘ker. If any of them do happen to stumble upon my writings you are most welcome to provide me with an answer.

     

    It should not be a surprise, considering all the above that even undead ghoulish hordes flock to this city engulfed in eternal darkness. How much does a Mali’ker truly care about their culture and religion if their only identity is based solely on copying the religion of a brutish, barbarian race? A race who have seen their last few cities and settlements crushed beneath vast alliances in an attempt to contain their outlandish customs. Our people have suffered enough throughout the centuries, we have been exiled and without a home many times before. When a home is finally presented to us, it allies itself with a people whose culture for most of its existence has been defined by enslaving others. If a final note with some advice is to be made to the Nor’Asath leadership let it be this:

     

    Think carefully about the future of your citizens. Do you wish to set them onto a path of Uruk Shamanism and barbarian practices, or do you wish for your kin to reach a new age of enlightenment?

    The future of the Ashen Folk

    The influence Nor’Asath has on the larger scale of things should in the end be taken with a grain of salt. It is foolish to see them as a hegemonic power in any regard, as the majority of our kin do not live within their borders. Unity or the lack thereof has plagued our kin for the past centuries. Throughout recent years it has become clear that a unified Mali’ker culture and a proper hegemonic state have become distant dreams. The hope of our people lies not within Mali that have rusted into the bureaucratic inner workings of various states, but with the Ashen Folk of free will who remain separated from their like-minded kin. These Mali’ker live almost nomadic lives, searching for a place where they are safe from persecution when their beliefs clash with the heretical. Perhaps it is time our people rethink what we seek in a unified state. The last few states of our kin fell for various reasons, but cultural disunity and religious fanaticism have been consistent factors in their collapse. Our future lies not with cults and borrowing our culture from other races. Our future lies with the lost souls wandering the world. The lost souls who still wish to preserve our legacy and Mali’ker culture, without giving in to religious dogmas and laws designed to suppress any freedom of thought. The Mali’ker people need freedom and unity, not false idols and cultural melting pots.

  5. A particular scholarly 'Ker passed by the missing during one of his many visits to Nor'Asath. He paused briefly, reading it with the slightest of smiles. "How curious, a lone wolf uprising! I wonder how the Loa'Chil will deal with such a threat!"

Not a single 'ker living within the walls of Nor'Asath has ever had, or ever will be given the right to title themselves as Renelians. They may style themselves as a pilgrim city to hide behind the reality of their pitiful Uruk worship, but reality will soon catch up with them. How can they act as if they are the bulwark of the Ashen Folk when they can not even defend their city in the face of ghoulish creatures ravaging their streets? There are more 'Ker within the walls of Celia'nor than there are in Nor'Asath.

     

     

    The Elf knew he had no sway over the current state of things, unlike before. He was sat within a city he had no relation with, without any of his kin to surround himself with. He stowed the parchment away for none to see and took his leave, leaving the Mali city behind him once more.

    ENLIGHTENMENT

     



    Alyndel was seated within the confinements of newly found home in Nor’Asath. He had always pondered over the meaning of his life, the meaning of the conversations he held, and what his true destiny was. His Ancestors had made big plans for him, that much he was certain of. To those who barely knew him he would often be mistaken for some babbling lunatic. A radical with no true vision for the world, or one with a vision so unrealistic he would simply be considered delusional. Perhaps those closest to him shared a different view. What others thought of him mattered little to him in the end. He knew he would always have the support of his daughters and elders. What was more important than the support of one’s relatives anyways? The Valah he had accompanied himself with in the Orenian House of Commons were all long gone. The ‘Ame, as well as the other Clans he had accompanied himself with in The Pale had long vanished. Clan Morvayn, Clan Indoren and all supporters of what remained of the Renelian dream….they were all gone. The band of like-minded Ashen Folk had shrunk considerably when compared to their glory days in the Empire. Only recently the lost Velulaei’onn were re-united under the banner of the Yl’Asath, a Clan Alyndel founded together with At’ess Renellic. It’s purpose? To reunite the bloodlines of Velulaei, and separate the pretenders from those pure of blood.

    Alyndel’s opinions on the city-state of Nor’Asath had been conflicted at best. He had always been one to applaud the founding of ‘Ker states. Places for the Ashen Folk to unite, it was a dream that he had been holding on to for centuries now. The Renelian dream was brought back to life. The more he interacted with his now fellow citizens, the more that dream began to seem like a blur. Perhaps he had become jaded due to his time in the Empire….or perhaps the dream really was nothing but a distant memory. Sometimes encounters can leave lasting impressions upon an individual, and Alyndel knew he was able to make one. A shimmer of light within a pitch black darkness had appeared before him. A ‘Ker who Alyndel knew could one day share his vision, and perhaps even help him and his fellow kin pave the way for something truly beautiful. The future of the Ashen Folk lies with its children, who despite being born on a path of sin can be pulled back. The warm embrace of the Ancestors is never far away, if only an individual is willing to reject the sinners in their lives.

     

    A house overlooking the Nor’Asath docks, it was quite the change when compared to the forests he had wandered for many years. His cousins, his daughters and all those who were willing to give the truth a chance, would make this pale eye’d Ker’s house a true home.
