Mage Duel - Nature and Destruction by Gjaldir

[!] A public document is printed in Sutica. It may make its way around the world for anyone else to view and use. This document seems to be a set of rules on a small game of dueling.

To show one's ability in their respective evocations is considered an honor among mages who take pride in their combative skills. To ensure that such a duel is done safely and fairly a fine set of rules and guidelines have been created and agreed upon by various parties - This concept would then be named “Arcane Dueling”. To duel is to not only test a mage's ability in the arcane but to put it to practice. One may be a long time mage wise with age however they may be outdone by another who certainly has the chance to outwit them. 

Dueling is done by conjuring a weaker variation of one's evocation in specific shapes. These shapes determine not only the power but the speed and angle that these spells are sent at. Due to the nature of the shapes despite whatever evocation has been used one shape of fire may outdo water. This allows all mages to compete in an even fair battle of wits.

A field should set set where two mages may stand ten or so steps away from one another and ready themselves. They will begin to prepare their spell and upon the count of three they will both send their spells at one another at the same time. Typically in a formal event there is a referee to ensure that both spells are fired at the same time.

The Rules:

There are five shapes that one may create lesser evocation in. These shapes are “Spheres” - “ Discs” “Bolts” “Beams” and “Arc”.

• If the mages cast the same spell they will collide and have a forceful standoff. Both players would roll to determine who can withhold the spell and win.

• The mages shall conjure their evocation shapelessly and upon the count of three cast forth their spell as a particular shape. The mage struck successfully and thus lost the first round of the duel.

• These spells are to be rendered harmless only able to apply little damage else the other duelist will be disqualified. This would be small burns, cuts or being knocked over.

• Participants should be ten steps away. They will send their spells out at the same time when indicated and before they must both announce they are ready.
  • (This is best done by pre-making your emote of sending your spell out, then someone counts from 3. Upon "Go" both parties with paste their emotes in at the same time to ensure its done fairly.)

• There will be three rounds. The first one to win two of the three rounds will be deemed the winner of the duel.

OOC Disclaimers:
This is a flavorful game of 5 way rock paper scissors. A quick game that allows Voidal Mages to have some fun and quick duels without complexities and too much thought. 

This will all be cast with the “Create Art” spell - it is a flavorful way to duel one another. These shapes will not provide any advantage in legitimate Combative Roleplay. This also means your persona will need at least one Evocation or a wand enchanted for such to participate.

Her Royal Majesty, Johanna I, By the Grace of God, Queen of Sutica and Queen in Atheran Salvus, Princess of Merryweather, Countess of Sarissa, Sovereign Lady of New Ceru, Lady of Blackwater and Brynnrose does hereby publish the following document to be the Will and Testament of the Royal Sutican Monarch in all claims of legitimacy and succession. 

Should this letter be made public, presume me dead by some force of nature or another, and may the articles of this document be dutifully enforced. Cancers plague me but my will is strong - Eternal - as is the Sutican spirit shall be remembered as forevermore. 

I part not as a Queen. So many times did I refuse that epithet. I die a servant to GOD. Born from the earth,  and HIS infinite wisdom, was I and to the earth I return - anticipating my splendid arrival to the plane of his all encompassing light.

We are all but men - children in pursuit of a shepherd. HE is ours.

The usurper of an usurper is no different than a usurper themselves. Yet, when this usurper is surrounded by those with a vision: an arduous goal to change the affairs not for themselves, but their subjects, they are a Sovereign. 

When Prince Mika, despicable and insubordinate, of corrupt and unjust machination, took the laurels of Monarchy from the late King Corwin II, he was the antithesis of this cause - seeking power for his own satisfaction and not for the livelihoods of his subjects. With the reclamation of the Merryweather inheritance, we were no different than mere usurpers ourselves. But, we ruled simply: to see our Royal authority invested in a Canonist Kingdom from our pagan usurpers. We ruled not to usurp titles for our own gratification, for that would render Us a mere greedy aristocrat, not a Sovereign. We ruled for the freedoms and protections of our Canonist subjects. In its wake were there numerous reforms and prowess: it is only our hope that it has been sufficient.

The amalgamation of our identity as Suticans is a reflection of our Sovereign rulers. This is why we are no longer a Commonwealth of pagans, but rather a devout union of kindred Canonists. And it is evermore important that we have led by example, and not for our own partisan cause.

There is no greater test of Man’s virtue than patience and trust. For our people, this has been their defining characteristic, this identity the most constant than the many regimes this Commonwealth has seen. The dream of the Sutican is not so archaic in concept. The farmer tends to his cattle, yet amasses his family to enlist in the army to eradicate an uprising against their Queen. They continue to persist at all odds, because they are Sutican.

So, to our dear Suticans: hold faith, just as you have done numerous times over. A new dawn awaits us, one greater than our ancestors.

And it is with this final decree that We the Royal Monarch of the Cerulean Kingdom declare:

TO Sutica and its problematic peoples,

For far too long have you all been plagued with corruption, soley bent on ruling over one another. Unfortunately, this uprising that your own people have fostered will change naught. I have seen this from up on high, and truly, all of this is meaningless squabbling. Each and everyone one of you is at fault for your mistakes. I remember the time I entrusted faith in Sutica, that it would one day be as prosperous as it used to be. Sadly, that has been swept clean by the current monarchy of your nation. In order for your war-infected minds to comprehend my meaning, breaking it down into simpleton words should suffice.

JOHANNA I, the ruler who has done naught for her people,

The loneliest person is the kindest. This, you are not.

The saddest person smiles the brightest. This, you are not.

The most damaged person is the wisest. This, you are not.

You have failed your people. By having led the life of a sheltered damsel, you’ve not been able to empathize with the ones that rely on you for guidance. Your ‘god’ cares not for you, but whatever devil you might believe in is mocking you, showing you that you’ve sinned before your god. Instead of cooperating and coming to a peaceful agreement with those who oppose your way of ruling, you’ve declared war on them all. Your corruption for power has led you to find allies in the Canonist ways, with your beliefs that they will hold you on a pedestal solely on your beliefs in god. You’re mistaken. You’ve been playing a cat and mouse game from the moment you took power, and when your rule is questioned, you rely on others instead of yourself to defend your seat as a failed leader. 

VASSALS of Sutica, whom only desires bloodshed,

you must learn to have peace. Rushing into a war head-on with the nation that you’re under will only leave a dent in their reputation, of which will fade into nothingness but rumors and myths. Once you come to terms with your futile movement, perhaps you shall be awakened to resting your blade.

I doubt it.

run. There is naught left for you or your families. If you keep faith with your nation's tyranny, you too, shall succumb to death. I care not for you all, but wish to see what you may do in times of uncertainty.

The Sutherland Corporation and the Sutherland Trading Company has been operating in the Barony of Rhein for over twenty years and has been largely successful in providing customers with outstanding experiences and bridge the relationship of our company with other individuals and groups in Sutica and beyond. The Sutherland Corporation is always thankful for everything provided to us for the span of these twenty years from the Barony and Sutica.

However, due to the recent events of the instability of the state and the rebellions happening in the Commonwealth of Sutica, and battles happened in the Barony of Rhein, the situation for our company has became more difficult than ever. Dispite with the efforts from the armed forces of the Commonwealth, we must do a difficult decision of shutting down our headquarters in the Barony of Rhein, and all the changes regarding to the operation of the corporation will be listed below:

Section 1 Monetary Matters

1.  All banknotes issued at the Barony of Rhein by the Sutherland Corporation will be expired by the end of Year 40 of the Second Age, and new banknotes will be issued at the process. Please bring all your banknotes and exchange them by the Essential office located at 9 Sven, Varhelm, The Kingdom of Norland. Banknotes issued at the Barony of Rhein won't be accepted after the Year 40.

2.  For all company bonds issued by the Sutherland Trading Company, please contact the chairman of the Sutherland Corporation for the claim, the company bonds has an expiry date so please pay attention to them.

Section 2 Workers and Employees

3.  The staffing venue will be transfered to a new location to be announced. For all issue regarding work, payment and housing, please proceed to the temporary head office at 16-17 Su Weng (H. Rt. Hon. Gent. Filib Sutharlainn), Eastern Yong Ping, The Jade State of Yong Ping.

4.  All recruitment will be put in halt until further notices are given, and the company will be providing limited services by the time being, more information will be posted.

Section 3 Ordinary Shares and Ownership

5.  The divestment is said to produce a loss of 160 mina and it will be paid by the general reserve of the Sutherland Corporation. The ordinary share face price will be stayed the same and will not be affected by this event.

6.  The Sutherland Corporation will protect all valuables and goods stored within the safes of the Corporation. All valuables are insured by the Sutherland Corporation and a third-party business entity.

Section 4 Treaties and Allies

7.  All treaties and agreements signed by the Sutherland Corpoartion, Sutherland Trading Company, The Thistle Post, The Essentials, The Northwestern Almaris Publishment and the the Bishop’s Barter and Production will all remain in place as in normal circumstances. The Sutherland Corporation request all parties not to cancel or alter the terms signed with the Corporation.

8.  The Sutherland Corporation will continue support her allies and would respond and require assistance whenever needed.

The Southern Rebellion of 1834

For too long has the false monarch Johanna I and her predecessors driven sutican to ruin and financial despair, we the vassals representing our people and beliefs can stand by this no longer.

We, The Lord of Keornhall, Baron of Trabzon, and our masses renounce our oath of fealty to this false and fallen Sutican State. This is a call on the fellow vassals and Suticans to take up arms with us. This is a resistance against the foreign pretenders that sit upon this throne of lies and deceit.

As such we shall be forming the Southern Sutican Alliance and invite our fellow Suticans and vassals to join us in bringing stability and changes to this failing state through Rebellion.

To Johanna I, we say this to you, abdicate from the throne of Sutica and take your wretched family with you. Do this and you and your frail numbers will be spared from the horrors of war.

Following the recent statement from one of our marshalls regarding the situation in the south and the involvement of other groups in the south. I, Aristagoras Marshal of the Southern Sutica Alliance do hereby officially say that we do not condone such views here within the alliance.

I, myself personally have served the canonist commonwealth of sutica for many a year serving as one of its faithful and canonist vassals. Until I could not find myself to stay still any longer while Sutica faltered in its path and stumbled towards its own decay and ruin down a path which any sane monarch would see as economical and cultural suicide.

So it is by my will that the marshal known as Xenokrates be officially banished from the Southern Sutican Alliance forces and for all forces of the alliance to hunt him down for his sins against that of the Church of Canon and the Forgery of mine own signature to issue statements not approved by that of the SSA.

To the Church of Canon and fellow canonists elsewhere, I ask that you not judge the whole of our forces upon one misled individual that has lost his way for our lands are filled with canonists just like your own. Our war is not with the Canonist Faith but with that of an unjust ruler who does nay care for the ways of the people.

BATTLE OF THE RHEIN: 

THE SOUTHERN FIELDS UNRUSTLED

A Sutican artist’s abstract rendition of the Battle of the Rhein, 387 E.S.

The quiet crunch of freshly signed mercenary contacts crumbled under the feet of Haeseni boots within the Barony of Rhein. They had meant nothing in hindsight. The Kingdom of Hanseti-Ruska had come to the aid of their brethren in the south against upstart rebels and for the Brotherhood of Saint Karl whether in the frozen north or the sandy south: a rebel savage shall be cut down all the same. 

A group of Haeseni soldiers outside of Rhein, including Lord Marshal Ailred Ruthern, Sergeant Flemius, Garrison Commander Henry Bishop, and Sergeant Ruslan Baruch, 387 E.S.

Earlier on, the blazing heat of the southern sun had struck upon the Haeseni garrison, who ever so confidently had turned this small and abandoned Barony into their temporary home. Near the rivers, groups of Haeseni shoulders bathed to rid themselves of the heat, and elsewhere others had begun to tend to the fields to increase the already vast amount of supplies they had.

The picture to be painted is not one of battle; for in truth, it was nothing but a slaughter. It was only an hour before the battle or so that the Haeseni finally began to armour up, and a few enjoyed cigars as the sound of distant armour finally began clanging throughout Rhein: They had finally arrived.

First came the rowdy and clumsy sound of metal clanking against metal. The rebel forces came wobbling down the road disorderly as expected of this class of mercenary. If it was not their unruly sound, it was certainly their smell. It is unknown what they rebel about in truth, perhaps it is common hygiene. 

A barrage of arrows was then struck upon the rebel forces, which scurried into the town surrounding Rhein. From thereon, the tide of the battle was set. Arrows were exchanged besides the two sides, before the rebels attempted to move further into the city, only to be met by a Haeseni charge.

Rebels were cut down as they turned to flee from the far superior Haeseni force, and many men were struck down as the rebels routed, to flee into the deserts or into the waters. The Haeseni garrison, unwilling to allow the scattered and doomed rebels to escape from the scene, laid chase.

In one place, Haeseni Soldier Viktor Belyaev struck down three of the fleeing rebels. While elsewhere the duo of Prince Nikolas of Haense and Prince Antonius of Vilachia bested and captured Corbin Wick, an alleged organiser of the rebels. Elsewhere, upon a cliff high above the sands, Ruslan Baruch wrestled with a rebel, throwing him to his death as he splattered against the rocks below. And on a small island, Edmund Barclay grappled with a dagger-wielding rebel, before he was graciously saved by the blade of Franz Morovar. And far off into the Southern lands, a large group overwhelmed and captured another rebel for interrogation.

The captives were taken to the Sutican Capital for a swift execution, and the Haeseni garrison returned home to Rhein, where their chefs had prepared a grand feast for their return. It was a merry night that the victorious Haeseni had that day, and they certainly looked forward to the next day, for word was among the soldiers that the King had ordered a shipment of Carrion Black for them.

Southern Sutican Alliance - Rustlers Contract

Preamble:

Following the recent declaration of the Southern Rebellion of 1834, the rebels have deemed it fit to employ the Company of the Rustlers to assist them in pursuit of victory. 

Agreements:

ARTICLE I: On Military Aid

The Company of the Rustlers will aid the Southern Sutican Alliance in their operations against the Commonwealth of Sutica and their allies throughout the duration of the uprising. 

ARTICLE II: On Compensation

In exchange for their service, the Southern Sutican Alliance shall imburse the Rustlers with 350 minas per Elven Week for the duration of the conflict. If victory is achieved, the Southern Sutican Alliance shall grant the Rustlers a plot of land along the roads of Sutica.

ARTICLE III: On Non-Aggression

Throughout the duration of the conflict, the Rustlers shall refrain from any hostility against the Southern Sutican Alliance and their allies in the Southern Rebellion of 1834.

ARTICLE IV: On Association

The Southern Sutican Alliance recognizes the Rustlers as an external force whose actions do not reflect upon the Southern Sutican Alliance. As such, the Southern Sutican Alliance holds no responsibility to assist the Rustlers with any pursuits or conflict that does not relate to the Southern Rebellion of 1834, both during and following the uprising.

“Haven't you people ever heard of locking the goddamn door?” 

Proclamation by Lord Marshal Ailred upon securing Rhein, 387 E.S.

Following the report from a certain Comrade Flemius, @FlemishSupremacy came the unfortunate news that the Sutican rebels had been using a fort of Sutican neutrality to conduct scouting operations. Many horsemen could be seen patrolling the roads and whereabouts from the Fort and so on. However, bizarre to Sergeant Flemius, at the turning of the handle of the Fort, simply clicked the door to open. How foolish. A fort of scouting operation, yet they left it without a lock? Without a barricade? A question mark appeared on the head of Flemius, questioning the tomfoolery. In which a letter was written and swiftly sent off to the Lord Marshal.

Marching later came down the roads of the Southern region of Almaris, with the Barony of Rhein in mind, the troops amassed as they expected a contest between the rebels; the scouts, or whatever they could muster. But as they encroached the keep, all but silence filled the pleasant summer air of the Southern keep. It took the trained soldiers of the BSK less than a shake of a lamb’s tail to claim the keep for the rightful owner. The Queen of Sutica and her Pedigree. 

A short resistance of rebel scum later came to tussle over the fort, but it was much too late. And so they were thwarted.

Talks continued on, and the locks were seen to, so none other than the Haeseni Garrison and the Queen could enter the barony once more. Secured it was, and it would surely be used as a location to take against the rebels soon enough, especially considering the close proximity. Krusae Zwy Kongzem.

Following the lackluster action of the promised taking of the Rhein barony, the soldiers on their own initiative and resolve scouted further out North in the Southerland to the Keornhall. Wry smiles plastered on the Haeseni lot, they knew the rebellion was to be shortly quelled. Their scouting reports bountiful, erupting a laugh from the lips of many.

Our garrison recently received reports that a scouting party belonging to the Southern rebels was scouting the castle of Rhein, surely with intent to lay siege to it within the coming days. Of course, we saw action against these marauders, and easily disposed of them. We proceeded to the castle, to ensure that the locals were aware of the looming threat, yet found the castle abandoned and entirely unlocked, as such, we took it upon ourselves to secure the castle, in doing so we have also cut off the path of retreat for the rebels. Thankfully, a local locksmith was available, and helped us relock all the doors, so that no rebel spies could sneak in.

With the castle safely in our hands, we do propose that the castle be turned into a headquarters of the interventionist forces for this rebellion, and do invite the Sutican Army, as well as an Orenian garrison, to join us in it. Such will not quite be needed, unless deemed necessary albeit. If these troops are to come, we may further plan our route of attack on these claimless marauders.

Trabzon is left isolated, the time to strike is now. Our presence in this keep cuts off the only road they could use to escape. A rebel defeat at Trabzon would force them into the desert, where their rebellion will surely dry out.

I wish to meet with you, Your Royal Majesty, at your earliest convenience. Swift death to the rebels!

  A Wedding of the Southern Star

In a proclamation to all of the Commonwealth of Sutica and its friends, as well as the Canonist States of Almaris,

Her Majesty, Johanna I, wishes to announce a union of matrimony between herself and the esteemed Sir Francis de Sarkozy. In light of the value of having a capable consort serving beside a monarch, Her Majesty has deemed it fitting to take the accomplished statesman as her husband so they may rule the Commonwealth well and ably. Upon the conclusion of the wedding, Sir Francis shall take the title of Prince consort of Sutica, in recognition of both his marriage to Queen Johanna and his inability to take the throne in his own right. The ceremony will be held at Her Majesty’s summer residence of Sarissa on the 5th of the Sun’s Smile, 1833, followed by a feast within it.

Pride. It is the bane of any progressing nation - a pestilence that blinds the consciences of men and renders them lesser, rudimentary figures. Just as rats nesting within a proud home damage the structure that supports them by tearing it from within, so do petty men with dreams bigger than their station aim to collapse the state that gives them such meager relevance. They insult a state that is in a period of gradual renewal, soon to be reborn by the grace of GOD and by the efforts of her dedicated council and citizens. Their efforts, while disappointing and futile, are not surprising. The men who claim to be “revolutionaries”  seek asylum with such a label from their ambitious and acquisitive natures for, in reality, they are but men exiled from the lands of our Northern, Canonist brothers who came to Sutica with territorial demands that the Crown could not lawfully fulfill. Vipers may hide in lush, verdant fields as they please but their brash tongues will always give them away. That is to say, these men are comparable to vipers. Vipers accomplish the goals they seek out to achieve, but like the lame, these rodents will be unable to even stand on their legs to produce any worthy challenge. What seemingly must have been the most glorious light to them, is, in truth, nothing more of a light than a dim match. Unworthy to even illumine the room in which the match holder is in. The Crown of Commonwealth is content with the continued support proffered by her Canonist sister states and is hopeful that the light of the Southern Star will not be diminished by attempts against her so faith and prosperity may be secure birthrights for forthcoming generations.

Lynette is leaned up against the wall with her arms placed on the table. Carlos is leaned over a pile of ornate invitations, very carefully drafting out and writing them with his quill dipped in expensive deep red ink while Lynette dictates to him aloud. He looks up from his workings and their eyes meet, a proud heartfelt smile crossing both of their faces before they return to working hard at their wedding preparations.

On this regretful day I announce that my husband, the King Georg I, joins the martyrs of our reclamation in the Skies. Together, His Majesty and I ruled for eleven years.  I lament that King Georg barely got to see his dream of a Canonist Sutica restored; he was a promising man with the intent of growing his August domain to the paradise of his dreams. He now leaves me and the nation alone in a time of great strife. You, good citizens, may feel alone - consumed by mourning for the beloved king - but none of us are truly alone because Bl. Pius and Holy King Corwin illuminate our path to progress.  My resolve as your Queen has never been greater. In our years of marriage, which began when I was but a young heiress, His Majesty taught me what being a sovereign meant. We are not a singular individual but a living representation of Sutica’s interests. The Battle of the Mythos Plains

Upon receiving word of Anti-Canonist rebels slaying an innocent pilgrim simply trying to visit the Chapel of Saint Emma, the PKS was made aware of the dangers such foe could cause to the stability of the realm of Their Majesties, King Georg and Queen Johanna. The membership of the PKS was nearly doubled, the defenses of Brynrose and Sarissa manned day in and day out. Thankfully, due to the bravery and quick-wittedness of our Sergeant Jadwiga, the forces of Sarissa were able to locate and destroy the Rebel headquarters. This headquarters, once inhabited by the so-called 'Child Nation' of Mythos, was a two story house situated nearby the Buckfort keep with a small palisade surrounding it.

As the Men of Sarissa took up arms to defend the King's peace, a single cannon was brought up from the Buckfort keep and began to fire upon the rebel encampment. After only one shot, the inexperienced and disorganized Rebels abandoned their stronghold and charged the men of Sarissa head on! Our warriors were quick to take up a defensive position atop the hill they had positioned the cannon on, some laying down arrow fire upon the approaching Rebels. It was now that their leader was discovered, a man in old Waldenian armor whom was only known as "The Rogue Knight". He wielded a zweihander in both hands and seemed to be along the older side, at least forties. I ordered all soldiers to charge down the hill, using our momentum to crash into the enemy and slaughter them in droves, many of the inexperienced and untrained Rebels falling before the blades of the Sarissan men. It was then that I engaged their leader, managing to defeat him by driving my blade through his neck. Before even a stone's hour had passed, all Rebels were dead at our feet, their headquarters ablaze.

Let it be known to all enemies of Their Majesties and the Commonwealth of Sutica, there are true men and woman willing to give their lives in order to protect what is now a truly faithful realm.

Attached is the investigation conducted within the State of Sutica in regards to the ethnicity and phenotypes of the citizenry of Almaris to better identify criminals within our land. All officers are expected to use this investigation thoroughly during their affairs.

For many years, the light of GOD has been guiding the progress of the Cerulean Kingdom of Sutica. From darkness and hardship it has emerged, flourishing now by the hands of her invigorated people. 

It is as opportune a time as any for the Sutican Commonwealth to announce the birth of her heir, HIS ROYAL HIGHNESS Prince Corwin of Sutica. The birth of His Royal Highness is the first to be celebrated from the matrimony of The King Georg I and Queen Johanna I, thus cementing Their Majesties’ canonist rule over their popular dominion of Sutica and Atheran Salvus.  

In honor of the birth of His Royal Highness, the Commonwealth does deem it fit two announce a two Saint’s Day long revelry wherein all her allies and denizens alike may celebrate the arrival of its heir. 

ITINERARY

First Day (9th of July, 4pm EST)

The Opening Address to the People

His & Her Majesty will open the festivities with an address to their people, speaking on the future of our Commonwealth and the birth of Crown Prince Corwin.

Sutican Maritime Derby

A race upon the water will be held to officially mark the beginning of the festivities, where all citizens and guests are encouraged to take up a rowboat and sail to their victory! A grand prize shall be afforded to the winner, with smaller mina prizes afforded to second and third place.

Tournament of St. Tylos

A contest of strength will be hosted at the personal request of His Majesty, Georg I, wherein men and women from all across Almaris will be put to the test. The last person standing in the arena will be awarded a custom blade, delivered straight from the royal household’s private forge. The winner, should they not have prior allegiances already, will also be allowed the option to become a personal sworn sword of His & Her Majesty.

Second Day (10th of July, 6pm EST) 

The Artist’s Valse

In this new age of Sutica, we see fit to further encourage the promotion of our nation’s artists and creatives. In following this theme, a ball shall be hosted to showcase those who bear a greater imagination and dare to make their mark upon the world. The overarching theme will be ‘Emotion’, with guests and citizens being encouraged to dress in costumes representing things such as great crimson anger or bright green happiness in their attire. Throughout the evening, each guest’s chosen adornments shall be inspected, with a prize being granted at the end of the evening for the night’s best-dressed attendee!

Alongside the ball, the Archduchy of Hyspia will showcase a series of cultural folkloric dances in an effort to further spread their unique history to both the people of Sutica and the denizens of greater-Almaris.

CITY REBUILDING UNDERWAY 

Commonwealth of Sutica -- His Serene Majesty announced to the Sutican people today the designs for the new capital were finished. This comes after a period of complications regarding the ownership of the designs and their realism. 

The build is long anticipated as it has halted a lot of government projects and appointments. Despite these setbacks the Commonwealth of Sutica reported steady growth and managed to revive most departments abandoned prior to the liberation. 

QUEEN VISITS SARISSA TOURNAMENT

County of Sarissa -- Her Serene Majesty visited a tournament held by the new Count of Sarissa, Lord Buckfort yesterday. The tournament was the first cultural activity held after her rise to the throne, with other ministers and church representatives attending.

After the tournament had finished, all delegations went to the capital city for drinks and chatter. The tournament was well received by the Commonwealth government, who is now planning to hold more consistent cultural celebrations after the city has been rebuilt. 

EXTRAORDINARY SESSION COMMITTEE OF PEERS 

Commonwealth of Sutica -- The current Chairman of the Committee of Peers, Viscount Vezimir of Lausitz, had received permission from His Serene Majesty to initiate an extraordinary session for the Committee of Peers. It is deemed extraordinary because normally, sessions of the Committee go alongside the election cycles of the Congress. 

While the elections are postponed until the government is fully functional, the Committee wasted no time to verify peerages and to vote on crests and mottos. Though the low number of peers raised the discussion on whether vassals of peers should be allowed to be seated on the Committee too. Government policy so far firmly indicates opposition to this reform, as those vassals are eligible to run for elections in the Congress of Sutica.  

TEMPORARY PASSPORTS ISSUED 

Commonwealth of Sutica -- With the first official census being prepared by the Commonwealth government, His Serene Majesty instructed the Grand Magistrate to register and issue temporary passports to prove citizenship.

This measure was necessary because the Constitution grants various rights and obligations to citizens. Without a way to determine who is and isn’t a citizen, the constitutional system would’ve been complicated to put in practice. The census is expected to be finished shortly after the city reconstruction, as then all addresses can be filled and verified. 

SUPREME ORDER GAINS POPULARITY 

The Church -- The High Pontiff Tylos I announced with great joy today that a new influx of squires were joining the ranks of the Supreme Order of Ex. Owyn. The Apostolic-General Armand de Rennes is credited for maintaining a professional force that can attract young talent from rural areas. 

What this will mean for the deployment of the Order remains to be seen. But Suticans may expect to see more of them more often, as the Church regains ground in Sutican society. The Serene Monarchs, both Canonists, are welcoming this renewed role of the Church. It is alleged that the new city will have a fully functional Church after its completion. 

NEW HEAD STEWARD MAKES HEADWAY

Commonwealth of Sutica -- The new head Steward, Jon Snowell, was appointed by the Grand Magistrate to revive the abandoned institution since the liberation of Sutica. The Commonwealth government was pleased to see that Steward Snowell managed to recruit various new bureaucrats, and that the grand ledger of Sutica was remade. 

Furthermore, Steward Snowell created an uniform system of registering homeowners and collecting taxation: providing necessary income for the Commonwealth government. As the first department to run entirely autonomously from the management of any cabinet member: the Stewards of Sutica seem like the model for all other departments yet to be created.

The First Sarissan Melee Tournament

In order to both celebrate the growth of its people and their perseverance throughout tribulating times as well as to honor the memory of those valiantly lost, the newly crowned King and Queen of Sutica are to hold a melee tournament this upcoming Snow's Maiden upon their shores within The County of Sarissa.

All are invited to take part, may it be lords, knights, men-at-arms or mercenaries alike, so long as the five mina entry fee is paid in full before admittance to the tournament. Plentiful reward will be bestowed upon those who prove themselves worthy.

The tournament shall be split into two separate segments, 'The Clash of Vigour' and 'The Bout of the Chivalrous' and duelists may select either, or both to enter.

The Clash of Vigour is a smaller in scale and more intricate competition, designed so that the duelist which strikes the first successful and decisive blow is victorious. This challenge will be limited to a slot of eight fighters, and each round shall last fifteen Elven minutes in time, and should no strike be made in that time, or no clear winner emerge, the Lord himself will decide who moves on. This bracket shall continue until only two remain, and the winner of the final tier will take the pot of this section of the tournament, as well as a specialized sword inscribed as "The Widow's Kiss."

[The Clash of Vigour will be CRP based, and will utilize rolls unless both parties consent to honor.]

The Bout of The Chivalrous is a far more heavily armored and swifter competition in comparison to the prior. This challenge will have no entry limit, and instead two opponents at a time will take up arms and combat each other rapidly. Each duelist is expected to provide their own equipment, and said equipment must include a full set of ferrum chainmail and a ferrum longsword. Equipment shall be checked beforehand to ensure that no duelist has an unfair advantage over the other. The last man to remain undefeated will be awarded the pot from this section of the tournament, as well as a unique sword inscribed "The Withered Rose."

[The Bout of The Chivalrous will be PVP based.]

Following the conclusion of the melee, any and all in attendance, whether it be fighters or onlookers, are invited for free spirits, food, and entertainment provided by and paid for in full by the state.

Even if you do not wish to participate, we encourage all to join us and enjoy the festivities as we spend this day in commemoration of our fallen friends and celebration of our new crown.

In the first few years of the reigns of King Georg I and Queen Johanna I, it became increasingly popular amongst the people of Sutica to resolve matters of honor and even minor criminal acts through a duel. By the time the Serene Laws of Sutica were published, dueling had become such a matter of course, that it even had its own section in the code, exempting duelists from being charged with crimes for duelling and even allowing duels to replace trial and judgment in crimes against persons. Over time, a code for duelling was established, to ensure that this sacred matter of honor was properly upheld. Although unofficial, the so-called Sutican Code Duello came to be considered as sacred as the duel itself.

Rule 1.

A challenge to a duel is designed to demand satisfaction for a wrong committed. A sincere apology and an attempt to right the wrong is considered sufficient to satisfy this matter of honor.

Rule 2.

Persons, known as seconds, must be chosen by the duelists, or principals, to arrange matters between them, so as to prevent any more offense between the principals before meeting again on the field of honor.

Rule 3.

Seconds are to be of equal rank in society with the principals they attend, inasmuch as the situation allows.

Rule 4.

Seconds should meet to help negotiate a peace between the principals or, if satisfaction cannot be achieved without arms, to negotiate the time, place, and manner of the duel.

Rule 5.

The challenged has the right to choose his own weapon, unless the challenger gives his honor that he is no swordsman, in which case, the crossbow should be chosen. If both primaries are mages, then their arcane arts may be chosen.

Rule 6.

The only proper arms for a duel are the sword, the saber, and the crossbow.

Rule 7.

A doctor and witness should be on hand for the duel, treated civilly, and paid for their time and trouble.

Rule 8.

The seconds are to examine the weapons of each principal before the duel, and will load and cock their principal’s crossbow, in the presence of each other, if they are used.

Rule 9.

Seconds are bound to attempt a final reconciliation between parties before the duel commences.

Rule 10.

Commencement of the duel must be regulated, either by signal, word of command, or at pleasure. If a principal is unable to commence the duel, their second is allowed to take their place with the consent of the other party.
