There's no restriction on alts, but the practicalities of the plugins will likely form a restriction in of themselves. I severely doubt that the Magic or Skill plugins have alt support.

 

Skill Plugin has alt support :D It was this feature that led to an overhaul of the character card system and why mechanical tweaks like this one are being considered right now.
