Edict of the Imperial Coercitor

 

 

At the will of His Imperial Majesty the Emperor of Oren and King of Kaedrin, Peter I of House Chivay, the office of Imperial Coercitor is hereby created and affirmed, and charged with all duties and powers enumerated herein.

 

At the will of His Imperial Majesty the Emperor of Oren and King of Kaedrin, Peter I of House Chivay, Marcel de Bretagne is hereby declared Imperial Coercitor of Oren, a position he shall hold indefinitely at the Emperor of Oren’s sole discretion.

 

 

Section I

Powers and Obligations of the Imperial Coercitor

The Imperial Coercitor is in charge of enforcing and maintaining stability within the Empire. The Coercitor is the hand of the Emperor that enforces his peace and order.  He is therefore charged with the following duties and powers:

 

1. The power to settle minor noble disputes without bringing them before the imperial courts.

2. The power to deal justice to common and bourgeoisie class without bringing them before imperial courts. All nobles have a right to trial by the office of the Lord Justicar.

3. The right to launch detailed investigations into any suspect groups or individuals within the empire.

4. The power to freeze assets and holdings of a suspect group or individual for a maximum of one elven week (unless crown extension is granted for the duration of an investigation).

5. The power, as an extension of the will of the imperial crown, to suspend knightly and noble titles of a suspect group or individual for a maximum of one elven week (unless crown extension is granted for the duration of an investigation).

6. The right to call forth emergency meetings of the imperial privy council when there is a threat to the empire.

7. The right to draft permits and passports to regulate or deregulate travel and trade as fit throughout the empire, to be accepted by all imperial bodies.

8. The power to appoint deputy enforcers to carry out the duties of the office of the Imperial Coercitor.

9. The duty to enforce the legal codes of the Imperium Tertius as enforcer primus as a direct subsidiary to executive authority.

10. The duty to enforce social and noble laws and customs in the Imperium Tertius as a regulatory extension of the will of the Emperor.

 

 

Section II

Dignities and Privileges

The Imperial Coercitor of Oren, as the foremost enforcer of the laws and order of the Emperor’s peace is granted the following dignities and privileges.

 

1. As an extension of the executive will of the Emperor, the privilege to suspend noble and ignoble titles, assets, and holdings as previously enumerated herein.

2. As an extension of the executive will of the Emperor, the privilege to mete out justice within the bounds of the laws of the Imperium Tertius in the capacity of a lower court.

3. As tertiary legal authority of the Imperial Administration of the Imperium Tertius, the privilege to establish and approve minor regulatory documents for function within the Empire as heretofore enumerated.

 

 

Section III

Commentary

 

While the Imperial Justicar functions as the legal mind and scales of the Empire, responsible for the creation of laws and judicious interpretation and implementation of their intent, the Imperial Coercitor functions as the gloved hand of the Empire, responsible for the enforcement of peace and order throughout the realm.
