How Much Time Is Needed To Fulfill Activity Requirements For A Town?

Title says it all. I'm fairly sure I spent a good three hours at least building on my small bit of property and whenever I check the inhabitants list for the town pillar, I still have not met the time requirement. Just want to know if the time requirement is just incredibly high or if something is wrong with my town pillar.

 

I want my time-wasting to at least have some sort of good outcome.
