On this day, elven unity has been attained between Haelun'or of the mali'aheral and Ker'nor of the mali'ker. The details of such a union lie below for all within the land to observe.

 

The Immortal Laws:


 

I. Laws deemed Immortal may only be changed by unanimous consensus from the Hieal’mali.

 

II. Laws deemed Transient may be changed by a majority decison of the Hieal’mali or may be created by a majority decision of the Hieal’laurir. In the event of a dispute the decision of the Hieal’mali holds presidence over the Hieal’laurir.

 

III. The Hieal’mali is the legislative body of the Elven Dominion, comprised of three representatives per sub race of elf. It is the Hieal’mali who enact Immortal and Transient Laws of the Elven Dominion. The Hieal’mali consists of 3 representatives per City-State known as Laurir, with one vote, selected by each member state and 3 other representatives the first who is known as the Malaurir who holds two votes and two others known as the Laurir’oem who hold one vote each. A representative may not be a half-breed of any kind. An individual may be both a Laurir and Laurir'oem or Malaurir at the same time; meaning one person may have up to 3 votes ( Laurir'oem + Laurir (3) or Laurir + Laurir'oem (2)). The Malaurir breaks all tied votes in the Hieal’mali.

 

IV. The Hieal’laureh is the executive body of the Elven Dominion, consisting of three officials: Two Laurir’oeman and the Malaurir. The Hieal’laurir and its members are the surpreme diplomatic representatives of the Elven Dominion and may settle disputes amongst members states internally. The Malaurir and one of the Laurir’oem are elected by the citizens of the The Emerald Dominion as a whole with each elven citizen above the age of 50 receiving exactly one vote. The runner up is the first Laurir'oem. The second Laurir'oem is selected by the Malaurir and may be replaced by the Malaurir as desired. The date of the first election for the Hieal’laurir is 1500.

 

V. City-States, full members of The Emerald Dominion, may establish their own laws assuming they are not in violation of the Immortal Laws. Immortal laws supercede both City-State and Transient Laws.

 

VI. The Hieal’laureh members are elected by the citizens of The Emerald Dominion as a whole with each elven citizen above the age of 50 receiving exactly one vote. The runner up is the first Laurir'oem. The second Laurir'oem is selected by the Malaurir and may be replaced by the Malaurir as desired. Elves who do not live entirely within the The Emerald Dominion.

 

VII. None of the Hieal’mali council members, including the Laurir or two Lauriran of Elves hold any inherent authority beyond their place on the council. All status within a City-State is independent from presence on the Hieal’mali.

 

VIII. The Laurir'oem and the two Laurir'oeman of Elves may serve no more than half of Malin’s year before a re-election is held.

 

XIV. The Malaurir or either of the Laurir'oeman of Elves may only be removed by a five eights vote of the Hieal’mali or in the case of the selected Laurir’oem, at the decision of the Malaurir.

 

X. Individual City-States may declare both war and peace. Minor City-States are bound to the declarations of the The Emerald Dominion as a whole.

 

XI. City-States and Minor City-States are obligated to defend the City-States of the The Emerald Dominion and may not defy the Hieal’mali should it call for the defence of a City-State by majority vote. The Malaurir may also call for instantaneous war and peace of The Emerald Dominion, however the Hieal’mali may override this decision by majority vote.

 

XII. City-States and Minor City-States hold ultimate residential authority over their respective sub-races of elves. Meaning an elf may be exiled from another City-State should its respective sub-racial City-State demand the elf’s exile. Alternatively the City-State may summon the elf, wherein the City-State is bound to bring the elf to its City-State of heritage, even if it is only partially of that bloodline. An elf of mixed descendance may be exiled or summoned from a City-State if either one of its respective parental sub-race City-States demand such. A City-State may not let an exiled individual within its territory and must remove it when discovered to be within, or it is breaking an Immoral Law. Only full blooded elves are citizens though others may reside in elven lands should they not mix blood.

 

XIII. A City-State must have, at a minimum, 20 residents of their respective sub-race of elf to be considered a City-State. Half breeds and non-elves, in particular, of any kind do not count towards the residential count of a City-State in any way. If the existence of 20 residents can not be verified by the Hieal’mali, the City-State is relegated to the status of Minor City-State, who receive only one Laurir representative ((Weekly “active” count on the Nexus pillar of 20. Alt accounts do not count)).

 

XIV. A City-State or Minor City-State must be recognized by unanimous vote less one of the Hieal’mali in order to be first considered a City-State.

 

XV. A City-State or Minor City-State may be expelled from the The Emerald Dominion by a unanimous vote of all but the City-State’s representatives. Laurir’oem and the Malaurir do not count as representatives of a City-State and their votes may not be removed in this event.

 

XVI. A City-State or Minor City-State may be temporarily occupied by any and all other City-States should it violate any Immortal Law until a new government is put into place which will heed the Immortal Laws.

 

XVII. Crimes committed within a City-State or Minor City-State may be punished by the City-State as the respective entity sees fit so long as it does not involve forced servitude or violate any other Immortal Law.

 

XIII. A City-State may not inflict bodily harm upon any member of the Hieal’mali unless said Hieal’mali member committed a Cursed and Violent Crime against an elf within the respective City-State’s immediate territory.

 

XIV. A Cursed and Violent Crime is any horrendously violent and unjust crime committed against any resident of the The Emerald Dominion who is of wholly elven blood.

 

XV. All City-States must be named in elven.

 

XVI. No member of the The Emerald Dominion may intentionally provoke or encourage a foreign body to attack another City-State or Minor City-State in a raid, pillage or any other form of attack except in the event the City-State has broken an Immortal Law.

 

XVII. The Malaurir may select a Silaureh, a chosen blade, to lead the elves in time of conflict and during joint drills. The Hieal’laurir may change the Silaureh for any reason. City-States guards, guilds and organizations may be the only defensive forces and military orders in the The Emerald Dominion. There may be no combined guards, guilds and organizations of any kind.

 

XIIX. The Malaurir, much like how the City-States are responsible and hold ultimate authority over all members of the Sub-Race, holds all authority over all individuals, constructs and creatures within the The Emerald Dominion not of wholly elven blood and any Stateless elves and may do all actions a City-State may do to its own Sub-Race including summoning them and exiling them from any of the City-States and Minor City-States. A City-State may not let an exiled individual within its territory and must remove it when discovered to be within, or it is breaking an Immortal Law.

 

XIX. The Emerald Dominion recognizes Haelun’or as the state of High Elves, _____ as the state of Wood Elves and Ker'nor as the state of Dark Elves. Full elves not of these types are considered Stateless. Full elves of mixed descent are both Stateless and of their elven descent, thus both the Malaurir and City-State of their ancestors hold sway over their residence.

 

XX. The Hieal’mali may, by a majority less one decision, place an elf upon the list of Elacaln for crimes against all elves. Elacaln are permanently banished from all member states of the League.
